The Chilling Effects of Administrative Burden on Efficiency Policy Uptake: Examining the Case of Federal ESAs

Utilizing policies and programs which incentivize energy efficiency or on-site renewables is difficult. The challenges and costs associated with researching these policies, interacting with their providers, and ensuring regulatory compliance can be collectively referred to as administrative burden. To better understand the impact of administrative burden on energy efficiency policies, we investigated the administrative burden associated with energy sales arrangements (ESA). ESAs are a contracting vehicle related to energy savings performance contracts where an energy services company designs and constructs a renewable energy system at a federal site, transferring ownership of those generating assets to the site after a 20-year term. We conducted a series of in-depth interviews with a variety of relevant ESA stakeholders, including federal project managers, subject matter experts, and energy service companies. We then augmented these interviews with a review of the relevant literature. This research indicated that the current level of administrative burden decreases the adoption of renewable energy through ESAs by the federal government by raising upfront costs, depressing project attempts due to complexity, and introducing delays and challenges in successfully implemented projects. This chilling effect is especially pronounced in new policy vehicles and with inexperienced implementers. Findings from the specific case of ESAs can be generalized to other types of energy policy including efficiency programs. Policy makers decrease the efficacy of initiatives through increased administrative burden, and these effects will be most pronounced in programs with novel design or targeted at unfamiliar audiences.

Examination of Digital-Delay Rossi-$\alpha$ for 252 Cf-Driven Highly Enriched Uranium Using Organic Scintillators

Neutron noise techniques constitute several analysis methods applicable to non-destructive assay. One technique is the Rossi-α method to calculate the prompt neutron decay constant (α) or its inverse, the prompt neutron period (1/α), for assemblies of fissionable material. This work evaluates a high-data-throughput measurement at the National Criticality Experiments Research Center (NCERC) with organic scintillators measuring a subcritical assembly of highly enriched uranium (HEU) metal (93% 235 U). The assembly comprises hemi shells stacked together to form fully closed shells and is driven by a Cf source at the center. The assembly is a total of 59.85 kg HEU and a k eff of 0.99, according to MCNP6.2 KCODE simulations. Measurements were acquired with a three-by-four array of 5.08-cm-diameter by 5.08-cm-length trans-stilbene crystals 166 cm from the assembly center. Two types of coincident binning methods are used to build the Rossi-α distribution of coincident neutron detections: A) type 1 binning, also known as any-and-all forward time differences, and B) type 1 binning with a digital-delay technique that is analogous to Orndoff’s use of delay cabling in early Rossi-alpha measurements. Method B) disregards same-detector coincidences and once all nearest time coincidences are collected between all detectors after a trigger, a time delay of 0.75 µs is implemented. The measured prompt neutron decay constants for both techniques are calculated from single exponential fits and the two methods are compared. Method A) shows an apparent timing discontinuity near 500 ns time differences. This timing discontinuity interferes with the fitting method used to calculate the prompt neutron decay constant. Method B) mitigates the artificial timing discontinuity and removes the disagreement of the fit. Future work will model the time-dependent detector response to discern why this timing discontinuity occurs, discern how Method B) reduces the amplitude of this timing discontinuity, and apply this method to critical assembly measurements to ultimately confirm the recommendation to use Method B) for high-data-throughput measurements.

Examining Light-Induced Degradation with Combined-Accelerated Stress Testing

While further understanding is sought, the results suggest that a module can show no degradation in performance through a qualification test light soak, (IEC 61215: 2021 MQT 19.1 requirement of 10 kW minimum on one side). Yet, such cells may degrade significantly by LID under conditions within the statistical extremes of the natural environment applied in combined-accelerated stress testing (CAST).

