Energy Project Siting, Permitting, and Community Impacts [Slides]

The Energy to Communities (E2C) peer-learning cohort program provides technical assistance to groups of 15 community entities around a common energy topic over the course of 6 months. Every month, participants join a virtual meeting where they hear from experts and exchange strategies and best practices with their peers. This cohort, "Successful Energy Project Implementation" will explore common challenges in implementing energy projects and learn strategies to turn project plans into reality. Each participant will focus on a local energy project or priority as a cornerstone for their learning throughout the series. This presentation focuses on strategies for successful project financing. This workshop is on April 29, 2026.

E2C Cohorts: Implementation Funding Projects - Impact Summary [Slides]

From August 2024 to October 2025, 11 Clean Cities and Communities coalitions supported projects to advance transportation goals by gathering input from local stakeholders, and using the resulting insights to develop new plans and programs for local partners. This effort leveraged information and best practices shared during the 2024 E2C Cohort on Integrating Community Priorities into Electric Vehicle Plans and Projects. These coalitions supported partners across the country to develop plans for electric vehicle integration through one-on-one technical assistance and tailored local engagement. This deck summarizes the individual projects completed by coalitions, and the overall reach and impact of all of this program.

Case Study: BESS Capacity Building for Malawi

To strengthen Malawi's national electricity grid and to enhance reliability, the government of Malawi and the Electricity Supply Corporation of Malawi are partnering with the Global Alliance for People and Planet to develop a 20-megawatt/30-megawatt-hour battery energy storage system at Kanengo, Malawi, expected to come online in 2026. In parallel, the Global Energy Alliance for People and Planet and the National Laboratory of the Rockies implemented a comprehensive technical capacity-building program to equip the Electricity Supply Corporation of Malawi, the Malawi Energy Regulatory Authority, and the Malawi University of Business and Applied Sciences with the expertise needed to plan, regulate, and operate advanced storage systems.

Building Energy Analysis of Manufactured and Multifamily Housing Types in Juneau, Alaska

This report details the results of building energy modeling analysis evaluating the potential energy savings, economic outcomes, and grid-level electricity reduction associated with cold climate air source heat pump (ccASHP) adoption across multifamily and manufactured housing (MMFH) building typologies in the City and Borough of Juneau (CBJ). Three building archetypes were evaluated: multifamily 4-plex apartments, multifamily 8-plex apartments, and manufactured housing units. Building energy models were developed using OpenStudio-HPXML and calibrated to actual utility consumption data and local meteorological data from the Juneau International Airport weather station using an automated calibration tool following the BPI-2400-S-2015 v.2 standard for model calibration. Occupant behaviors present the greatest variability in successful calibrations. Calibrated models were benchmarked against a baseline electric resistance heating condition, with the selected ccASHP modeled as the retrofit condition and typical meteorological year weather data for all results generation.

Estimating Return on Investment for Energy Technical Assistance Programs

The U.S. Department of Energy's Office of State and Community Energy Programs engaged the National Laboratory of the Rockies to assess the return on investment (ROI) of technical assistance (TA) programs that support state, local, and Tribal energy planning. Although TA delivers value through capacity building, stakeholder engagement, and knowledge transfer, these benefits are often intangible and challenging to monetize. This study reviews existing ROI frameworks and synthesizes the most relevant elements into a hybrid approach tailored to energy TA programs. The proposed framework integrates monetary and non-monetary outcomes through early logic model development, baseline data collection, and the use of proxies for intangible benefits. As a case study, this paper applies this approach to the Communities Local Energy Action Program (Communities LEAP), demonstrating how ROI can inform program design, data strategy, and performance assessment. Findings underscore that ROI should be applied selectively and planned from the outset to ensure data alignment and attribution accuracy. The framework offers TA practitioners a structured approach that can be leveraged for future programs to evaluate and communicate the multifaceted value of TA investments.

Probabilistic Resource Adequacy Suite (PRAS) v0.8 Model Documentation

The Probabilistic Resource Adequacy Suite, or PRAS, is a software package for studying power system resource adequacy. It allows the user to simulate power system operations under a wide range of operating conditions, in order to study the system's risk of failing to meet demand due to a resource shortfall, and identify the time periods and regions in which that risk occurs. This reports documents version 0.8 of the tool.

Phase 1 Engagement Summary: Rural Alabama

An Alabama community coalition received technical assistance through the U.S. Department of Energy's Communities Local Energy Action Program (LEAP) to expand awareness of alternative transportation fuels through stakeholder engagement efforts. Phase 1 of the project centered on outreach, relationship-building, and the identification of community priorities. Through two workshops held in October and December 2024, the coalition engaged over 120 stakeholders - including county commissioners, school district representatives, and public and private fleet operators. These sessions included presentations from technical experts and industry partners, as well as a vehicle showcase and structured discussions to assess stakeholder needs and concerns. This report summarizes these efforts and identifies three key priority areas for Phase 2 of the project.

Single Episode Policy Transfer in Reinforcement Learning

Transfer and adaptation to new unknown environmental dynamics is a key challenge for reinforcement learning (RL). An even greater challenge is performing near-optimally in a single attempt at test time, possibly without access to dense rewards, which is not addressed by current methods that require multiple experience rollouts for adaptation. To achieve single episode transfer in a family of environments with related dynamics, we propose a general algorithm that optimizes a probe and an inference model to rapidly estimate underlying latent variables of test dynamics, which are then immediately used as input to a universal control policy. This modular approach enables integration of state-of-the-art algorithms for variational inference or RL. Moreover, our approach does not require access to rewards at test time, allowing it to perform in settings where existing adaptive approaches cannot. In diverse experimental domains with a single episode test constraint, we report our method significantly outperforms existing adaptive approaches and shows favorable performance against baselines for robust transfer.

Grid-Interactive Multi-Zone Building Control Using Reinforcement Learning with Global-Local Policy Search: Preprint

In this paper, we develop a grid-interactive multi-zone building controller based on a deep reinforcement learning (RL) approach. The controller is designed to facilitate building operation during normal conditions and demand response events, while ensuring occupants comfort and energy efficiency. We leverage a continuous action space RL formulation, and devise a two-stage global-local RL training framework. In the first stage, a global fast policy search is performed using a gradient-free RL algorithm. In the second stage, a local fine-tuning is conducted using a policy gradient method. In contrast to the state-of-the-art model predictive control (MPC) approach, the proposed RL controller does not require complex computation during real-time operation and can adapt to non-linear building models. We illustrate the controller performance numerically using a five-zone commercial building.
