The zero-emissions cost of energy: a policy concept

The energy sector generates over 70% of global greenhouse gas (GHG) emissions, but existing energy-climate policies do little to reduce GHG emissions to prevent climate change. We present a new carbon tax policy concept in which energy users would be taxed an amount equal to the cost of cleaning up the emissions that they create, wherein the tax revenues would be used to operate negative emissions technologies. The policy is based on applying the zero-emissions cost (ZEC) metric to energy prices, which includes the 'regular' cost of an energy source plus the cost of sequestering its emissions. Using the ZEC, (a) the energy sector would be emissions-neutral, (b) biofuels would be cheaper than petroleum fuels, and (c) renewable electricity would be cheaper than fossil-fuel electricity. We calculate the energy spending as a fraction of gross domestic product for 'regular' and ZEC cost scenarios. Implementing the ZEC carbon-tax policy would enable a monumental shift to a net-zero emissions energy sector, but carries a significant risk of causing an economic recession. The summary point of this commentary is to demonstrate a pathway to achieve net-zero GHG emissions from the US energy sector, and to contemplate the associated economic impacts on our society.

Enabling Technology for Energy Sustainability: Power Electronic Converter Control for Renewables

To ensure high penetration of renewable energy sources into power grids, their interfacing inverters need to be designed to provide grid support functions. Important grid support functions include frequency and voltage support. To this end, the research community has recently invested heavily on grid-forming control pilot projects. Grid forming control aims to replace traditional grid following control, which is based on phase-locked loop and can achieve decoupled real and reactive power control. Here, in this article, we review the state-of-the-art grid following and forming technology and point out some deficiencies in dynamic performance in the widely adopted grid-forming control design. We also examine how to ensure that the vector control capable of decoupled real and reactive power regulation can also be achieved in the grid forming design. This type of design has been prototyped and shown great potential to enable retrofitting of large amounts of grid-following controllers through purely software algorithm update. The technology ensures reliable operation of power grids with high penetration of IBRs, thereby further reducing fossil fueled energy sources and cut down carbon emission.

Grid Forming Control of PMSG-based Wind Turbines under Fault Conditions

Grid-forming control is widely envisioned as core technology ensuring stable operation of future power systems with increasing deployment of converter-interfaced renewable generation. However, research on grid forming control of wind turbines, especially under faults, is still in its early stages. In this context, this paper augments dual-port grid-forming control for type IV wind turbines with auxiliary controls to enable reliable fault ride through capabilities. In particular, the proposed control does not require a dc chopper or mode switching to grid-following control. Instead, energy-balancing dual-port GFM control is augmented with active rotor speed damping control and threshold virtual impedance for current limiting during faults. Different operating conditions of wind turbines are considered in a detailed electromagnetic transient simulation study to validate the effectiveness of the proposed control.

Secondary Frequency Control for Reconfigurable Interconnecting Microgrids

Microgrids and microgrid technologies offer an operations and control framework for realizing the needed aggregation of a growing share of distributed energy resources. As the number of microgrids increases, so will the incentive to interconnect them, leading to a combinatorial growth of potential operating states. At the same time, their growing complexity nudges interconnected microgrids conceptually closer to balancing authorities in the bulk power system. This paper focuses on secondary frequency control and leverages the conceptual similarity between balancing authorities and interconnected microgrids to adopt an automatic generation control design with some adaptations. Frequency control and restoration is demonstrated via several use-cases with switching and reconfiguration events.

Java Software Extensibility Library

The Java Software Extensibility Library provides tools that help Java software developers produce flexible and extensible Java applications. The major components include a Plugin Library and a Polymorphic Map data structure. The Plugin Library provides developers with a Plugin Registry and a standard pattern for designing, versioning, registering, retrieving, and annotating plugins. It also enables advanced capabilities such as loading plugins at runtime, and creating/loading encrypted plugin packages. The Polymorphic Map data structure facilitates the storage and retrieval of objects of varying types within a single data structure; while maintaining type safety. The library also provides a standard design pattern for producing application-specific "Domain Maps" and "Closed Domain Maps".SAND2020-3816 M Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration under contract DE-NA0003525.

Avatar Tools

Supervised machine learning is the process of using past experience to predict the future. "Ensembles" are a machine-learning meta-method that can be applied to most machine learning algorithms. Ensembles generally greatly improve accuracy, reduce or remove most of the design issues presented by machine learning, and are admirably suited to parallel and distributed computation. The Avatar Tools codes are an implementation of ensembles specifically for decision trees. Some features that distinguish Avatar Tools from other "ensembles for decision trees" codes are: (1) Does the bookkeeping necessary for out of bag (OOB) validation. (2) Can use OOB validation to automatically determine optimal ensemble size. (3) Provides an MPI-based parallel implementation, for distributed operation. (4) Provides convenient tools for cross-validation, to assess the accuracy provided by a training set.