Examination of Ac-225 production from Ra-226 using fast reactor JOYO

In this study, the authors investigated the method of producing the radionuclide Ac{sup 225} used for targeted alpha therapy (TAT). Currently, Ac{sup 225} is mainly generated from ORNL's Th{sup 229} generator, and the annual production amount is limited to about 63 GBq, and methods for generating it using accelerators are under development in each country. The method using an accelerator has the advantage of being able to generate Ac{sup 225} from a small amount of target nuclides with high efficiency but has the disadvantage of not being able to irradiate a large amount of target nuclides at once due to the small irradiation area. Therefore, the authors investigated a method to generate Ac{sup 225} by neutron irradiation of Ra{sup 226} as a target nuclide using the experimental fast reactor JOYO, which has abundant neutrons and a large loading region. Irradiation of Ra{sup 226} with fast neutrons causes a (n, 2n) reaction to generate Ra{sup 225}, and then decay to produce Ac{sup 225}. In addition, although harmful Ac{sup 227} is also produced at the same time by the (n,γ) reaction, first of all the actinium isotope is chemically separated and eliminated. Since the remaining Ra{sup 225} collapses and Ac{sup 225} is produced, pure Ac{sup 225} can be extracted by performing chemical separation again. As a result of the analysis, 1 g of Ra{sup 226} is irradiated with JOYO for 60 days, and milking is performed 4 times every 17.5 days. By doing these three times a year, it was found that about 50 GBq of Ac{sup 225} was generated. (authors)

The Debate on Vehicle Triad: Examining the Utilization Patterns of Gasoline, Hybrid, and Electric Vehicles in Households

Light-duty vehicles contribute to approximately half of the transport sector's emissions, a sector challenging to decarbonize owing to the autocentric nature of many American cities. The U.S. Department of Transportation's blueprint outlines three key decarbonization strategies: increasing convenience, improving efficiency, and transitioning to zero-emission vehicles. Among these, the adoption of Electric Vehicles (EVs) offers a promising opportunity to reduce emissions from light-duty vehicles, which are predominantly gasoline-powered. Although substantial literature identifies and addresses factors influencing EV adoption, understanding their utilization within households who own vehicles with mixed fuel types is crucial for accurately assessing their environmental benefits. This paper addresses two key questions: (a) Are EVs utilized more, equally, or less than gasoline vehicles (GVs) and (b) What factors influence mileage utilization patterns in households with multiple vehicle fuel types, accounting for substitution and complementary effects? Analysis of 2022 National Household Travel Survey (NHTS) data indicates that EVs are utilized more than GVs within households that own multiple mixed fuel fleets. Findings reveal that households with a higher number of younger individuals and multiple workers use EVs more extensively, and those with older adults and larger households with multiple vehicles tend to use GVs more. Rural households have higher use of hybrid vehicles (HVs). The study identifies a substitution effect between EVs and GVs, while complementary relationship between HVs and EVs, suggesting nuances in vehicle utilization patterns. This nuanced understanding of vehicle utilization patterns informs the development of targeted policies and infrastructure investments to optimize household transportation efficiency.

Examining the Feasibility of Identifying Tau Neutrino Charged Current Events in the DUNE Far Detector

Neutrinos began as theoretical, massless particles, and since their first detection they have continued to be the subject of various experiments. One such experiment is DUNE, which is a long baseline neutrino experiment with the goal of studying neutrino properties, such as neutrino oscillation parameters. In this work, two projects were completed, one dealing with the hardware of DUNE and the other dealing with neutrino simulations. For the hardware project, we designed a quality control method for testing adaptor boards which make up part of the Far Detector circuit boards. This method was completed and prototyped, however was not implemented as planned due to funding changes. For the simulation project, we simulated ντ , νµ, and νe CC interactions using two simulation methods (stand alone GENIE and a full detector simulation) in order to begin to understand what a ντ CC event would look like in the Far Detector and create an initial list of kinematic properties that can be used for this purpose. We found that there is not a complete understanding of what is occurring in the full detector simulation. We also found that there is promise in using kinematic properties to be able to differentiate ντ CC events, however properties beyond those covered here, as well as a more accurate simulation, will be required for any definitive statistical statements.
