Inclusive Shared Solar Initiative (ISSI) (Final Technical Report)

Between 2020 and 2024, the Inclusive Shared Solar Initiative (ISSI) served as a forum for three states to navigate the design and development of LMI-accessible community solar projects. A collaboration between the National Association of State Energy Officials (NASEO) and National Energy Assistance Directors Association (NEADA), ISSI provided financial and technical assistance to teams of State Energy Offices and State LIHEAP Agencies in Minnesota, Wisconsin, and the District of Columbia. The key goals guiding ISSI were to develop four new community solar frameworks in three new states and create greater momentum among state governments, community solar developers, and the finance community in scaling and investing in community solar projects that are affordable and accessible to LIHEAP households. Ultimately, in addition to developing and launching four new shared solar projects serving LMI subscribers, the ISSI state partners pioneered community solar policy and program design strategies that increased protections for low-income consumers, reduced barriers to enrollment and project development, and fostered inter-program coordination.

Salt Sampling FY21 Technical Report

The goal of the salt sampling program at Argonne is to develop and deploy automated molten salt sampling approaches to enable high-precision in-process salt sample analysis to improve the timeliness of sampling-based accountancy measurements. Tools currently under development in support of this goal include (1) a modular vacuum sampler with an accompanying sample handling method for coupling vacuum sampling with high-precision at-line sample analysis, (2) a pneumatic sample generator that enables high-throughput sample analysis to improve the precision of existing analytical techniques, and (3) a windowless flow cell to enable on-line optical analysis of molten salt in a sampling loop. Compared to point sampling approaches (i.e., dip probes), vacuum sampling systems and on-line sampling loops facilitate access to a larger cross-section of a process fluid. This is known to improve the characterization of the process fluid by producing more representative samples and by enabling the analysis of a larger cross section of the fluid. A vacuum sampling approach for molten salts eliminates the risk of dross contamination of samples and avoids the use of moving parts in the salt. In FY21, two methods for integrating a vacuum sampler with a pneumatic sample generator were tested. These included direct fluidic coupling and coupling using a solid salt transfer mechanism. Solid salt transfer was ultimately selected over fluidic coupling, primarily to enable the transport of samples over longer distances to support automated at-line integration with high-precision techniques (such as microcalorimetry) that cannot withstand the extreme conditions near an electrorefining process. To facilitate rapid solid salt coupling, new mechanisms were developed for rapidly charging and discharging salt sample tubes at the vacuum sampler and pneumatic sample generator, respectively. While the charging mechanism will be deployed in FY22, the tube transfer method and discharge mechanism were tested in FY21. These were deployed at one of Argonne’s engineering-scale electrorefiners to implement at-line high-throughput pneumatic micro-sample generation capabilities. The method was used to generate precise uranium- and lanthanide-bearing electrorefiner micro-samples with the specific dimensions requested by researchers at Los Alamos National Laboratory for use in testing their novel microcalorimeter x-ray techniques. The solid salt transfer mechanism proved not only to be an effective means of integrating the precision sample generator with vacuum sampling, but also improved the performance of the sampler generator. Because the modular sampling approach described here eliminates the need for new high-radiation sample handling capabilities, salt-wetted seals, salt-wetted moving parts, and heated transfer lines outside the electrorefiner, it will address most of the remaining technical challenges for the at-line deployment of high-precision analytical techniques. This will enable significant reductions in the time delay for sampling-based accountancy measurements by eliminating the need for manual off-line sample processing and analysis. On-line optical analysis of molten salt in a sampling loop would provide complementary information to at-line and in-situ techniques. In FY21, an open-aperture molten salt gravity flow cell with windowless optical access to flowing salt was successfully demonstrated. Future work should include the refinement and performance testing of the on-line and at-line sampling tools, integration of additional analysis techniques, stakeholder outreach and collaboration, evaluation of the integrated methods, and analyses to determine how the various tools might fit into an integrated safeguards monitoring system of unattended near real time monitoring tools.

A Combined Water and CO 2 Direct Air Capture System (Final Technical Report)

The primary objective of the project was to demonstrate the technical and economic performance of a technology that simultaneously captures CO 2 and water from the air – a Hybrid Direct Air Capture system (HDAC). In HDAC, air is passed over water capture section as well as a CO 2 selective sorbent to remove CO 2 from the air stream. Combining potable water generation and CO 2 capture in a single device with the unique energy conserving features of the proposed design enables long-term projected CAPEX under $\$$750/t-CO 2 and levelized cost of capture (LCOC) of $\$$140/t-CO 2 . Project DE-FE-0031970 "A Combined Water and CO 2 Direct Air Capture System" ran for four years and three months from 10/01/2020 to 12/31/2024 for three budget periods and an extension period. The total project budget at completion was $\$$3,534,408 consisting of a $\$$2,680,064 federal share and $\$$854,344 cost share. The pilot plant was successfully designed, engineered, built and commissioned during the initial three budget periods. The plant demonstrated successful water capture during this period, whereas initial CO 2 capture was well below target values. The project team requested an extension period during which alternate materials and beds were evaluated. By the end of the project, both moisture swing adsorption of CO 2 and water capture had successfully been demonstrated at target capture rates making further scale-up of the technology viable.

