Policy and Regulatory Environment for Utility-Scale Energy Storage: India

This report is part of a series investigating the potential for utility-scale energy storage in South Asia. The first part of the work is focused on opportunities and barriers for energy storage within existing policy and regulatory frameworks in the region. This report applies the previously-developed Energy Storage Readiness Assessment to evaluate the policy and regulatory environment for energy storage in India. Forthcoming reports will expand this analysis to other countries in South Asia. These evaluations are designed to provide insights on the opportunities and barriers for energy storage growth and deployment in each country. The second part of this work consists of techno-economic analysis to understand the drivers of energy storage investments in South Asia. Using NREL’s power system planning and operational models of South Asia, this analysis will identify potential storage applications and growth under various cost, policy, and demand growth scenarios. In addition, the regulatory and policy barriers and incentive mechanisms identified in the first task will be incorporated into the modeling task to understand their impact on energy storage deployment and operation. Together these studies will inform the applications and value of energy storage on South Asia power systems and policy and regulatory pathways to realize this value.

Composite Power System Reliability with Renewables and Customer Flexibility

Composite Power System Reliability is defined as the computational procedure that quantifies the probability that the power system will perform the function of delivering electric power to customers adequately, on a continuous basis and with an acceptable quality. This definition leaves many details undefined and exemplifies the ambiguity in reliability analysis. The increasing deployment of wind and PV creates additional uncertainties that make reliability analysis a rather complex issue. Because of increased uncertainty the need for composite reliability analysis and utilization of results in power system planning is critical. New approaches are emerging for dealing with these problems from the operational point of view, including demand response programs, tapping on customer and distributed resource flexibility and new control approaches. The key question to be addressed is: how the new operational paradigms affect composite power system reliability. Here, this paper presents the ongoing work of the IEEE Composite System Reliability Task Force of the IEEE PES Reliability, Risk, Probability Application (RRPA) Subcommittee.

Experiment pointing with magnetic suspension

A need has been identified for a payload auxilliary pointing system onboard the Space Shuttle which provides sub-arcsecond stability in the Shuttle disturbance environment. This paper describes such a pointing system, presently being developed by Sperry Flight Systems for the NASA Langley Research Center. At the core of the design is a non-contacting magnetic suspension which provides a high degree of isolation between payload and carrier. Design concepts and control laws will be discussed. Also, test results from full-scale protoflight hardware and planned system refinements will be presented.

Energy storage solutions to decarbonize electricity through enhanced capacity expansion modelling

To meet ambitious global decarbonization goals, electricity system planning and operations will change fundamentally. With increasing reliance on variable renewable energy resources, energy storage is likely to play a critical accompanying role to help balance generation and consumption patterns. As grid planners, non-profit organizations, non-governmental organizations, policy makers, regulators and other key stakeholders commonly use capacity expansion modelling to inform energy policy and investment decisions, it is crucial that these processes capture the value of energy storage in energy-system decarbonization. Here we conduct an extensive review of literature on the representation of energy storage in capacity expansion modelling. We identify challenges related to enhancing modelling capabilities to inform decarbonization policies and electricity system investments, and to improve societal outcomes throughout the clean energy transition. Additionally, we further identify corresponding research activities that can help overcome these challenges and conclude by highlighting tangible real-world outcomes that will result from pursuing these research activities. Capacity expansion modelling (CEM) approaches need to account for the value of energy storage in energy-system decarbonization. A new Review considers the representation of energy storage in the CEM literature and identifies approaches to overcome the challenges such approaches face when it comes to better informing policy and investment decisions.

On first cycle slip time of phase-locked loops in cascade

Precise measurement and spacecraft tracking are obtained by using phase-locked loops in cascade in two-way communications links. Statistics on cycle slip time are of vital importance in system planning and design. This paper presents: (1) results of a computer simulation study of the mean time to first cycle slip of cascade phase-locked loops preceded by bandpass limiters, and (2) the determination of probability distributions of cycle slip. Numerical results are obtained for a typical coherent communication system.

Vision Based Autonomous Robotic Control for Advanced Inspection and Repair

The advanced inspection system is an autonomous control and analysis system that improves the inspection and remediation operations for ground and surface systems. It uses optical imaging technology with intelligent computer vision algorithms to analyze physical features of the real-world environment to make decisions and learn from experience. The advanced inspection system plans to control a robotic manipulator arm, an unmanned ground vehicle and cameras remotely, automatically and autonomously. There are many computer vision, image processing and machine learning techniques available as open source for using vision as a sensory feedback in decision-making and autonomous robotic movement. My responsibilities for the advanced inspection system are to create a software architecture that integrates and provides a framework for all the different subsystem components; identify open-source algorithms and techniques; and integrate robot hardware.

