Final Environmental Impact Statement for National Aeronautics and Space Administration Office of Space Science: Sounding Rocket Program

The NASA OSS Sounding Rocket Program is responsible for the launch of approximately 80 science and applications payloads per year. These launches are for NASA programs and those of other U.S. government agencies private industry, universities, foreign countries, and international organizations. NASA launches occur or have occurred from 34 launch sites located throughout the world. Nine of these receive substantial use. Payloads launched by this program contribute in a variety of ways to the control and betterment of the environment (e.g., solar studies). Environmental effects caused by the research vehicles are limited in extent, duration, and intensity and are considered insignificant. There are no short-term alternatives to the current family of sounding rocket vehicles. The possibilities for changes in the family including new stage and sounding rocket developments, are continuously reviewed. Although measurements using high-altitude aircraft and balloons are possible at lower altitudes and using satellites at much higher altitudes, the specific region of the atmosphere between about 40 and 200 km cannot be reached in any other way. Sounding rockets can be launched simultaneously from several points and can be used in response to time-related phenomena.

Wind tunnel test of a fighter aircraft wing/store flutter suppression system: An international effort

A 30% scale, half span model of a lightweight fighter aircraft with an active wing/store flutter suppression system was tested in the NASA Langley Research Center sixteen foot transonic dynamics tunnel. The test featured a store configuration that was intentionally designed to exhibit a violent flutter condition. In addition to Northrop organized control laws, three European countries also contributed control laws to stabilize this condition. After the control laws were mechanized by Northrop, they were tested at the Langley facility. The model was tested up to 170% of the open loop flutter dynamic pressure in a number of cases, with the indication that a substantially greater improvement was achievable. Some special features of the test model are discussed and the design and implementation of the control laws as well as the test monitoring techniques and results are presented.

Crop calendars for the US, USSR, and Canada in support of the early warning project

New crop calendars are produced for U.S. regions where several years of periodic growth stage observations are available on a CRD basis. Preexisting crop calendars from the LACIE are also collected as are U.S. crop calendars currently being created for the Foreign Commodities Production Forecast project. For the U.S.S.R. and Canada, no new crop calendars are created because no new data are available. Instead, LACIE crop calendars are compared against simulated normal daily temperatures and against the Robertson wheat and Williams barley phenology models run on the simulated normal temperatures. Severe inconsistencies are noted and discussed. For the U.S.S.R., spring and fall planting dates can probably be estimated accurately from satellite or meteorological data. For the starter model problem, the Feyerherm spring wheat model is recommended for spring planted small grains, and the results of an analysis are presented. For fall planted small grains, use of normal planting dates supplemented by spectral observation of an early stage is recommended. The importance of nonmeteorological factors as they pertain to meteorological factors in determining fall planting is discussed. Crop calendar data available at the Johnson Space Center for the U.S., U.S.S.R., Canada, and other countries are inventoried.

Vehicle testing of Cummins turbocompound diesel engine

Two turbocompound diesel engines were installed in Class VIII heavy-duty vehicles to determine the fuel consumption potential and performance characteristics. One turbocompound powered vehicle was evaluated at the Cummins Pilot Center where driveability, fuel consumption, torsional vibration, and noise were evaluated. Fuel consumption testing showed a 14.8% benefit for the turbocompound engine in comparison to a production NTC-400 used as a baseline. The turbocompound engine also achieved lower noise levels, improved driveability, improved gradeability, and marginally superior engine retardation. The second turbocompound engine was placed in commercial service and accumulated 50,000 miles on a cross-country route without malfunction. Tank mileage revealed a 15.92% improvement over a production NTCC-400 which was operating on the same route.

Development of a computer program data base of a navigation aid environment for simulated IFR flight and landing studies

A general aviation single pilot instrument flight rule simulation capability was developed. Problems experienced by single pilots flying in IFR conditions were investigated. The simulation required a three dimensional spatial navaid environment of a flight navigational area. A computer simulation of all the navigational aids plus 12 selected airports located in the Washington/Norfolk area was developed. All programmed locations in the list were referenced to a Cartesian coordinate system with the origin located at a specified airport's reference point. All navigational aids with their associated frequencies, call letters, locations, and orientations plus runways and true headings are included in the data base. The simulation included a TV displayed out-the-window visual scene of country and suburban terrain and a scaled model runway complex. Any of the programmed runways, with all its associated navaids, can be referenced to a runway on the airport in this visual scene. This allows a simulation of a full mission scenario including breakout and landing.

The French method (of representing noise annoyance)

The psophic index used in France for noise exposure from aircraft globally represents the annoyance with the following hypotheses: (1) the global annoyance is a function of the number of aircraft overflights of each type but does not depend on the overflight time; (2) an aircraft flying at night is considered to be just as annoying as 10 aircraft of the same type passing overhead during the day; and (3) and annoyance is only a function of the peak noise levels. Overall, the psophic index appears statistically as good a representation of the average annoyance as methods used in other countries; however, it does seem to reflect poorly the annoyance caused by light aircraft. Noise maps produced for Orly, Roissy, and the area around Paris are described. The range of applications and limitations of the psophic index are discussed.

Offset fed utilization of four quadrants of an axially symmetrical antenna structure

Theoretical calculations conducted for the use of the hoop column structure were in a quad antenna configuration. The coverage of the US 48 states by a C band Comsat system, which operates in the 3.7 - 4.2 GHz downlink and 5.925 - 6.425 GHz uplink frequency band is considered. This system provides most of its coverage toward major cities (10 or 18 spot beams) and the rest of its coverage on a contiguous basis for the remaining of the country. An alpha = .5 and .3 cell size (approximate component bandwidth) is assumed. Among the practically infinite possible beam topologies one plan for the area coverage and three plans for the spot beam coverage are analyzed.

Preliminary results of scientific research on biosatellite Kosmos-1129

The first physiological study aimed at deeper examination mechanisms of weightlessness and adaptation/readaptation is described. It dealt with metabolism, support motor changes and nonspecific changes connected with stress reaction. Wistar rats were used in a triple setup: flight/vivarium/biosatellite mockup. Animal condition was assessed on motor activity and body temperature. Extensive tables show weight, blood and enzyme analysis, etc. Animals groups were labeled: stress, behavior, body composition, biorhythm, ontogenesis. The second or biological study dealt with tumorous carrot tissues but humidity control was defective: some indices are reported such as cell membrane permeability, tissue respiration, etc. It also was concerned with a fowl embryogenetic experiment (Japanese quail) but mechanical effects on landing reduced its success. The third study, on radiation dosimetry, presents a little tabulated data but chiefly gives lists of satellite detector units of different kinds and from different countries.

Publication of the maps of Tenke and Manono (Zaire) from LANDSAT data

The collection of cartographic data on Zaire up to the present time was based on aerial reconnaissance. This approach is very expensive if repetitive coverage is required in such a large country. The integration with the LANDSAT program among the data collection systems improves the mapping efforts substantially.
