Web-Based Weatherization Assistant Getting Started Guide

This guide provides introductory information on how to get started in using the web-based Weatherization Assistant audit tool and running the National Energy Audit Tool, Manufactured Home Energy Audit, Multifamily Tool for Energy Audits, and Health and Safety Audit. For new users, this guideline also outlines how you can create a client and start an audit for that client. The Weatherization Assistant is a family of advanced audit tools designed specifically to help states and local weatherization agencies implement the US Department of Energy (DOE) Weatherization Assistance Program. The Weatherization Assistant is developed and maintained by DOE’s Oak Ridge National Laboratory (ORNL). It applies engineering and economic calculations to assist states and agencies in selecting energy-efficient retrofit measures that meet government criteria for cost effectiveness and that can be installed in homes of low-income families enrolled in the program. The Weatherization Assistant can be used to select and rank measures for individual houses, or to establish a priority list of weatherization measures for nearly identical housing types.

Collaborating with Utilities to Meet Underserved Community Needs: A Guide to Equitable Commercial Solar and Solar + Storage Deployment

Communities of color and low-income populations dedicate a disproportionate amount of their income to pay for energy. They also experience more frequent and prolonged service disruptions, impacting community health and safety. When designed correctly, commercial solar + storage installations have the potential to ameliorate these issues. However, utility programs created to support such installations are frequently underutilized because communities often lack the time and resources needed to access them. Further, historically, few utilities have had the motivation and incentives or experience to account for this barrier. RMI provided process support to Solar Energy Innovation Network teams, and described their experiences in accessing these clean energy resources to support historically underserved communities in our latest report. The report also outlines the roles of key stakeholders (e.g., utilities, building owners, and community organizations) in supporting program delivery and recommended practices to collaborate to meet community needs. The report focuses on commercial solar and solar + storage resources, including solar + storage microgrids. These technologies can offer benefits to communities who do not own their own properties. When designed to act as a "resilience hub," they can also support communities in times of electricity disruption. The report includes a step-by-step guide to collaborating with utilities to implement programs for historically underserved customers. Utilities can support these projects with financing assistance, modernized rate designs, and, in the deployment phase, technical assistance for system design and interconnection.

Mid-IR UAV-based sensing platform with deep learning to Identify and Quantify Gaseous Emission in Gas Flares

This report details the development and evaluation of a Mid-Infrared (Mid-IR) Unmanned Aerial Vehicle (UAV)-based sensing platform integrated with deep learning algorithms for the identification and quantification of gaseous emissions in gas flares. The project, spearheaded by Omega Optics, Inc., aimed to address environmental monitoring challenges by leveraging advanced photonic technologies and autonomous UAV operations. The research focused on designing, optimizing, and fabricating photonic crystal waveguides and grating couplers to enhance the sensitivity and accuracy of gas detection. A comprehensive drone-based system was developed, featuring a miniaturized sensor, GPS module, and microcontroller communication network for real-time gas concentration monitoring. The system's adaptive sampling algorithm, implemented using the Robot Operating System (ROS), enables autonomous detection and localization of gas emission sources. Preliminary results demonstrate the platform's capability to detect and monitor gas emissions with high precision, cost-effectiveness, and scalability. Future work will expand upon this foundation by introducing 3D wind model-based learning for dynamic environmental conditions and further enhancing the user interface and data processing algorithms to support broader environmental monitoring applications. Overall, this project represents a significant step forward in UAV-based environmental sensing technologies, offering robust solutions for detecting and mitigating the impacts of gaseous emissions on public health and safety.

Consequence Management Cobalt Magnet 2022 Laboratory Analysis: After Action Report

On May 16-20, 2022, federal mission partners (e.g., DOE Consequence Management, CDC, FDA, FBI, DHS) as well as integrated state, local, tribal, and territorial governments took part in Cobalt Magnet 22 (CM22), a large-scale, week-long radiological incident exercise in Austin, Texas, that linked several important national assets (National Search Program, Radiological Assistance Program, and Consequence Management [CM] personnel) into a single response effort. The exercise had nine (9) overarching Objectives and an additional 162 associated Critical Tasks for all the participating organizations. In total, 13 National Core Capabilities spanning 5 Mission Areas were represented in the final exercise. This exercise enabled a full range of capabilities to be fielded together and examine the operational connection between major assets, discover any resource shortages associated with conducting multiple mission areas simultaneously or in close succession, and identify any challenges related to leadership. This report summarizes nearly 100 successes and observations provided from players and controllers supporting the LA Division, Fly Away Laboratory (FAL) and Gamma Spectroscopist operations. The observations were categorized to align with the FRMAC programmatic functional areas to consider for future improvements: Logistics, CBRN Responder, Laboratory Analysis, Sampling and Monitoring, Health and Safety, Gamma Spectroscopist Operations, Fly Away Laboratory, and the FRMAC Interdivision Interoperability Group (FIIG).

Abatement Case Study

Radioxenon emissions from industrial sources such as fission based medical isotope production (MIP) facilities and nuclear reactors are generally known to be well below levels of public health and safety concern. However, the global background of radioxenon produced by MIP interferes with nuclear explosion monitoring by the International Monitoring System (IMS) developed for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) (CTBTO, 2024). It was calculated that xenon emissions levels of 5×10 9 Bq/day 133 Xe were low enough to have minimal impact on International Monitoring System (IMS) stations (Bowyer et al, 2013). There are several technologies currently used to abate radioactive xenon emissions to meet regulatory release levels, and some alternative methods have been investigated to reduce xenon release levels well below required regulatory levels (Doll et al, 2014, Gueibe, et al, 2014). While MIP producers are sympathetic to the issue of radioxenon interference with IMS monitoring, the cost to implement and maintain additional abatement systems has resulted in limited implementation. Therefore, more cost-effective options for xenon abatement are needed to help reduce the impact of these emissions on nuclear explosion monitoring.
