This report presents the work completed under the DOE iM4 project for the development of a methane emission monitoring system for detection, location, and quantification of methane in oil and gas industries. The task was divided into four main areas including: 1) Sensors and Input, 2) Centralized Cloud Information Center, 3) Algorithms, and 4) Testing and Validation. Task 1 focused on researching and developing an understanding of the current, or soon to be, available methane sensing technologies. Task 2 consisted of developing the architecture, selecting hardware, software and elements for the methane monitoring system. Task 3 focused on the algorithms used for the complex inverse model of going from measured methane signatures to the detection, localization, and quantification of sources that are desired. Finally, Task 4 focused on the methods of testing and validating the operation of the system. Attention was also given to the development method and cost breakdown of the system.

The basic elements of a systems engineering process are given along with a detailed description of what the safety system requires from the systems engineering process. Also discussed is the safety that the system provides to other subfunctions of systems engineering.
Two applications of optimal stochastic filters to navigation systems are described. The first is an air navigation system consisting of an inertial device (INS) and a Loran, plus an altimeter. The second is an application to a system of submarine navigation consisting of an inertial device (SINS) and an Omega plus a depth sensor.
The use of solar electric propulsion as a means of exploring space beyond the reach of ballistic missions was investigated. The method used was to study the application of this new propulsion technology to a future flight project. A 1980 Encke rendezvous mission was chosen because a design successful for Encke could be used for less difficult, but scientifically rewarding, missions. Design points for the mission and for the thrust subsystem were specified. The baseline-vehicle design was defined. A preliminary functional description document for the thrust subsystem was originated. Analyses were performed in support of the design point selection for the SEP-module thrust subsystem to specify parameters, to clarify and optimize the interface requirements, and to assure feasibility of some of the more critical technological aspects of SEP application.

A review of user requirements and updated instrumentation plans are presented for the aircraft tracking and guidance facility at NASA Wallops Station. User demand has increased as a result of new flight research programs; however, basic requirements remain the same as originally reported. Instrumentation plans remain essentially the same but with plans for up- and down-link telemetry more firm. With slippages in the laser acquisition schedule, added importance is placed on the FPS-16 radar as the primary tracking device until the laser is available. Limited simulation studies of a particular Kalman-type filter are also presented. These studies simulated the use of the filter in a helicopter guidance loop in a real-time mode. Disadvantages and limitations of this mode of operation are pointed out. Laser eyesafety calculations show that laser tracking of aircraft is readily feasible from the eyesafety viewpoint.
The ODIN system is a new design synthesis procedure for solving multiple discipline design problems. In ODIN an unlimited number of independent technology codes can be linked together in the computer in any desired sequence. This paper describes the ODIN system, the executive program DIALOG, the data management technique, and the program library. The use of ODIN is illustrated with an application drawn from space system studies.

The feasibility of a common Saturn Uranus probe design is studied by considering the extreme atmospheres of both planets and their effects on a Pioneer spacecraft. It seems that approximately 85 percent of existing hardware can be used in an Uranus probe design, assuming that the design entry g level is somewhat reduced from current requirements. Additional development efforts include heat shielding, remotely activated batteries, mass spectrometer optimization, thermal insulation materials and high g packaging concepts.
