Satellites for distress alerting and locating: Report by Interagency Committee for Search and Rescue Ad Hoc Working Group

The background behind the congressional legislation that led to the requirement for the Emergency Locator Transmitter (ELT) and the Emergency Position-Indicating Radio Beacon (EPIRB) to be installed on certain types of aircraft and inspected marine vessels respectively is discussed. The DAL problem is discussed for existing ELT and EPIRB equipped aircraft and ships. It is recognized that the DAL requirement for CONUS and Alaska and the maritime regions are not identical. In order to address the serious DAL problem which currently exists in CONUS and Alaska, a low orbiting satellite system evolves as the most viable and cost effective alternative that satisfies the overall SAR system design requirements. A satellite system designed to meet the needs of the maritime regions could be either low orbiting or geostationary. The conclusions drawn from this report support the recommendation to proceed with the implementation of a SAR orbiting satellite system.

The Ad Hoc Mars Airplane science working group

The capability of a remotely piloted airplane as a Mars exploration vehicle in the aerial survey mode is assessed. Specific experiment areas covered include: visual imaging; gamma ray and infrared reflectance spectroscopy; gravity field; magnetic field and electromagnetic sounding; and atmospheric composition and dynamics. It is concluded that (1) the most important use of a plane in the aerial survey mode would be in topical studies and returned sample site characterization; (2) the airplane offers the unique capability to do high resolution, oblique imaging, and repeated profile measurements in the atmospheric boundary layer; and (3) it offers the best platform from which to do electromagnetic sounding.

Report of the Ad Hoc Committee on the assessment of models of a wake shield environment around various spacecraft, Universities Space Research Association

Models depicting the ambient atmosphere which can overtake the spacecraft vacuum shield are presented. The subject areas discussed are: possible changing effects on the wake shield environment; possible utilization of the induced environmental contamination monitor; present state of the knowledge of the parameters used to describe the intermolecular collisions; the possibility of using simple models to describe the wake shield environment; possible errors associated with using kinetic theory to calculate that part of the atmosphere overtaking the shield; and a general assessment of the Monte Carlo techniques used to calculate the shield environment.

An analytical study of nitrogen oxides and carbon monoxide emissions in hydrocarbon combustion with added nitrogen - Preliminary results

The influence of ground-based gas turbine combustor operating conditions and fuel-bound nitrogen (FBN) found in coal-derived liquid fuels on the formation of nitrogen oxides and carbon monoxide is investigated. Analytical predictions of NOx and CO concentrations are obtained for a two-stage, adiabatic, perfectly-stirred reactor operating on a propane-air mixture, with primary equivalence ratios from 0.5 to 1.7, secondary equivalence ratios of 0.5 or 0.7, primary stage residence times from 12 to 20 msec, secondary stage residence times of 1, 2 and 3 msec and fuel nitrogen contents of 0.5, 1.0 and 2.0 wt %. Minimum nitrogen oxide but maximum carbon monoxide formation is obtained at primary zone equivalence ratios between 1.4 and 1.5, with percentage conversion of FBN to NOx decreasing with increased fuel nitrogen content. Additional secondary dilution is observed to reduce final pollutant concentrations, with NOx concentration independent of secondary residence time and CO decreasing with secondary residence time; primary zone residence time is not observed to affect final NOx and CO concentrations significantly. Finally, comparison of computed results with experimental values shows a good semiquantitative agreement.

A conceptual design study of a high temperature solar thermal receiver (added tasks 6 and 7)

The key component of this concept is a coiled tube of silicon nitride which acts as a heat exchanger appears to be ideal from the standpoint of utilizing structural ceramics at around 2500 F under severe thermal shock conditions. However the size and configuration of this coil are beyond the state of the art for fabricating such materials as silicon nitride and carbide. A two-task program to develop and demonstrate the feasibility of extruding and forming a section of thin walled silicon nitride tubing was undertaken as an addition to the original program. A promising polyvinyl butyral-based binder lubricant was identified. Fourteen full size extrusion experiments were conducted. Two trial firings of 1-1/4 turn helices were made.

Satellite services - An added benefit of the space transportation system

It is argued that the greatest economic benefit can be achieved by the Space Shuttle Orbiter's use as a satellite servicing platform if the following conditions are fulfilled: (1) the international user community must build serviceability features into its satellite and orbital platform designs, based on a common set of guidelines; (2) the various tools required for satellite servicing must be developed in a timely manner; and (3) servicing costs must be kept as low as possible, in order to appeal to the greatest number and variety of satellite operators. A three-part program development schedule is proposed, beginning with near-Orbiter servicing in low earth orbit, continuing with servicing at orbital heights between the low and geosynchronous at greater distances from the Orbiter, and culminating in the early 1990's with the use of the Space Operations Center (SOC) platform for servicing at all orbital heights.

Office of Space Terrestrial Applications (OSTA)/Applications Data Service (ADS) data systems standards

Standards needed to interconnect applications data service pilots for data sharing were identified. Current pilot methodologies are assessed. Recommendations for future work are made. A preliminary set of requirements for guidelines and standards for catalogues, directories, and dictionaries was identified. The user was considered to be a scientist at a terminal. Existing and emerging national and international telecommunication standards were adopted where possible in view of new and unproven standards.

Panel D report: Standards needed to interconnect ADS pilots for data sharing in data formats and descriptions

Data exchange specifications and standards needed to facilitate the interchange of information between three pilot modes in an Applications Data Service program are addressed. In designing standards, the following considerations were considered important: (1) accessible, understandable Data Base Management Systems (DBMS) catalogs, (2) formatting conventions, (3) archival data records and data descriptions formats, (4) standardized terminology, and (5) optimization of data formats by individual DBMS.

Predominant periods in the time series of drought area index for the Western High Plains AD 1700 to 1962

The detection of the combined presence of the Hale magnetic sunspot cycle (22.28 years) and the lunar nodal tidal cycle (18.61 years) in both the Eastern North American January air temperatures and the Western U.S. High Plains drought series led to an extended analysis of the Drought Area Index time series. This analysis indicated that the mean dominant period of the drought series should be 20.0 to 20.5 years and that the principal period should be resolvable into two components of about 22.28 and 18.61 years. This note details the successful accomplishment of this task.

Evidence for 18.6 year Mn signal in temperature and drought conditions in North America since AD 1800

It is found that, since 1800, the mean discrepancy in epoch between maxima in temperature and maxima in the Drought Area Index (DAI) for the western United States with respect to maxima in the lunar modal tide is 0.9 and 0.1 year, respectively. It is suggested, in light of the fact that a cluster of nine stations in western Canada yields the 18.6-year lunar nodal term out of phase with 30 stations in eastern North America, that (1) enhanced drought conditions in the western United States are neither recurrent nor rhythmic on a time scale of 20 years, but rather periodic with a period of 18.6 years, and (2) the Rocky Mountain system is an influence for atmospheric tidal phenomena at epochs of maximum in the lunar nodal tide as well as for maxima in the temperature records of the DAI.
