Dewpoint temperature inversion, with regard to other simultaneous meteorological conditions, was examined to establish the influence of meteorological variables on the variation of dewpoint temperature with height. This report covers instrumentation and available data, all the climatological features of dewpoint inversions, and specific special cases.

A general design algorithm based on methods of feasible directions is presented. Zoutendijk's method of feasible directions is first presented as applied to structural design. This method is modified to improve numerical stability of the design process and is then further modified to deal efficiently with infeasible designs. The algorithm requires the analytic gradient of the objective function and the constraint functions which are active at a given stage in the design process. Gradient information is not required for nonactive constraints. Complex constraint functions may be ignored in the initial design stages because violation of these constraints is efficiently overcome later in the design process. The algorithm is demonstrated with elastic design of redundant trusses.
The results of two flights conducted in Texas in September 1968 are reported, giving attention to experimental details, the charge spectrum, and the primary flux of very very heavy cosmic rays. Considerable interest is attached to the observation of uranium, thorium, and transuranic nuclei in the cosmic radiation. It is found that the relative abundances of the charge groups in the ranges from 35 to 40 and from 41 to 50 deviate significantly from solar system abundances.
Plans and implementation concepts were developed for utilizing a multimode transponder mounted in an aircraft working either through a spacecraft or directly with a ground station. The purpose would be to determine the best modulation and encoding techniques for combating RFI and multipath propagation and to determine the characteristics of VHF and UHF RFI in discreet bands. The experiments would also determine the feasibility and accuracy of range and range rate measurements with the various modulation and encoding techniques.
