Grid Operator Analytics and Assessment Tools for Inverter- Based Resources Dominated Grid (GOAAT-IBR) Project Update

This presentation provides an update on the OPTIMA GOAAT project, with emphasis on the cloud-native data platform developed in-house to ingest, manage, and operationalize high-resolution power system data. Since our last NASPI presentation, accessible via OSTI ID #2671437, the project team advanced the design and deployment of a scalable architecture capable of handling both synchronized and non-synchronized streams, including PMU, point-on-wave (POW), COMTRADE, and SCADA data. These materials review the project status, recent progress, and key lessons learned. The core of the presentation examines the architecture and engineering of our cloud-native ingestion and data management platform. We then explain how pipelines were designed to collect, normalize, time-align, store, and serve heterogeneous data at scale. We will discuss design choices such as data models, streaming versus batch ingestion, storage tiers, and interoperability with analytics applications. Practical experiences with cloud-native technologies were shared during the event, including benefits, limitations, and integration challenges in a utility environment, along with methods used to improve performance, reduce latency, and optimize resource usage. The presentation also showcases user interface designs and visualization tools that convert raw measurements and analytics results into intuitive, actionable insights for operators and engineers. During the presentation examples were provided demonstrating how visualization, event views, and summarized analytics enhance situational awareness and support operational decision-making. These use cases illustrate how a well-designed data infrastructure can bridge the gap between high-volume measurements and practical grid operations.

Grid Topology Discovery Algorithm Evaluation of Suitability for Utility Deployment (CRADA 606 Final Report)

This work presents the results of a field-informed demonstration aimed at evaluating the practical suitability of a topology discovery algorithm for utility environments. We demonstrated an algorithm that uses a graph-theory-informed state estimation approach for model selection. In collaboration with Survalent and Peninsula Light Co., the algorithm was applied to real feeder models and field measurements from supervisory control and data acquisition (SCADA) and advanced metering infrastructure (AMI) systems to identify the operational topology of a power distribution system. The demonstration assessed the algorithm’s performance under realistic data conditions, including sparse and noisy measurements, and examined its ability to identify the most likely network configurations. The results confirmed that the approach can effectively narrow down feasible topologies, providing operators with improved situational awareness of network status. Key lessons learned emphasize the need for systematic data validation and strategic sensor placement to enhance observability. These insights inform future deployment strategies and guide refinements for broader adoption in utility operations.

Daily Forecasting of Regional Epidemics of Coronavirus Disease with Bayesian Uncertainty Quantification, United States

To increase situational awareness and support evidence-based policymaking, we formulated a mathematical model for coronavirus disease transmission within a regional population. This compartmental model accounts for quarantine, self-isolation, social distancing, a nonexponentially distributed incubation period, asymptomatic persons, and mild and severe forms of symptomatic disease. We used Bayesian inference to calibrate region-specific models for consistency with daily reports of confirmed cases in the 15 most populous metropolitan statistical areas in the United States. We also quantified uncertainty in parameter estimates and forecasts. This online learning approach enables early identification of new trends despite considerable variability in case reporting.

Power System Event Classification and Localization Using a Convolutional Neural Network

Detection and timely identification of power system disturbances are essential for situation awareness and reliable electricity grid operation. Because records of actual events in the system are limited, ensemble simulation-based events are needed to provide adequate data for building event-detection models through deep learning; e.g., a convolutional neural network (CNN). An ensemble numerical simulation-based training data set have been generated through dynamic simulations performed on the Polish system with various types of faults in different locations. Such data augmentation is proven to be able to provide adequate data for deep learning. The synchronous generators’ frequency signals are used and encoded into images for developing and evaluating CNN models for classification of fault types and locations. With a time-domain stacked image set as the benchmark, two different time-series encoding approaches, i.e., wavelet decomposition-based frequency-domain stacking and polar coordinate system-based Gramian Angular Field (GAF) stacking, are also adopted to evaluate and compare the CNN model performance and applicability. The various encoding approaches are suitable for different fault types and spatial zonation. With optimized settings of the developed CNN models, the classification and localization accuracies can go beyond 84 and 91%, respectively.

