Applicability of NASA contract quality management and failure mode effect analysis procedures to the USGS Outer Continental Shelf oil and gas lease management program

An approach that might be used for determining the applicability of NASA management techniques to benefit almost any type of down-to-earth enterprise is presented. A study was made to determine the following: (1) the practicality of adopting NASA contractual quality management techniques to the U.S. Geological Survey Outer Continental Shelf lease management function; (2) the applicability of failure mode effects analysis to the drilling, production, and delivery systems in use offshore; (3) the impact on industrial offshore operations and onshore management operations required to apply recommended NASA techniques; and (4) the probable changes required in laws or regulations in order to implement recommendations. Several management activities that have been applied to space programs are identified, and their institution for improved management of offshore and onshore oil and gas operations is recommended.

Pioneer Venus mission plan for atmospheric probes and an orbiter.

The mission concept is described for a spin-stabilized spacecraft being designed to deliver an array of aerodynamic probes over the surface of Venus, and, on a second flight mission, to inject the spacecraft into a Venusian orbit. Large and Small Probes and the instrumented 'Bus' structure will enter the Venusian atmosphere and directly measure its characteristics. An orbiting configuration of the same basic Bus spacecraft will serve as a platform from which to examine the planetary environment, the outer atmosphere and its interaction with the solar wind, as well as surface topography. The orbital mission will extend over a complete revolution of the planet around the sun and around its own axis. Requirements for cost effectiveness and firm adherence within early cost projections are emphatic program guidelines which affect every major element of the mission plan and conceptual design.

Conical isogrid adapter structural test results

The structural characteristics of isogrid composite structures are discussed. To demonstrate the feasibility of applying isogrid to conical structures, a full scale flanged isogrid conical adapter similar to the configuration of the D-1 Centaur equipment module was constructed. The adapter was tested to evaluate the response of the conical isogrid structure to various combinations of bending and axial compression loading. The analysis techniques for predicting conical isogrid structural capability are examined.

Trajectory selection for the Mariner Jupiter/Saturn 1977 project

The use of decision analysis to facilitate a group decision-making problem in the selection of trajectories for the two spacecraft of the Mariner Jupiter/Saturn 1977 Project. A set of 32 candidate trajectory pairs was developed. Cardinal utility function values were assigned to the trajectory pairs, and the data and statistics derived from collective choice rules were used in selecting the science-preferred trajectory pair.

Measurements of the 0.1-27 MeV cosmic gamma ray spectrum by Apollos 15 and 16

The spectrum of diffuse cosmic gamma rays over the 0.127 MeV range was measured by a 7 x 7 cm omnidirectional NaI counter on Apollo 15 and 16. Location of the spectrometer on a 7.6 m extensible boom, use of precision pulse-height analysis, and operation in several modes permitted data to be obtained from which spacecraft and other background contributions could be separated. Recent measurements verified the Apollo spectrum.

Apollo 17 mission Report. Supplement 6: Calibration results for gamma ray spectrometer sodium iodide crystal

A major difficulty in medium energy gamma-ray remote sensing spectroscopy and astronomy measurements was the high rate of unwanted background resulting from the following major sources: (1) prompt secondary gamma-rays produced by cosmic-ray interactions in satellite materials; (2) direct charged-particle counts; (3) radioactivity induced in the detector materials by cosmic-ray and trapped protons; (4) radioactivity induced in detector materials by the planetary (e.g., earth or moon) albedo neutron flux; (5) radioactivity induced in the detector materials by the interaction of secondary neutrons produced throughout the spacecraft by cosmic-ray and trapped proton interactions; (6) radioactivity induced in spacecraft materials by the mechanisms outlined in 3, 4, and 5; and (7) natural radioactivity in spacecraft and detector materials. The purpose of this experiment was to obtain information on effects 3, 4, and 5, and from this information start developing calculational methods for predicting the background induced in the crystal detector in order to correct the Apollo gamma-ray spectrometer data for this interference.

Observation and explanation of a 0.3% sunward radial streaming of 1 to 5 GV cosmic radiation

A high-energy proton telescope on board the HEOS-1 satellite obtained quiet-time anisotropy data between December 1968 and April 1970. Analysis of the data showed an integral radial streaming component towards the sun of 0.3% for particles of rigidity greater than 1 GV. This value is not explicable in terms of any experimental defect, the effect of the earth's magnetosphere or energy loss effects under spherical symmetry in the solar cavity. An explanation in terms of a falling off ecliptic gradient in cosmic ray density most affecting the 1-5 GV range would seem to be the most compelling.

Trajectory selection for the Mariner Jupiter/Saturn 1977 Project

This paper describes the use of decision analysis to facilitate a group decision-making problem in the selection of trajectories for the two spacecraft of the Mariner Jupiter/Saturn 1977 Project. This NASA project includes the participation of some eighty scientists divided by specialization among eleven science teams. A set of thirty-two candidate trajectory pairs was developed by the Project in collaboration with the science teams. Each science team then ordinally ranked and assigned cardinal utility function values to the trajectory pairs. These data and statistics derived from collective choice rules were used by the scientists in selecting the preferred trajectory pair.

Isogrid structures

Test results and related structural instability analyses are presented for a 10-foot-diameter, 37-inch-long cylinder, and a 10-foot-diameter, 40-inch-long, 45-degree conical frustum. Both structures are based upon flanged isogrids and are fabricated in 2024-T851 aluminum. Peak edge load intensities at failure were 1,654 lb/in for the cylinder and 1,457 lb/in at the small diameter of the frustum. General instability cylindrical-monocoque-structure equivalent knockdown factors for both were in good agreement (gamma = 0.48). Design analysis is also derived for estimating critical cylinder instability edge loads from the performance of two tandem isogrid members. Evaluation is made of effective skin contributing to isogrid load-carrying cross-section.

Combustion of hydrogen injected into a supersonic airstream (a guide to the HISS computer program)

A computer program based on a finite-difference, implicit numerical integration scheme is described for the prediction of hydrogen injected into a supersonic airstream at an angle ranging from normal to parallel to the airstream main flow direction. Results of calculations for flow and thermal property distributions were compared with 'cold flow data' taken by NASA/Langley and show excellent correlation. Typical results for equilibrium combustion are presented and exhibit qualitatively plausible behavior. Computer time required for a given case is approximately one minute on a CDC 7600. A discussion of the assumption of parabolic flow in the injection region is given which demonstrates that improvement in calculation in this region could be obtained by a partially-parabolic procedure which has been developed. It is concluded that the technique described provides an efficient and reliable means for analyzing hydrogen injection into supersonic airstreams and the subsequent combustion.

Crystal activation experiment MA-151

The crystal activation experiment consisted of two sample packages that were flown in the command module and returned to earth for analysis of the radioactivity induced in them during the flight. The objective of the experiment was to define the background caused by detector activation that interferes when gamma radiation is measured in the 0.02- to 10-megaelectronvolt range from earth orbit. Preliminary results show that the activation of the NaI(Tl) crystal was a factor of 3 below that from a similar measurement on Apollo 17. The identification of certain species and the level of activation observed show an important contribution from the interactions of thermal and energetic neutrons produced as secondaries in the spacecraft. That the activation was reduced by only a factor of 3 compared with the Apollo 17 experiment, despite the geomagnetically shielded orbit, possibly indicates more efficient secondary neutron production by the more energetic cosmic rays.
