Curating AI-Ready Datasets for Equity and Environmental Justice: A Data-Centric AI Case Study

An equitable and environmentally just community is essentialin order to avoid disproportionate burden borne by vulnerablecommunities. This need becomes pressing in the aftermathof an extreme event such as disaster or hazard when it is diffi-cult for the governing bodies to implement resource allocationas per the need. Artificial Intelligence (AI) algorithms canhelp surface Equity and Environmental Justice (EEJ) issueswhen trained on EEJ datasets. However, curating AI-readyEEJ training datasets is challenging due to differences in fac-tors such as heterogeneity, resolution, modality, and level ofexpertise in labeling. Additionally, EEJ issues involve sensi-tive information where uncertainties and errors could degradethe performance of AI algorithms. For eg. Error in seasonalcrop yield information can highly affect the prediction of an-nual crop yield. To address these challenges, Data-centricAI (DCAI) methods are employed, which enhance AI algo-rithm performance even with limited training samples. DCAIprioritizes data quality, thereby reducing the adverse effectsof uncertainties and errors during the model training process. This research proposes a novel dataset and benchmark for an-alyzing the effect of the Maui Wildfire of 2023 for Equityand Environmental Justice (EEJ) issues. The proposed datasetaligns with the concepts of DCAI such as annotation quality, data preprocessing, privacy, feature engineering, governanceand provenance. We firmly believe that the proposed datasetwould lay a foundation to implement robust and reliable mod-ern AI algorithms for addressing EEJ issues.

Solar System Science With the Single Aperture Large Telescope for Universe Studies Space Observatory

Single Aperture Large Telescope for Universe Studies (SALTUS) is a NASA Astrophysics Probe Explorer (APEX)-class mission concept employing a robust far-infrared pointed space observatory. SALTUS comprises a 14-m inflatable reflector that provides 16× the sensitivity and 4× the angular resolution of Herschel, with a sunshield that radiatively cools the primary to 45 K, along with cryogenic detectors that collectively span the 34 to 660 μm far-infrared spectral range at high and moderate spectral resolutions. The high sensitivity and high spectral resolving power of the SALTUS heterodyne receivers enable both submillimeter and far-infrared observations of trace compounds comprising water and its isotopologues, hydrogen deuteride (HD), and a plethora of molecular species containing carbon, hydrogen, nitrogen, oxygen, phosphorus, or sulfur (CHNOPS), all of which are obscured by the Earth’s atmosphere. The high sensitivity and broadband spectral coverage of the SALTUS far-infrared grating spectrometer enables far-infrared observations of the lattice vibrational spectral signatures of ices and mineral grains contained within a wide variety of solar system targets, including comets, planetary atmospheres, near Enceladus’ plumes, and on the surfaces of icy moons, Jupiter trojans, centaurs, and Kuiper Belt objects. A key objective of SALTUS is to measure HDO∕H 2 O in both Jupiter family and Oort cloud comets. Additional observations will allow us to characterize the water torus around Saturn generated by its icy moon Enceladus, determine the source of stratospheric water in the giant planets, ascertain the time evolution of water on Venus, and search for H 2 O plumes on Europa, Ganymede, and Callisto. SALTUS will measure HD∕H 2 in all four giant planets to constrain models of their origin. SALTUS can also measure the abundance of CHNOPS-containing molecules and halides in the atmosphere of Venus and in the comae of comets. We review the extensive amount of solar system science achievable with SALTUS for both the Guaranteed Time Observation and the Guest Observer APEX mission observing programs.

Wind-Tunnel Investigation of Effects of Unsymmetrical Horizontal-Tail Arrangements on Power-on Static Longitudinal Stability of a Single-Engine Airplane Model

A wind-tunnel investigation has been made to determine the effects of unsymmetrical horizontal-tail arrangements on the power-on static longitudinal stability of a single-engine single-rotation airplane model. Although the tests and analyses showed that extreme asymmetry in the horizontal tail indicated a reduction in power effects on longitudinal stability for single-engine single-rotation airplanes, the particular "practical" arrangement tested did not show marked improvement. Differences in average downwash between the normal tail arrangement and various other tail arrangements estimated from computed values of propeller-slipstream rotation agreed with values estimated from pitching-moment test data for the flaps-up condition (low thrust and torque) and disagreed for the flaps-down condition (high thrust and torque). This disagreement indicated the necessity for continued research to determine the characteristics of the slip-stream behind various propeller-fuselage-wing combinations. Out-of-trim lateral forces and moments of the unsymmetrical tail arrangements that were best from consideration of longitudinal stability were no greater than those of the normal tail arrangement.

Effect of Compressibility on the Pressure and Forces Acting on a Modified NACA 65,3-019 Airfoil Having A 0.20-Chord Flap

An investigation has been conducted in the Langley rectangular high-speed tunnel to determine the effect of compressibility on the pressure distribution for a modified NACA 65,3-019 airfoil having a 0.20-chord flap. The investigation was made for an angle-of-attack range extending from -2 to 12 deg at .20 flap deflections from 0 to -12 deg. Test data were obtained for Mach numbers from 0.28 to approximately 0.74. The results show that the effectiveness of the trailing-edge-type control surface rapidly decreased and approached zero as the Mach number increased above the critical value.

NASA’s Radioisotope Power Systems Program: Status Update

Radioisotope power systems (RPS) have safely been in use in the United States for over 60 years. RPS-enabled NASA missions have utilized space nuclear power to explore planets, moons, and interstellar space. This exploration resulted in changes to our understanding of our Solar System and our place within it. In 2010, NASA HQ established a NASA program to invest in RPS technologies and systems that could enable future missions. The RPS Program ensures the availability of RPS for the exploration of the solar system in environments where conventional solar or chemical power generation is impractical or impossible. The RPS Program, in partnership with the Department of Energy (DOE) Office of Nuclear Energy continues to operate as an interagency partnership to provide robust power system solutions to spacecrafts that conduct missions for exploration and science that otherwise would not be feasible. This paper provides a synopsis of current activities after well over a decade of formal interagency partnering.

Wind-Tunnel Investigation of the Effect of Tab Balance on Tab and Control-Surface Characteristics

An investigation was conducted to furnish data on the effect of tab balance on tab and control-surface characteristics. The airfoil tested had a modified NACA 65(1)-012 contour with a plain flap having a chord equal to 25 percent of the wing chord and with a tab having a chord equal to 25 percent of the flap chord and having several nose shapes and overhang lengths. The results of the investigation indicated that, in general, tab balance affected tab hinge-moment characteristics in much the same manner that flap balance affects flap hinge-moment characteristics. A moderate amount of tab balance did not seem to have any adverse effect on flap hinge-moment characteristics.