A Simple and Accurate Energy-Detector-Based Transient Waveform Detection for Smart Grids: Real-World Field Data Performance

Integration of distributed energy sources, advanced meshed operation, sensors, automation, and communication networks all contribute to autonomous operations and decision-making processes utilized in the grid. Therefore, smart grid systems require sophisticated supporting structures. Furthermore, rapid detection and identification of disturbances and transients are a necessary first step towards situationally aware smart grid systems. This way, high-level monitoring is achieved and the entire system kept operational. Even though smart grid systems are unavoidably sophisticated, low-complexity algorithms need to be developed for real-time sensing on the edge and online applications to alert stakeholders in the event of an anomaly. In this study, the simplest form of anomaly detection mechanism in the absence of any a priori knowledge, namely, the energy detector (also known as radiometer in the field of wireless communications and signal processing), is investigated as a triggering mechanism, which may include automated alerts and notifications for grid anomalies. In contrast to the mainstream literature, it does not rely on transform domain tools; therefore, utmost design and implementation simplicity are attained. Performance results of the proposed energy detector algorithm are validated by real power system data obtained from the DOE/EPRI National Database of power system events and the Grid Signature Library.

Model Quality and Measurement Density Impact on Volt/Volt Ampere Reactive Optimization Performance

The operation of the utility grid is being reshaped by the continuous addition of distributed energy resources and advanced metering infrastructure, which challenge existing grid control strategies. Some utilities deploy advanced distribution management systems (ADMS) to assist with the consolidation of various applications and to augment situational awareness in response to the new power delivery dynamics. An ADMS is an integrated software platform that provides utilities with a way to enhance their reliability, control, and optimization with advanced applications, such as volt/VAR optimization (VVO). A VVO application could serve as a vehicle to deliver cost savings by providing the utility with a method to reduce rates by controlling the voltage and decreasing the energy usage in their service territory. Some utilities are reluctant to integrate an ADMS, because it is a significant investment that requires approval from the public regulatory commission and/or their customers. This paper evaluates the impact on VVO performance when using a lower-quality network model supplemented with additional measurements, which could provide an implementation for cost savings. The results show that a better model quality would provide the highest energy savings; however, some level of telemetry is necessary in all scenarios to prevent voltage exceedances.

Secure State Estimation with Asynchronous Measurements for Coordinated Cyber Attack Detection in Active Distribution Systems

Coordinated cyber attacks tamper with measurement data to disrupt the situational awareness of active distribution systems. Various sensors report measurements asynchronously at different rates, which introduces challenges during state estimation. In addition, this forces cyber intruders to exert greater effort to compromise multiple communication channels and launch coordinated attacks. Therefore, multi-channel and asynchronous measurements could be harnessed to develop more secure cyber defense strategies. In this paper, a prediction-correction-based multi-rate observer is designed to exploit the value of asynchronous measurements for the detection of coordinated false data injection (FDI) attacks. First, a time-function-dependent prediction-correction strategy is proposed to adjust the sampling interval for each sensor’s measurement. Then, an observer is designed based on the trade-off between estimation error and the optimal period of the most recent sampling instant, with the convergence of estimation error with the maximum permitted sampling interval. Moreover, the conditions for exponential stability are developed using the Lyapunov–Krasovskii functional technique. Next, a coordinated FDI attack detection strategy is developed based on the dual nonlinear minimization problem. The proposed attack detection and secure state estimation strategies are tested on the IEEE 13-node system. Simulation results show that these schemes are effective in enhancing attack detection based on asynchronous measurements or compromised data.

Modeling Data Flows with Network Calculus in Cyber-Physical Systems: Enabling Feature Analysis for Anomaly Detection Applications

The electric grid is becoming increasingly cyber-physical with the addition of smart technologies, new communication interfaces, and automated grid-support functions. Because of this, it is no longer sufficient to only study the physical system dynamics, but the cyber system must also be monitored as well to examine cyber-physical interactions and effects on the overall system. To address this gap for both operational and security needs, cyber-physical situational awareness is needed to monitor the system to detect any faults or malicious activity. Techniques and models to understand the physical system (the power system operation) exist, but methods to study the cyber system are needed, which can assist in understanding how the network traffic and changes to network conditions affect applications such as data analysis, intrusion detection systems (IDS), and anomaly detection. In this paper, we examine and develop models of data flows in communication networks of cyber-physical systems (CPSs) and explore how network calculus can be utilized to develop those models for CPSs, with a focus on anomaly and intrusion detection. This provides a foundation for methods to examine how changes to behavior in the CPS can be modeled and for investigating cyber effects in CPSs in anomaly detection applications.

