NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 9: Information intermediaries and the transfer of aerospace Scientific and Technical Information (STI): A report from the field

From the NASA/DOD survey data, there can be no way of inferring what strategy for knowledge transfer is best; indeed, given the fact that the respondents were all presumably well qualified professionals, the data tend to call into serious question the idea that any one model might meet the needs of more than a distinct minority of possible users. The evidence to date appears to reinforce the concept that different information environments take many different shapes, and interact with each other and with formal data transmission sources in many different and equally valuable ways. Any overall strategy for improving the effectiveness and efficiency of scientific and technical information sharing must take this divergence into account, and work toward the creation of systems that reinforce true interactive knowledge utilization rather than simply disseminating data.

Recommendations for an Executive Information System (EIS) for the NASA Accounting and Financial Information System (NAFIS)

The objectives were to: (1) survey state-of-the-art computing architectures, tools, and technologies for implementing an Executive Information System (EIS); (2) review MSFC capabilities and efforts in developing an EIS for Shuttle Projects Office and the Payloads Project Office; (3) review management reporting requirements for the NASA Accounting and Financial Information System (NAFIS) Project in the areas of cost, schedule, and technical performance, and insure that the EIS fully supports these requirements; and (4) develop and implement a pilot concept for a NAFIS EIS. A summary of the findings of this work is presented.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 5: Aerospace librarians and technical information specialists as information intermediaries: A report of phase 2 activities of the NASA/DOD Aerospace Knowledge Diffusion Research Project

The objective of the NASA/DOD Aerospace Knowledge Diffusion Research Project is to provide descriptive and analytical data regarding the flow of scientific and technical information (STI) at the individual, organizational, national, and international levels, placing emphasis on the systems used to diffuse the results of federally funded aerospace STI. An overview of project assumptions, objectives, and design is presented and preliminary results of the phase 2 aerospace library survey are summarized. Phase 2 addressed aerospace knowledge transfer and use within the larger social system and focused on the flow of aerospace STI in government and industry and the role of the information intermediary in knowledge transfer.

Operation of the power information center: Performance of secretariat functions and information exchange activities in the advanced power field of the interagency advanced power group

Highlights of activities conducted during the reporting period to facilitate the exchange of technical information among scientists and engineers both within the federal government and within industry are cited. Interagency Advanced Power Group meetings and special efforts, project briefs, and organization development are considered.

Pilot and flight crew assessment of visually displayed information is examined as well as the effects of degraded and uncorrected motion feedback, and instrument scanning efficiency by the pilot. Computerized flight simulation and appropriate physiological measurements are used to collect data for standardization.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 5: Aerospace librarians and technical information specialists as information intermediaries: A report of phase 2 activities of the NASA/DOD Aerospace Knowledge Diffusion Research Project

The flow of U.S. government-funded and foreign scientific and technical information (STI) through libraries and related facilities to users in government and industry is examined, summarizing preliminary results of Phase 2 of the NASA/DOD Aerospace Knowledge Diffusion Research Project (NAKDRP). The design and objectives of NAKDRP are reviewed; the NAKDRP model of STI transfer among producers, STI intermediaries, surrogates (technical report repositories or clearinghouses), and users is explained and illustrated with diagrams; and particular attention is given to the organization and operation of aerospace libraries. In a survey of North American libraries it was found that 25-30 percent of libraries regularly receive technical reports from ESA and the UK; the corresponding figures for Germany and for France, Sweden, and Japan are 18 and 5 percent, respectively. Also included is a series of bar graphs showing the librarians' assessments of the quality and use of NASA Technical Reports.

Technological and planning issues for data management, processing, and communication on Space Station Freedom are discussed in reviews and reports by U.S., European, and Japanese experts. The space-information-system strategies of NASA, ESA, and NASDA are discussed; customer needs are analyzed; and particular attention is given to communication and data systems, standards and protocols, integrated system architectures, software and automation, and plans and approaches being developed on the basis of experience from past programs. Also included are the reports from workshop sessions on design to meet customer needs, the accommodation of growth and new technologies, and system interoperability.

The Effect of Ownship Information and NexRad Resolution on Pilot Decision Making in the Use of a Cockpit Weather Information Display

A two-phase experiment was conducted to explore the effects of data-link weather displays upon pilot decision performance. The experiment was conducted with 49 instrument rated pilots who were divided into four groups and placed in a simulator with a realistic flight scenario involving weather containing convective activity. The inflight weather display depicted NEXRAD images, with graphical and textual METARs over a moving map display. The experiment explored the effect of weather information, ownship position symbology and NEXRAD cell size resolution. The phase-two experiment compared two groups using the data-linked weather display with ownship position symbology. These groups were compared to the phase-one group that did not have ownship position symbology. The phase-two pilots were presented with either large NEXRAD cell size (8 km) or small cell size (4 km). Observations noted that the introduction of ownship symbology did not appear to significantly impact the decision making process, however, the introduction of ownship did reduce workload. Additionally, NEXRAD cell size resolution did appear to influence the tactical decision making process.
