One Year In: Tracking the Impacts of NEM 3.0 on California’s Residential Solar Market

On December 15, 2022, the California Public Utilities Commission passed an overhaul of the net metering program for the state’s investor-owned utilities. The changes replaced the long-standing net energy metering (NEM) tariffs with a net billing tariff (NBT) structure—colloquially known as “NEM 3.0”—which significantly reduces the compensation for behind-the-meter solar photovoltaic (PV) systems. The NEM tariffs remained open for new interconnection applications until April 15, 2023, but after that date, all new interconnection applications were submitted under NBT. Now, one year later, we have an opportunity to evaluate how the California solar market has evolved under this new compensation regime. As a precursor to its annual Tracking the Sun report, Berkeley Lab has released a short technical brief describing key trends in the California residential solar market since the roll-out of the new NBT structure. The purpose of this analysis is to provide empirical insights into how the market has evolved over the past year, confirming some expectations while also revealing several striking surprises.

Photovoltaics and Energy Security in the Greater Arctic Region

The greater Arctic region (>60°N latitude) has been largely overlooked as a promising location for photovoltaic (PV) installations, with lower latitude and warmer regions receiving more attention. While few large PV installations currently exist in the Arctic, a closer examination of the region's geography, climate, PV technology characteristics, and energy needs reveals that PV systems can significantly contribute to energy security in high-latitude areas. This report examines both the opportunities and significant challenges for such a vision.

sdt (Solar Data Tools) [SWR-25-130]

Solar Data Tools (sdt) is an open-source Python library for analyzing PV power (and irradiance) time-series data. It was developed to enable analysis of unlabeled PV data, i.e. with no model, no meteorological data, and no performance index required, by taking a statistical signal processing approach in the algorithms used in the package’s main data processing pipeline. Solar Data Tools empowers PV system fleet owners or operators to analyze system performance a hundred times faster even when they only have access to the most basic data stream—power output of the system.

PVAnalytics [SWR-20-33]

PVAnalytics inputs long term (multiple years) photovoltaic (PV) outdoor sensor data and completes autonomous quality assurance (QA) analysis on the data. Time series data from individual sensors such as electric meters, inverter outputs, irradiance, and temperature sensors are compared to physically expected outputs of these sensors under clear sky conditions based on the latitude, longitude, and orientation of the PV system. PVAnalytics outputs as QA pass or fail for each sensor, reasons determined for failure, time series flags identifying QA thresholds have been exceeded, flags for sunny days, the time zone found for the given sensor, sensor drift, time periods for passing data, and results of orientation checks.

Environmental, health and safety assessment of photovoltaics

The environmental, health, and safety (E, H and S) concerns associated with the fabrication, deployment, and decommissioning of photovoltaic (PV) systems in terrestial applications are identified and assessed. Discussion is limited to crystalline silicon technologies. The primary E, H, and S concerns that arise during collector fabrication are associated with occupational exposure to materials of undetermined toxicity or to materials that are known to be hazardous, but for which process control technology may be inadequate. Stricter exposure standards are anticipated for some materials and may indicate a need for further control technology development. Minimizing electric shock hazards is a significant concern during system construction, operation and maintenance, and decommissioning.

Flat-plate module efficiency versus cost tradeoffs

The Five Year Research Plan energy cost methodology and in depth analyses based on the extensive data that are relevant to PV systems are used to facilitate the accomplishment of the $0.15/kWh energy cost goal. An equation is given for the five year energy cost methodology. The allocation guidelines are designed to be consistent with flat solar array (FSA) milestones for module cost, module efficiency, and the programmatic goal for energy cost. They are research targets that appear to be achievable, given prior accomplishments and planned activities in the areas of low cost silicon purification, low cost sheet material, high efficiency cell processing, low cost, long life encapsulants, and automated fabrication method. Extensive sensitivity analysis work has been performed that shows that these guidelines represent an efficient way to meet the intent of the DOE program.

Overview of Photovoltaic Calibration and Measurement Standards at GRC

Photovoltaic (PV) systems (cells and arrays) for spacecraft power have become an international market. This market demands accurate prediction of the solar array power output in space throughout the mission life of the spacecraft. Since the beginning of space flight, space-faring nations have independently developed methods to calibrate solar cells for power output in low Earth orbit (LEO). These methods rely on terrestrial, laboratory, or extraterrestrial light sources to simulate or approximate the air mass zero (AM0) solar intensity and spectrum.