Digital Biosurveillance for Zoonotic Disease Detection in Kenya

Infectious disease surveillance is crucial for early detection and situational awareness of disease outbreaks. Digital biosurveillance monitors large volumes of open-source data to flag potential health threats. This study investigates the potential of digital surveillance in the detection of the top five priority zoonotic diseases in Kenya: Rift Valley fever (RVF), anthrax, rabies, brucellosis, and trypanosomiasis. Open-source disease events reported between August 2016 and October 2020 were collected and key event-specific information was extracted using a newly developed disease event taxonomy. A total of 424 disease reports encompassing 55 unique events belonging to anthrax (43.6%), RVF (34.6%), and rabies (21.8%) were identified. Most events were first reported by news media (78.2%) followed by international health organizations (16.4%). News media reported the events 4.1 (±4.7) days faster than the official reports. There was a positive association between official reporting and RVF events (odds ratio (OR) 195.5, 95% confidence interval (CI); 24.01–4756.43, p < 0.001) and a negative association between official reporting and local media coverage of events (OR 0.03, 95% CI; 0.00–0.17, p = 0.030). This study highlights the usefulness of local news in the detection of potentially neglected zoonotic disease events and the importance of digital biosurveillance in resource-limited settings.

One Million Open-source Cislunar Orbits

Cislunar space, encompassing the region from geosynchronous orbit to beyond the Moon, is poised to become a cornerstone for future exploration, scientific discovery, and national security. Missions in this region, spanning durations from weeks to decades, require robust infrastructure and reliable transit capabilities. The complex gravitational influences of the Moon, Sun, and planets, along with thermal radiation from Earth and the Sun, lead to significant trajectory deviations, resulting in kilometer-scale errors within days. Leveraging the high-performance computing resources at Lawrence Livermore National Laboratory (LLNL), we have simulated one million high-fidelity cislunar trajectories, now publicly available via LLNL’s Green Data Oasis and the Unified Data Library. Generated using the open-source Space Situational Awareness Python package, these trajectories match the precision of commercial tools such as AGI’s Systems Tool Kit and NASA’s General Mission Analysis Tool. This data set is a valuable resource for reference, statistical analysis of cislunar orbit populations, and training machine learning models for rapid orbit classification with minimal observational input. Preliminary analysis reveals stable bands in Keplerian element space, particularly around five geosynchronous radii across a range of inclinations and eccentricities. Beyond this threshold, the Moon’s influence disrupts most unassisted orbits, though co-orbiting L4/L5 Lunar Trojans persist throughout the six-year simulation.

An Empirical Study on the Use of the Rancor Microworld Simulator to Support Full-scope Data Collection

A lack of data has been identified as a major challenge in human reliability analysis (HRA). Accordingly, several institutes and researchers have tried to collect HRA data from different data sources such as actual historical measurements, expert judgements, or simulator studies. While the most recent studies predominantly focus on collecting data using full-scope simulators with actual operators, Idaho National Laboratory (INL) has begun to collect HRA data using a simplified simulator, i.e., the Rancor Microworld simulator, with student participants. Full-scope studies have been known to have several intrinsic challenges to securing enough quantity of the data due to many reasons like the high cost for performing experiments or requiring actual operators’ cooperation. The ultimate goal of INL’s effort aims to infer actual operators’ data collected from a full-scope simulator on the basis of microworld data with student subjects as well as collect additional data that could be missed in the full-scope research. As a first step to achieve this goal, this paper projects an experimental plan for investigating the differences in human performance between individuals in two groups: 1) an actual operator and 2) a student when using the Rancor Microworld simulator. A randomized factorial experiment design has been developed with two independent variables, i.e., type of scenario and type of subject. Six human performance measures, i.e., 1) time, 2) error, 3) workload, 4) situation awareness, 5) patterns of attention and 6) the number of manipulations were selected. A couple of scenarios and their procedures available to the Rancor Microworld simulator have been developed.

