Data distribution satellite

The Data Distribution Satellite (DDS), operating in conjunction with the planned space network, the National Research and Education Network and its commercial derivatives, would play a key role in networking the emerging supercomputing facilities, national archives, academic, industrial, and government institutions. Centrally located over the United States in geostationary orbit, DDS would carry sophisticated on-board switching and make use of advanced antennas to provide an array of special services. Institutions needing continuous high data rate service would be networked together by use of a microwave switching matrix and electronically steered hopping beams. Simultaneously, DDS would use other beams and on board processing to interconnect other institutions with lesser, low rate, intermittent needs. Dedicated links to White Sands and other facilities would enable direct access to space payloads and sensor data. Intersatellite links to a second generation ATDRS, called Advanced Space Data Acquisition and Communications System (ASDACS), would eliminate one satellite hop and enhance controllability of experimental payloads by reducing path delay. Similarly, direct access would be available to the supercomputing facilities and national data archives. Economies with DDS would be derived from its ability to switch high rate facilities amongst users needed. At the same time, having a CONUS view, DDS would interconnect with any institution regardless of how remote. Whether one needed high rate service or low rate service would be immaterial. With the capability to assign resources on demand, DDS will need only carry a portion of the resources needed if dedicated facilities were used. Efficiently switching resources to users as needed, DDS would become a very feasible spacecraft, even though it would tie together the space network, the terrestrial network, remote sites, 1000's of small users, and those few who need very large data links intermittently.

A Stochastic Charging Station Deployment Model for Electrified Taxi Fleets in Coupled Urban Transportation and Power Distribution Networks

Metropolitansworldwide are increasingly adopting electric taxis (ET) to address concerns about transportation-related emissions. However, the widespread deployment of electric taxis presents challenges in terms of increased electricity demand and changing demand profiles. This transition impacts both the urban transportation network (TN) and the electricity power distribution network (PDN), highlighting the interdependence between these two systems. Here, in this paper, we propose a two-stage stochastic programming planning model that aims to optimize both the TN and PDN, enabling efficient deployment of charging stations and grid upgrades. Our model seeks to strike a balance between meeting ET drivers' charging preferences, minimizing the costs associated with infrastructure deployment and grid expansion, and harmonizing the coordination between the TN and PDN. Additionally, we explore the potential benefits of utilizing an autonomous ET fleet to enhance overall system performance.

Cooperative high-performance storage in the accelerated strategic computing initiative

The use and acceptance of new high-performance, parallel computing platforms will be impeded by the absence of an infrastructure capable of supporting orders-of-magnitude improvement in hierarchical storage and high-speed I/O (Input/Output). The distribution of these high-performance platforms and supporting infrastructures across a wide-area network further compounds this problem. We describe an architectural design and phased implementation plan for a distributed, Cooperative Storage Environment (CSE) to achieve the necessary performance, user transparency, site autonomy, communication, and security features needed to support the Accelerated Strategic Computing Initiative (ASCI). ASCI is a Department of Energy (DOE) program attempting to apply terascale platforms and Problem-Solving Environments (PSEs) toward real-world computational modeling and simulation problems. The ASCI mission must be carried out through a unified, multilaboratory effort, and will require highly secure, efficient access to vast amounts of data. The CSE provides a logically simple, geographically distributed, storage infrastructure of semi-autonomous cooperating sites to meet the strategic ASCI PSE goal of highperformance data storage and access at the user desktop.

Service-Based, Segmented, 5G Network-Based Architecture for Securing Distributed Energy Resources: Preprint

As the number of connected devices in the energy grid increase exponentially, so too are the cybersecurity risks. With the development of modern communications standards such as 5G and beyond the extent to which devices will continue to connect will continue to increase exponentially along with the inherent risks. However, 5G also includes features to help address cybersecurity concerns and therefore helping to mitigate many of these risks. This paper proposes a new service-based network architecture implementing network-slicing capabilities for connected systems and devices to improve performance, availability, security, and reliability of the grid devices and services. This paper considers the quality of service requirements and criticality of services needed for securely monitoring, operating, and securing Distributed Energy Resource (DER) devices. From developed use cases, network slicing is implemented based on these requirements and resource allocations. This work then highlights examples of how slicing can help prevent standard existing attack methods such as a denial-of-service or similar attack which limits resource availability and network bandwidth to the service and thus limiting its ability to affect other services by misbehaving. The designed network architecture use case will be further tested on a local virtualized testbed to verify secure operation and availability of services. Using hardware-in-the-loop devices and systems on this local testbed, this fully segmented, secure network may be realized and evaluated. Finally, this paper presents the results of this testing.