Decision-Model Supported Algal Cultivation Process Enhancement (DMSACPE) (Final Technical Report)

This project was proposed in response to the FY19 Bioenergy Technologies Office Multi-Topic Funding Opportunity Announcement DE-FOA-0002029, Area of Interest Subtopic 1 (AOI1): Cultivation Intensification Processes for Algae. The main challenge identified by the FOA was “in translating results between laboratory research systems and larger-scale outdoor (or mass culture) systems. These difficulties limit reliable experimental durations, adequate and representative experimental volumes of material, and results that can be reproduced reliably. By overcoming the challenge in translating results between laboratory and mass cultures, the objective of AOI 1 is to increase the harvest yield, robustness, and quality of algae cultivation for biofuels and bioproducts”. This report marks the final technical deliverable of this project and reviews all the major findings of the research program.

DOE Zero Energy Ready Manufactured Housing: Subject Matter Expert Technical Assistance Summary

Manufactured homes offer American consumers an affordable option for decent single-family detached housing. For working-class American families in many U.S. markets, manufactured homes are the first step toward home ownership. They now make up 10% of all new homes constructed in the United States, with higher percentages in the south and in rural communities. To help encourage the production of homes that are more durable, healthy, efficient, and disaster resistant, the U.S. Department of Energy is bringing its building science research to the manufactured housing industry through DOE’s Zero Energy Ready Manufactured Home (ZER-MH) program, which provides technical assistance and voluntary guidelines to manufactured home builders. Homes built to these guidelines are better able to handle power outages and less likely to experience moisture issues, offering a better product option for American families. This higher quality is evidenced by energy modeling which shows homes manufactured to these voluntary guidelines will typically use half the energy of manufactured homes built to the current minimum requirements of the U.S. Department of Housing and Urban Development (HUD)’s Manufactured Housing and Construction Safety Standard (MHCSS). These homes can also reduce critical energy demand during the busiest hours of the day, typically late afternoon and early evening in the summer when air conditioning demand is highest and mornings in the winter when furnaces and heaters are heating up. Reducing electricity demand during these peak periods when electricity rates are at their highest reduces costs for American families while freeing up capacity on overburdened energy distribution networks. Builders participating in the DOE ZER-MH program are eligible for a tax incentive via the 45L tax credit, which helps to offset the costs of ZER-MH upgrades, enabling builders to offer these certified homes at no additional cost. Together these factors enable manufactured homes to offer home buyers a housing option that is both affordable to finance and affordable to operate, with lower monthly mortgage payments and lower monthly energy bills.

Designing Recyclable Biomass-Based Polyesters (Final Technical Report)

This project successfully demonstrated the production of sustainable polyesters from biomass-derived monomers, offering properties on par with or superior to fossil-based plastics such as LLDPE and PBAT. Using renewable chemical platforms like furfural and HMF, we synthesized over eight novel monomers and nearly 100 aliphatic-aromatic polyesters. Among these, PPeAT and PDDF emerged as highly promising candidates for flexible packaging applications, exhibiting excellent mechanical performance, tunable thermal properties, and enhanced barrier characteristics. Key advances included the development of ring-opening polymerization strategies using cyclic monomer intermediates to produce high molecular weight materials with excellent control. The resulting polymers achieved biobased content of at least 44 wt.%. We also implemented chemical recycling via catalytic methanolysis, recovering over 90% of monomers from PPeAT at semi-pilot scale. This supports a circular economy approach by enabling material reuse without performance loss. Techno-economic and life cycle assessments confirmed that these polyesters can reduce greenhouse gas emissions by up to 50% compared to petroleum-derived alternatives. Favorable mechanical properties may further reduce material demand, and cost competitiveness was demonstrated under specific market conditions. Feedstock cost and environmental footprint were identified as primary levers for future optimization. In summary, the project met or closely approached all technical targets, including biodegradability, strength, and processing compatibility. While minor issues such as color and melting point variation remain, the results strongly support continued development and scale-up of these sustainable materials.
