Man power/cost estimation model: Automated planetary projects

A manpower/cost estimation model is developed which is based on a detailed level of financial analysis of over 30 million raw data points which are then compacted by more than three orders of magnitude to the level at which the model is applicable. The major parameter of expenditure is manpower (specifically direct labor hours) for all spacecraft subsystem and technical support categories. The resultant model is able to provide a mean absolute error of less than fifteen percent for the eight programs comprising the model data base. The model includes cost saving inheritance factors, broken down in four levels, for estimating follow-on type programs where hardware and design inheritance are evident or expected.

Systems cost/performance analysis (study 2.3). Volume 2, appendix A: Data base

Data on selected payload equipments (components) which were collected for the purpose of exercising the systems cost performance model are reported in an appendix. The reader should be aware that, although most of the data are accurate, approximations based on engineering judgment and experience are used wherever actual data were unavailable. The approximations are justified by the objective of the study which was to develop a cost/performance model. Assuming that the model is successfully developed and is accepted for use by a body of users, the data base should be expanded and the approximations replaced by actual data.

Beneficial uses of space

The study elicited over 100 ideas for Space Processing. Of the elicited ideas, more than 20% involved processing of biologicals, or related medical and life sciences applications. Among these were High Purity Separation of Isoenzymes, and Development of Biorhythms applications data. Program planning for four products is outlined. Experimentation and testing resulted in definition of nearly 70 series of tests in ground-based laboratories, sounding rockets, etc., and space shuttle. Development schedules established timing and interrelationships of decisions involved in carrying these products to the point of production. The potential profitability of the four products is determined. Resources needed to achieve full scale production included use of shuttle for transportation, for which cost apportionment model was developed. R and D resources for the four products totalled $46,000,000 with Isoenzymes requiring the smallest expenditure, $4,000,000. A computerized profitability model (INVEST) was used to determine the measures of profitability of each product. Results build confidence that there will be a payoff.

Briefing Materials for Technical Presentations, Volume B: The LACIE Symposium

Tables, charts, and LACIE segments are used to demonstrate the accuracy of estimated crop conditions and yield from 1974 to 1976, and to demonstrate the benefits of meteorological and LANDSAT data. Developments in data acquisition, sampling, and reduction are reviewed. The USDA application test system is highlighted with emphasis on user requirements, technology transfer, data base design, and cost data models for data base operation and management.

Cost analysis of composite fan blade manufacturing processes

The relative manufacturing costs were estimated for large high technology fan blades prepared by advanced composite fabrication methods using seven candidate materials/process systems. These systems were identified as laminated resin matrix composite, filament wound resin matrix composite, superhybrid solid laminate, superhybrid spar/shell, metal matrix composite, metal matrix composite with a spar and shell, and hollow titanium. The costs were calculated utilizing analytical process models and all cost data are presented as normalized relative values where 100 was the cost of a conventionally forged solid titanium fan blade whose geometry corresponded to a size typical of 42 blades per disc. Four costs were calculated for each of the seven candidate systems to relate the variation of cost on blade size. Geometries typical of blade designs at 24, 30, 36 and 42 blades per disc were used. The impact of individual process yield factors on costs was also assessed as well as effects of process parameters, raw materials, labor rates and consumable items.

Use of COSMIC NASTRAN in a Design Department

Application of COSMIC NASTRAN to product development in a design department requires low cost, rapid model construction and interactive evaluation of results. The NASTRAN processor is described that meets these requirements by automating many of the modeling activities.

US long distance fiber optic networks: Technology, evolution and advanced concepts. Volume 2: Fiber optic technology and long distance networks

The study projects until 2000 the evolution of long distance fiber optic networks in the U.S. Volume 1 is the Executive Summary. Volume 2 focuses on fiber optic components and systems that are directly related to the operation of long-haul networks. Optimistic, pessimistic and most likely scenarios of technology development are presented. The activities of national and regional companies implementing fiber long haul networks are also highlighted, along with an analysis of the market and regulatory forces affecting network evolution. Volume 3 presents advanced fiber optic network concept definitions. Inter-LATA traffic is quantified and forms the basis for the construction of 11-, 15-, 17-, and 23-node networks. Using the technology projections from Volume 2, a financial model identifies cost drivers and determines circuit mile costs between any two LATAs. A comparison of fiber optics with alternative transmission concludes the report.

Optical technologies for space communication systems; Proceedings of the Meeting, Los Angeles, CA, Jan. 15, 16, 1987

The conference presents papers on optical communications in space, diode laser transmitters, lasercom link transmission characteristics, lasercom systems and technologies, high frequency optical components, and optically controlled phased array antennas. Particular attention is given to a deep space optical communications development program, 0.87-micron CSP diode lasers for spaceborne communications, performance measurements of a diode laser optical communications link with Q = 4 PPM signaling, the optical communications link design for the tracking and data acquisition system, and a cost-performance model for ground-based optical communications receiving telescopes. Other topics include optoelectronic componentry for the direct transmission of microwave signals over optical fiber, applications of monolithic detectors, and optical control considerations for phased array antennas.

Design challenges for tomorrow's manned launch systems

This paper attempts to capture some of the technical and national challenges facing the design of America's next manned launch system (MLS). There are three basic paths for pursuing tomorrow's MLS; each with variations. Some characteristics that will be sought regardless of the concept selected include low development (or front-end) and life-cycle costs, safety, operability, availability, and a host of other 'ilities'. In order to discriminate among the concepts, a robust design environment and a variety of new and improved analysis tools are needed that produce critical metrics in a timely, efficient manner from a large study space. This paper presents some of the challenges in development, integration, and application of optimization, costing, operations modeling, and several engineering disciplinary tools including geometry modeling, structures, aerodynamics/aeroheating, and trajectory/performance.

The alignment-distribution graph

Implementing a data-parallel language such as Fortran 90 on a distributed-memory parallel computer requires distributing aggregate data objects (such as arrays) among the memory modules attached to the processors. The mapping of objects to the machine determines the amount of residual communication needed to bring operands of parallel operations into alignment with each other. We present a program representation called the alignment distribution graph that makes these communication requirements explicit. We describe the details of the representation, show how to model communication cost in this framework, and outline several algorithms for determining object mappings that approximately minimize residual communication.

Evaluating the cost effectiveness of environmental projects: Case studies in aerospace and defense

Using the replacement technology of high pressure waterjet decoating systems as an example, a simple methodology is presented for developing a cost effectiveness model. The model uses a four-step process to formulate an economic justification designed for presentation to decision makers as an assessment of the value of the replacement technology over conventional methods. Three case studies from major U.S. and international airlines are used to illustrate the methodology and resulting model. Tax and depreciation impacts are also presented as potential additions to the model.
