Application of ERTS-1 data to the protection and management of New Jersey's coastal environment

The author has identified the following significant results. Photomaps, using MSS bands 5 and 7, have been prepared delineating the coastal zone as described in the Coastal Area Facility Review Act before the State Legislature. An upper wetlands boundary overlay has been prepared at 1:500,000 scale. The movement and dispersion of wastes in the New York Bight area are being plotted with each orbit. The possible impact of these wastes on the New Jersey shoreline is being quantified.

Recent manned and unmanned Earth-orbital operations have suggested great promise of improved knowledge and of substantial economic and associated benefits to be derived from services offered by a space station. Proposed application areas include agriculture, forestry, hydrology, public health, oceanography, natural disaster warning, and search/rescue operations. The need for reliable estimates of economic and related Earth-oriented benefits to be realized from Earth-orbital operations is discussed and recent work in this area is reviewed. Emphasis is given to those services based on remote sensing. Requirements for a uniform, comprehensive and flexible methodology are discussed. A brief review of the suggested methodology is presented. This methodology will be exercised through five case studies which were chosen from a gross inventory of almost 400 user candidates. The relationship of case study results to benefits in broader application areas is discussed, Some management implications of possible future program implementation are included.

Small-scale physics of the ocean

Progress in research on the small-scale physics of the ocean is reviewed. The contribution of such research to the understanding of the large scales is addressed and compared for various depth ranges of the ocean. The traditional framework for discussing small-scale measurements and turbulence is outlined, and recent research in the area is reviewed, citing references. Evidence for the existence of salt fingering in oceanic mixing is discussed. Factors that might inhibit the growth of salt fingers are assessed, and the influence of differences between laboratory tank and ocean in studying the fingers is discussed. The role of salt fingers in creating intrusions is examined. Instruments and methods used to measure the smallest scales at which there is appreciable variation and the stability of the patch of ocean in which the small-scale motions take place are considered.

Space Station information systems

The space operations information system is defined and characterized in a wide perspective. Interactive subsets of the total system are defined and discussed. Particular attention is paid to the concept of end-to-end systems and their repetitive population within the total system. High level program goals are reviewed and related to more explicit system requirements and user needs. Emphasis is placed on the utility and cost effectiveness of data system services from a user standpoint. Productivity, as a quantitative goal, in both development and operational phases is also addressed. Critical aspects of the approach to successful development of the data management system are discussed along with recommendations important to advanced development activities. Current and planned activity in both technology and advanced development areas are reviewed with emphasis on their importance to program success.

Interstellar problems and matrix solutions

The application of the matrix isolation technique to interstellar problems is described. Following a brief discussion of the interstellar medium (ISM), three areas are reviewed in which matrix experiments are particularly well suited to contribute the information which is sorely needed to further understanding of the ISM. The first involves the measurement of the spectroscopic properties of reactive species. The second is the determination of reaction rates and the elucidation of reaction pathways involving atoms, radicals, and ions which are likely to interact on grain surfaces and in grain mantles. The third entails the determiantion of the spectroscopic, photochemical, and photophysical properties of interstellar and cometary ice analogs. Significant, but limited, progress has been made in these three areas, and a tremendous amount of work is required to fully address the variety of unique chemical and spectroscopic questions posed by the astronomical observations.

Neural networks application to divergence-based passive ranging

The purpose of this report is to summarize the state of knowledge and outline the planned work in divergence-based/neural networks approach to the problem of passive ranging derived from optical flow. Work in this and closely related areas is reviewed in order to provide the necessary background for further developments. New ideas about devising a monocular passive-ranging system are then introduced. It is shown that image-plan divergence is independent of image-plan location with respect to the focus of expansion and of camera maneuvers because it directly measures the object's expansion which, in turn, is related to the time-to-collision. Thus, a divergence-based method has the potential of providing a reliable range complementing other monocular passive-ranging methods which encounter difficulties in image areas close to the focus of expansion. Image-plan divergence can be thought of as some spatial/temporal pattern. A neural network realization was chosen for this task because neural networks have generally performed well in various other pattern recognition applications. The main goal of this work is to teach a neural network to derive the divergence from the imagery.

The program has been supporting NASA for over 20 years. The focus is on the reliability aspects of electronic devices. In this work the program also supports the electronics industry. There are several areas that the program is involved in: Memories, systems on a chip (SOCs), data conversion devices, power MOSFETS, power converters, scaled CMOS, capacitors, linear devices, fiber optics, and other electronics such as sensors, cryogenic and SiGe that are used in space systems. Each of these area are reviewed with the work that is being done in reliability and effects of radiation on these technologies.

Market opportunities in Canada for multimedia residential services in rural and small urban areas

This paper reviews the studies which were undertaken jointly by Telesat and Industry Canada to provide an estimate of the market opportunities for residential multi-media services in the rural and small urban areas of Canada. This study is part of the Advanced Satcom program, a Ka-band satellite system proposal which is currently in the implementation proposal phase by the government and the Canadian space industry of which Telesat is an active member. Advanced Satcom extends the reach of terrestrial information highways to the remote and sparsely populated parts of the country in a cost-effective manner and thus provides a ubiquitous coverage of the information highways to all Canadians. Therefore, the rural and small urban markets are believed to be good opportunities for the Advanced Satcom. Although the results are primarily intended for fixed residential applications, they can also be used as input to market opportunity studies for wideband mobile applications.

Body-turbulence interaction

The paper reviews the area of body-turbulence interaction with particular emphasis upon the influence of the body upon an incident turublent field. Cases considered include two-dimensional (high and low fineness ratio, porous, and impervious) and three-dimensional bodies in-stream, adjacent to, and attached to walls. Particular physics common to several geometric and incident flow configurations include (1) eddy severing at relatively sharp leading edges, (2) production of vorticity of the opposite sense on bluff bodies, and (3) body region production of control vortices which affect the incident turbulence field for the order of 100 boundary-layer thicknesses downstream. The major local effects of the body upon the incident turbulent field include (1) a blocking effect, (2) influence of the body momentum deficit/near wake, (3) distortion due to the body time-averaged flow field, and (4) unsteady body circulation. The review may be of particular interest for turbulence alteration/control using fixed geometry in applications such as drag reduction, separation control, noise reduction, and augmentor optimization.