PLANS; a finite element program for nonlinear analysis of structures. Volume 2: User's manual

The PLANS system, rather than being one comprehensive computer program, is a collection of finite element programs used for the nonlinear analysis of structures. This collection of programs evolved and is based on the organizational philosophy in which classes of analyses are treated individually based on the physical problem class to be analyzed. Each of the independent finite element computer programs of PLANS, with an associated element library, can be individually loaded and used to solve the problem class of interest. A number of programs have been developed for material nonlinear behavior alone and for combined geometric and material nonlinear behavior. The usage, capabilities, and element libraries of the current programs include: (1) plastic analysis of built-up structures where bending and membrane effects are significant, (2) three dimensional elastic-plastic analysis, (3) plastic analysis of bodies of revolution, and (4) material and geometric nonlinear analysis of built-up structures.

Thermal and Deposition Modeling of the Canister Deposition Field Demonstration

This report provides initial thermal and deposition modeling results of the spent nuclear fuel (SNF) storage system planned for use in the Canister Deposition Field Demonstration (CDFD). The goal of the CDFD testing is to collect deposition measurements on the surface of the dry shielded canister (DSC) to aid in chloride-induced stress corrosion crack (CISCC) research. Ideally this testing will occur in a marine coastal environment but at the time of this report no official site has been selected. The CDFD will use the NUHOMS ® Advanced Horizontal Storage Module – High Seismic (AHSM-HS) with a 32PTH2 canister. The SNF assemblies will be replaced with electrical heaters. Canisters are currently being outfitted with these heaters and tested at Sandia National Laboratory (SNL). Thermal modeling was conducted to ensure the electrical heaters were representative of the temperature distribution found within a storage system with SNF. Deposition models were built to evaluate contaminant deposition on SNF canisters. The CDFD testing will help to validate these models, which will then be used to plan and inform on-site test programs and predictive models for the timing and occurrence of canister CISCC.

Modeling of Grid-Forming and Grid-Following Inverters for Dynamic Simulation of Large-Scale Distribution Systems

Historically, distribution system planning studies mainly focused on steady state and quasi-steady state analysis, with limited attention paid to dynamic analysis. This paper develops three-phase, electromechanical models for both grid-forming and grid-following inverters, and integrates them into an open source, three-phase distribution network solver, thereby enabling dynamic simulation of large-scale, three-phase unbalanced distribution systems with high penetration of inverter-based DERs. The proposed inverter models are validated against electromagnetic simulation and field test data from the CERTS/AEP microgrid testbed, and simulated in an islanded 5252 node distribution system in the GridLAB-D simulation environment. Simulation verifies the effectiveness of the proposed inverter models for large-scale distribution system analysis. Finally, study results show that compared to traditional grid-following inverters, the high penetration of grid-forming inverters can improve the voltage and frequency stability of islanded distribution systems.

A visual display aid for planning rover traversals

An interactive graphical planning system has been developed, which allows a human operator to design and check traversals (cross-country paths) for a planetary rover vehicle. The display provides the operator with necessary information about the terrain and indicates violations of operational or dynamic constraints on the rover. The operator can select different kinds of two-dimensional maps as well as a perspective view of the rover environment to plan the traversals. An experiment has been carried out to determine the ability of the operator to estimate the rover attitude in a large variety of situations. It turned out that the estimation error is highly dependent on the rover attitude itself. This result can be used to determine a vertical scale for the perspective representation of the terrain which avoids an underestimation of dangerous rover attitudes.

NASA Intelligent Systems Project: Results, Accomplishments and Impact on Science Missions

The Intelligent Systems Project was responsible for much of NASA's programmatic investment in artificial intelligence and advanced information technologies. IS has completed three major project milestones which demonstrated increased capabilities in autonomy, human centered computing, and intelligent data understanding. Autonomy involves the ability of a robot to place an instrument on a remote surface with a single command cycle. Human centered computing supported a collaborative, mission centric data and planning system for the Mars Exploration Rovers and data understanding has produced key components of a terrestrial satellite observation system with automated modeling and data analysis capabilities. This paper summarizes the technology demonstrations and metrics which quantify and summarize these new technologies which are now available for future Nasa missions.