Recovery of Electron/Proton Radiation-Induced Defects in n+p AlInGaP Solar Cell by Minority-Carrier Injection Annealing

A high efficient In0.48Ga0.52P/In0.01Ga0.99As/Ge triple junction solar cell has been developed for application in space and terrestrial concentrator PV system [1-3]. Recently, a high conversion efficiency of 31.5% (AM1.5G) has been obtained in InGaP/(In)GaAs/Ge triple junction solar cell, and as a new top cell material of triple junction cells, (Al)InGaP [1] has been proposed to improve the open-circuit voltage (Voc) because it shows a higher Voc of 1.5V while maintaining the same short-circuit current (ISC) as a conventional InGaP top cell under AM1.5G conditions as seen in figure 1 (a). Moreover, the spectral response of 1.96eV AlInGaP cell with a thickness of 2.5..m shows a higher response in the long wavelength region, compared with that of 1.87eV InGaP cell with 0.6..m thickness, as shown in figure 1 (b). Its development will realize next generation multijunction (MJ) solar cells such as a lattice mismatched AlInGaP/InGaAs/Ge 3-junction and lattice matched AlInGaP/GaAs/InGaAsN/Ge 4-junction solar cells. Figure 2 shows the super high-efficiency MJ solar cell structures and wide band spectral response by MJ solar cells under AM1.5G conditions. For realizing high efficient MJ space solar cells, the higher radiation-resistance under the electron or proton irradiation is required. The irradiation studies for a conventional top cell InGaP have been widely done [4-6], but little irradiation work has been performed on AlInGaP solar cells. Recently, we made the first reports of 1 MeV electron or 30 keV proton irradiation effects on AlInGaP solar cells, and evaluated the defects generated by the irradiation [7,8]. The present study describes the recovery of 1 MeV electron / 30 keV proton irradiation-induced defects in n+p- AlInGaP solar cells by minority-carrier injection enhanced annealing or isochronal annealing. The origins of irradiation-induced defects observed by deep level transient spectroscopy (DLTS) measurements are discussed.

Overcoming Communications Outages in Inverter Downtime Analysis: Preprint

Inverters are often reported to be the highest-impact failure point in PV systems. This importance is belied by the simplistic assumptions about inverter downtime losses used in industrial energy modeling. Energy models often assume the extent of inverter-related losses is limited to 1% of annual production from scheduled inverter preventative maintenance. In reality, inverter-related production losses are much more variable, although data from large-scale surveys of fielded systems are rare. Here we present a method of detecting inverter downtime events and estimating the associated lost production using inverter- and meter-level power data. Because communications outages are of similar frequency to true production outages, the method pays particular attention to distinguishing communications outages from true production outages. The results of applying the method at fleet-scale are presented and discussed.

Maximizing Yield with Improved Single-Axis Backtracking on Cross-Axis Slopes: Preprint

Many tracking PV systems avoid row-to-row shading by backtracking in morning and afternoon. Because the common single-axis backtracking implementation assumes the array is in a horizontal plane, it does not fully prevent row-to-row shading in arrays installed on cross-axis slopes. This paper simulates the effect of reduced self-shading on annual production with two modified backtracking strategies. Depending on the array geometry and the steepness of the cross-axis grade, using a modified backtracking strategy improved annual yield by 3-10%.

Clear Sky Irradiance Year-to-Year Variations and Trends: Preprint

Solar radiation data for seven SURFRAD stations for the period 1996-2018 show an increase in irradiance under clear skies over time, with an interannual variability of the increase. A popular implementation of a clear sky model provided modeled irradiances for comparison with the SURFRAD data under conditions screened for clear skies. The use of the clear sky model, which did not consider year-to-year variances in atmospheric turbidity, was found problematic for resolving small changes in irradiance important for determining PV system degradation over three or five years, but less problematic for a period of ten years.

Power Quality and Stability in a Cluster of Microgrids with Coordinated Power and Energy Management

Distributed Energy Resources (DER) such as photovoltaic (PV) systems and battery energy storage systems (BESS) can be operated collectively as microgrids. Microgrids can be effective in meeting local load requirements as well as in improving the power quality and stability in a modern power distribution system. Multiple microgrids can also be operated in a coordinated manner as a cluster, to improve the resiliency of the power distribution system. In the event of an outage caused by a transmission system failure, the microgrids in a cluster can use their distributed generation capacity and energy storage resources to recover and extend power availability to the critical loads in the system. In this paper, an illustrative cluster of two microgrids based on the IEEE 13-bus model with DERs has been used, to demonstrate the operation of the concept using real-time simulations. Using real-time simulations, capabilities such as switching reconfiguration following faults, identification of optimal DER placement for effective power quality management, and power electronic controller validation have been demonstrated. For the two-microgrid cluster, this paper also presents improvements in load voltage quality and

ADMS Test Bed Updates

This webinar will present results from a joint project with utility partner Xcel Energy in which we evaluated their ADMS application for volt-var optimization using different levels of model quality. We were able to help Xcel Energy understand the trade-offs of telemetry measurements and model quality when managing a feeder's voltage profile to maximize energy conservation. We simulated scenarios with varying levels of model quality and measurement density to evaluate Xcel's options for best using its ADMS. The results help Xcel and other utilities understand how network data affects voltage management as grid operations see continued growth in solar photovoltaic (PV) systems and electric vehicles (EVs).

Verifying status of a termination end cap of a microinverter chain

A photovoltaic (PV) system includes a system control module that determines the presence of a microinverter chain termination end cap. The end cap includes an embedded circuit. The embedded circuit includes components having resistive, reactive, or impedance values. A signal source provides a signal through the microinverter chain. A parameter for a sensed signal detected by the system control module is used to determine the presence of the end cap using a change between the parameter for the sense signal and a reference parameter.