Distribution Network Capacity Market Design: Marginal Distribution Capacity Pricing Mechanism for Efficient Investment and Cost Allocation

As electricity markets begin to shift from reliance on large, centralized power plants and towards distributed energy resources (DERs), there is a growing acknowledgement that more efficient planning, operations, and oversight is needed in the distribution system. This paper addresses one step in that direction by proposing an auction mechanism that uses a detailed distribution system planning model that allocates permits to end-used customers who request capacity to install new devices at their location and network upgrade contracts to utilities or 3rd-party companies who offer to upgrade system components. The resulting plan maximizes market surplus, that is, maximizes the total benefit to consumers minus the cost of network upgrades. We apply a marginal pricing scheme to the auction’s results such that the cost of each permits or contracts is differentiated by time and location, based on the Lagrangian multipliers of binding network constraints. These prices are shown to be no greater than the bid price of any awarded contract and no less than the offered cost of any awarded upgrade contract. Furthermore, the nonlinearity of power flows in the planning model result in an additional surplus that would be collected by the entity that hosts the auction, which could then be refunded to market participants or used to cover overhead costs of running the market. We provide four example auction results in a simple three-node distribution feeder to demonstrate the properties of the design. Results suggest that larger or more realistic case studies could be a promising next step.

Resilience in an Evolving Electrical Grid

Fundamental shifts in the structure and generation profile of electrical grids are occurring amidst increased demand for resilience. These two simultaneous trends create the need for new planning and operational practices for modern grids that account for the compounding uncertainties inherent in both resilience assessment and increasing contribution of variable inverter-based renewable energy sources. This work reviews the research work addressing the changing generation profile, state-of-the-art practices to address resilience, and research works at the intersection of these two topics in regards to electrical grids. The contribution of this work is to highlight the ongoing research in power system resilience and integration of variable inverter-based renewable energy sources in electrical grids, and to identify areas of current and further study at this intersection. Areas of research identified at this intersection include cyber-physical analysis of solar, wind, and distributed energy resources, microgrids, network evolution and observability, substation automation and self-healing, and probabilistic planning and operation methods.

Long-range planning cost model for support of future space missions by the deep space network

A simple model is suggested to do long-range planning cost estimates for Deep Space Network (DSP) support of future space missions. The model estimates total DSN preparation costs and the annual distribution of these costs for long-range budgetary planning. The cost model is based on actual DSN preparation costs from four space missions: Galileo, Voyager (Uranus), Voyager (Neptune), and Magellan. The model was tested against the four projects and gave cost estimates that range from 18 percent above the actual total preparation costs of the projects to 25 percent below. The model was also compared to two other independent projects: Viking and Mariner Jupiter/Saturn (MJS later became Voyager). The model gave cost estimates that range from 2 percent (for Viking) to 10 percent (for MJS) below the actual total preparation costs of these missions.

Control/structure interaction design methodology

The Control Structure Interaction Program is a technology development program for spacecraft that exhibit interactions between the control system and structural dynamics. The program objectives include development and verification of new design concepts (such as active structure) and new tools (such as a combined structure and control optimization algorithm) and their verification in ground and possibly flight test. The new CSI design methodology is centered around interdisciplinary engineers using new tools that closely integrate structures and controls. Verification is an important CSI theme and analysts will be closely integrated to the CSI Test Bed laboratory. Components, concepts, tools and algorithms will be developed and tested in the lab and in future Shuttle-based flight experiments. The design methodology is summarized in block diagrams depicting the evolution of a spacecraft design and descriptions of analytical capabilities used in the process. The multiyear JPL CSI implementation plan is described along with the essentials of several new tools. A distributed network of computation servers and workstations was designed that will provide a state-of-the-art development base for the CSI technologies.

Science Opportunity Analyzer (SOA): Not Just Another Pretty Face

This viewgraph presentation reviews the Science Opportunity Analyzer (SOA). For the first time at JPL, the Cassini mission to Saturn is using distributed science operations for sequence generation. This means that scientist at other institutions has more responsibility to build the spacecraft sequence. Tools are required to support the sequence development. JPL tools required a complete configuration behind a firewall, and the tools that the user community had developed did not interface with the JPL tools. Therefore the SOA was created to bridge the gap between the remote scientists and the JPL operations teams. The presentation reviews the development of the SOA, and what was required of the system. The presentation reviews the functions that the SOA performed.

Storm DEPART(Damage Estimate Prediction And Recovery Tool)

Damage prediction, materials needed, and resource allocation modeling capability in order to support pre-incident planning and preparation by predicting damage to the power generation capacity, transmission grids, distribution networks, and communications assets. The capabilities will be developed by multiple factors to include wind bands, storm surge, and flooding forecasts to participant’s assets which will result in a report of predicted damages. Additional factors to include available participants infrastructure data to include class, age, construction, location, wind rating, and additional information not in the public domain. Based on predicted damages, the output will be a bill of materials (BOM) to support short-term recovery operations. The extensiveness and level of detail for this BOM will depend on the replacement configuration specifications provided for each individual participant asset. Any limiting factors for the model will be applied related supply chain and resource constraints.