Multiscale Hybrid Modeling of the Impact Response of the Earth's Magnetotail to Ionospheric O+ Outflow

Ionospheric outflow plays an important role in coupling the ionosphere with the solar wind-magnetosphere system. Previous multi-fluid MHD studies explored the global influence of oxygen ions of ionospheric origin (O+) on magnetospheric dynamics. A detailed exploration of the interaction of ionospheric ions with the magnetotail requires kinetic treatment for ions. We perform a self-consistent investigation of these processes with a three-dimensional space-time adaptive hybrid code, HYPERS, powered by an intelligent Event-driven Multi-Agent Planning System (EMAPS). By comparing simulations with and without outflow we conclude that oxygen ions, flowing from the ionosphere through the lobes into the tail or directly entering the inner magnetosphere, are able to significantly modify the magnetotail configuration and induce X-points and current sheet structures at locations where magnetic reconnection does not occur in a simulation without outflow, potentially very close to the Earth. This finding may have implications for interpreting substorms and magnetotail reconnection events observed for southward magnetic field simultaneously with significant contents of oxygen ions of ionospheric origin.

Valuing Residential Energy Efficiency: Analysis for a Prototypical Southeastern Utility [Slides]

The increasing amount of variable renewable energy resources and shifts towards more end-use and vehicle electrification suggests profound changes to power system planning and operation. Specifically, renewable energy is expected to shift net peak demand from late afternoon to early evening and end-use electrification may significantly increase winter peak demand. Residential energy efficiency is likely to align well with these shifts as it tends to produce savings in the early evening (e.g., from lighting measures) and coincident with heating loads (e.g., from envelope and space conditioning measures). Despite the opportunity to decrease system costs and emissions, residential energy efficiency is often limited by static valuation methods and its economic potential is considerably less than its technical potential. Using hourly residential energy efficiency characterizations, utility program cost data, and a capacity expansion model, we estimate the benefits of residential energy efficiency for a prototypical, summer-peaking utility in the Southeastern region. We first establish the cost-effective residential energy efficiency portfolio through “competition” with supply-side resources in a forward-looking capacity expansion model. Importantly, we then evaluate several scenarios intended to drive an increasing amount of cost-effective residential energy efficiency through measure cost reductions, increased customer adoption, policy goals (e.g., carbon price), and delivery of an integrated package of measures. The results quantify total system cost and emissions reductions, fossil-fuel plant retirements, and peak demand reductions. Results suggest the design and prioritization of policies and programs to access the untapped amount of cost-effective residential energy efficiency.

Agile Science Operations: A New Approach for Primitive Exploration Bodies

Primitive body exploration missions such as potential Comet Surface Sample Return or Trojan Tour and Rendezvous would challenge traditional operations practices. Earth-based observations would provide only basic understanding before arrival and many science goals would be defined during the initial rendezvous. It could be necessary to revise trajectories and observation plans to quickly characterize the target for safe, effective observations. Detection of outgassing activity and monitoring of comet surface activity are even more time constrained, with events occurring faster than round-trip light time. "Agile science operations" address these challenges with contingency plans that recognize the intrinsic uncertainty in the operating environment and science objectives. Planning for multiple alternatives can significantly improve the time required to repair and validate spacecraft command sequences. When appropriate, time-critical decisions can be automated and shifted to the spacecraft for immediate access to instrument data. Mirrored planning systems on both sides of the light-time gap permit transfer of authority back and forth as needed. We survey relevant science objectives, identifying time bottlenecks and the techniques that could be used to speed missions' reaction to new science data. Finally, we discuss the results of a trade study simulating agile observations during flyby and comet rendezvous scenarios. These experiments quantify instrument coverage of key surface features as a function of planning turnaround time. Careful application of agile operations techniques can play a significant role in realizing the Decadal Survey plan for primitive body exploration

Automatic Generation of Test Oracles - From Pilot Studies to Application

There is a trend towards the increased use of automation in V&V. Automation can yield savings in time and effort. For critical systems, where thorough V&V is required, these savings can be substantial. We describe a progression from pilot studies to development and use of V&V automation. We used pilot studies to ascertain opportunities for, and suitability of, automating various analyses whose results would contribute to V&V. These studies culminated in the development of an automatic generator of automated test oracles. This was then applied and extended in the course of testing an Al planning system that is a key component of an autonomous spacecraft.
