Advanced missions safety. Volume 2: Technical discussion. Part 3: Emergency crew transfer

An evaluation of methods for emergency rescue of space crews using the Earth Orbit Shuttle was conducted. Emergency situations were analyzed for the mission categories of extravehicular activity, space shuttle orbiter, space station, and research applications module (RAM). Five different transfer concept categories were analyzed and each was scored on the basis of its operational effectiveness. A cost analysis of the transfer operations was developed.

A Critique of Cab Regulatory Policy

The regulatory policies of the Civil Aviation Board are discussed. The objectives of the Civil Aviation Board are defined. Specific actions of the Civil Aviation Board with respect to passenger fares, rate levels, and load factors are presented. The decisions on successful and unsuccessful mergers of airlines during the 1938 to 1972 time period are analyzed. Tables of data are presented to show the economic aspects of airline operations during 1955, 1960, and 1970.

Runway configuration improvement programming model.

The basic objectives of the study were to subject a set of runway configurations to cost analysis and to develop a dynamic programming model which would enable an airport to economically match the ground capacity to its air traffic demand. Quantitative differences in the capacity of runway configurations result from the various aircraft/aircraft and aircraft/air-system interactions. A problem formulation and solution procedure is presented which is intended to be a meaningful technique for the long-range planning of runway expansion programs.

DORMAN computer program (study 2.5). Volume 1: Executive summary

The DORCA Applications study has been directed at development of a data bank management computer program identified as DORMAN. Because of the size of the DORCA data files and the manipulations required on that data to support analyses with the DORCA program, automated data techniques to replace time-consuming manual input generation are required. The Dynamic Operations Requirements and Cost Analysis (DORCA) program was developed for use by NASA in planning future space programs. Both programs are designed for implementation on the UNIVAC 1108 computing system. The purpose of this Executive Summary Report is to define for the NASA management the basic functions of the DORMAN program and its capabilities.

The Penn State ORSER system for processing and analyzing ERTS and other MSS data

The author has identified the following significant results. The office for Remote Sensing of Earth Resources (ORSER) of the Space Science and Engineering Laboratory at the Pennsylvania State University has developed an extensive operational system for processing and analyzing ERTS-1 and similar multispectral data. The ORSER system was developed for use by a wide variety of researchers working in remote sensing. Both photointerpretive techniques and automatic computer processing methods have been developed and used, separately and in a combined approach. A remote Job Entry system permits use of an IBM 370/168 computer from any compatible remote terminal, including equipment tied in by long distance telephone connections. An elementary cost analysis has been prepared for the processing of ERTS data.

Earth Observatory Satellite system definition study. Report no. 3: Design/cost tradeoff studies

The key issues in the Earth Observatory Satellite (EOS) program which are subject to configuration study and tradeoff are identified. The issue of a combined operational and research and development program is considered. It is stated that cost and spacecraft weight are the key design variables and design options are proposed in terms of these parameters. A cost analysis of the EOS program is provided. Diagrams of the satellite configuration and subsystem components are included.

Cost estimation: An expert-opinion approach

A methodology is outlined which can be used to estimate the costs of research and development projects. The approach uses the Delphi technique a method developed by the Rand Corporation for systematically eliciting and evaluating group judgments in an objective manner. The use of the Delphi allows for the integration of expert opinion into the cost-estimating process in a consistent and rigorous fashion. This approach can also signal potential cost-problem areas. This result can be a useful tool in planning additional cost analysis or in estimating contingency funds. A Monte Carlo approach is also examined.

An inexpensive economical solar heating system for homes

A low-cost solar home heating system to supplement existing warm-air heating systems is described. The report is written in three parts: (1) a brief background on solar heating, (2) experience with a demonstration system, and (3) information for the homeowner who wishes to construct such a system. Instructions are given for a solar heating installation in which the homeowner supplies all labor necessary to install off-the-shelf components estimated to cost $2,000. These components, which include solar collector, heat exchanger, water pump, storage tank, piping, and controls to make the system completely automatic, are available at local lumber yards, hardware stores, and plumbing supply stores, and are relatively simple to install. Manufacturers and prices of each component used and a rough cost analysis based on these prices are included. This report also gives performance data obtained from a demonstration system which was built and tested at the Langley Research Center.