Procedure Parsing: A Method for Parsing Handwritten Documents into Computer-Based Procedures

The nuclear industry is heavily procedure driven, where almost everything has a step-by-step instruction that is expected to be followed in detail. Historically, these procedures were printed on paper copies. Recently, the industry transitioned towards electronic copies (i.e., PDFs on tablets). One major drive for this transition is the introduction of human error and loss of situation awareness when using paper copies. However, electronic copies of documents inherently have the same error traps as their paper cousins. Therefore, there is an increased interest in a way to utilize the information in the step-by-step guidance, but to present it in a dynamic manner that guides the user and adapts to any encountered conditions. Researchers at Idaho National Laboratory propose a flexible, automated method based on document parsing and augmented by natural language processing (NLP) techniques, to address these shortcomings and capitalize on these recent advancements in machine learning. The proposed method provides a cost-effective solution for computer-assisted procedure parsing of hand-written control room procedures, originally authored in Word or PDF formats, into instructions that can be displayed as computer-based procedures (CBP) in a modern graphical user interface. The researchers devised, implemented and demonstrated the Operating Procedure Extender for Novel Systems (OPENS) method in 2020. The key to OPENS is to map the original procedure text into a context-free grammar, tying content to equipment, locations, and other steps, actions, etc. This formal grammar is then used to isolate and define keywords and actions verbs, such as “measure” or “evaluate” and tie them to specific equipment referenced within that step or located in other steps, substeps, actions, subactions and tables throughout the procedure. OPENS generates an abstract syntax tree from the document which it uses to store a copy of this information in the open-standard, machine-readable and human-readable file formats XML and JSON. The XML is useful to preserve the relational aspects of the procedure for referencing tables and branching information so the user can be directed to the next appropriate active step based on the values entered for that step and previous steps. The JSON is useful for storing and exchanging data objects used to track responses to previous steps and state changes in simulated environments. In future iterations, these formats can also be used for storing more detailed information about input during plant operation or simulation. The techniques the researcher developed could further be improved by integration of recent advancements in machine learning. NLP methods could standardize documents, correct for grammatical error, and provide automated semantic validation. The researcher expects that self-supervised techniques applied to collections of natural language instructions could strengthen the model with broader context. All these methods together give us a practical way to automatically extract protocols from documents and user interactions, empowering researchers, procedure writers and nuclear operators while moving the industry forward.

Security of Mobile Radiological Sources: Overview of Industry Applied Technologies

Small radiological sources used in industrial settings recurrently require transit between job sites. Securing these sources, while stationary, can be addressed with standard security approaches and equipment. Transport of these sources increases the risk and complexity of managing and maintaining control of these sources. Implementing methodologies to securely monitor and locate sources improves response and resolution of anomalous events during transit. The Mobile Source Transit Security (MSTS) system was developed to improve security and provide situational awareness of these mobile sources throughout their job cycle. The MSTS development effort focused on creating a set of systems that could be successfully implemented in industrial radiography and well-logging applications. The MSTS team worked to address source presence and location through use and storage. The MSTS system monitors radiological sources as they move from the base of operations to the job site and back. The system provides near-real-time monitoring of the mobile source location and status and early notification of source loss or theft by transmitting operational status and alerting anomalous conditions over telematic links worldwide. The MSTS system can trigger an armed response or initiation of search and recovery operations and will automatically alert management and responsible staff if a radioactive source is lost or stolen whether it is on-site, in transport, or in storage.

Early flight test experience with Cockpit Displayed Traffic Information (CDTI)

Coded symbology, based on the results of early human factors studies, was displayed on the electronic horizontal situation indicator and flight tested on an advanced research aircraft in order to subject the coded traffic symbology to a realistic flight environment and to assess its value by means of a direct comparison with simple, uncoded traffic symbology. The tests consisted of 28 curved, decelerating approaches, flown by research-pilot flight crews. The traffic scenarios involved both conflict-free and blunder situations. Subjective pilot commentary was obtained through the use of a questionnaire and extensive pilot debriefing sessions. The results of these debriefing sessions group conveniently under either of two categories: display factors or task performance. A major item under the display factor category was the problem of display clutter. The primary contributors to clutter were the use of large map-scale factors, the use of traffic data blocks, and the presentation of more than a few aircraft. In terms of task performance, the cockpit displayed traffic information was found to provide excellent overall situation awareness.
