New NASA SEE LEO Spacecraft Charging Design Guidelines: How to Survive in LEO Rather than GEO

It has been almost two solar cycles since the GEO Guidelines of Purvis et al (1984) were published. In that time, interest in high voltage LEO systems has increased. The correct and conventional wisdom has been that LEO conditions are sufficiently different from GEO that the GEO Guidelines (and other GEO and POLAR documents produced since then) should not be used for LEO spacecraft. Because of significant recent GEO spacecraft failures that have been shown in ground testing to be likely to also occur on LEO spacecraft, the SEE program commissioned the production of the new LEO Spacecraft Charging Design Guidelines (hereafter referred to as the LEO Guidelines). Now available in CD-ROM form, the LEO Guidelines highlight mitigation techniques to prevent spacecraft arcing on LEO solar arrays and other systems. We compare and contrast the mitigation techniques for LEO and GEO in this paper. We also discuss the extensive bibliography included in the LEO Guidelines, so results can be found in their primary sources.

Leo Spacecraft Charging Design Guidelines: A Proposed NASA Standard

Over the past decade, Low Earth Orbiting (LEO) spacecraft have gradually required ever-increasing power levels. As a rule, this has been accomplished through the use of high voltage systems. Recent failures and anomalies on such spacecraft have been traced to various design practices and materials choices related to the high voltage solar arrays. NASA Glenn has studied these anomalies including plasma chamber testing on arrays similar to those that experienced difficulties on orbit. Many others in the community have been involved in a comprehensive effort to understand the problems and to develop practices to avoid them. The NASA Space Environments and Effects program, recognizing the timeliness of this effort, commissioned and funded a design guidelines document intended to capture the current state of understanding. This document, which was completed in the spring of 2003, has been submitted as a proposed NASA standard. We present here an overview of this document and discuss the effort to develop it as a NASA standard.

Minnowbrook IV: 2003 Workshop on Transition and Unsteady Aspects of Turbomachinery Flows

On August 17 to 20, 2003, over 40 attendees participated in a workshop entitled "Minnowbrook IV.2003 Workshop on Transition and Unsteady Aspects of Turbomachinery Flows. Earlier themes focused on improving the understanding of late stage (final breakdown) of boundary layer transition. The specific engineering application of improving design codes for turbomachinery was encouraged by the attendance of representatives from gas turbine manufacturers. Written papers were not requested. Abstracts and copies of figures were the only written record of the workshop aside from specifically commissioned transcriptions of a workshop summary and the extensive working group reports, discussions, and summary that followed on the final morning of the workshop.

SIAM-SERVIR: An Environmental Monitoring and Decision Support System for Mesoamerica

In 2002/2003 NASA, the World Bank and the United States Agency for International Development (USAID) joined with the Central American Commission for Environment and Development (CCAD) to develop an advanced decision support system for Mesoamerica (named SERVIR) as part of the Mesoamerican Environmental Information System (SIAM). Mesoamerica, composed of the seven Central American countries and the five southernmost states of Mexico, make up only a small fraction of the world's land surface. However, the region is home to seven to eight percent of the planet's biodiversity (14 biosphere reserves, 31 Ramsar sites, 8 world heritage sites, 589 protected areas) and 45 million people including more than 50 different ethnic groups. Today Mesoamerica's biological and cultural diversity is severely threatened by extensive deforestation, illegal logging, water pollution, and uncontrolled slash and burn agriculture. Additionally, Mesoamerica's distinct geology and geography result in disproportionate vulnerability to natural disasters such as earthquakes, hurricanes, drought, and volcanic eruptions. NASA Marshall Space Flight Center, together with the University of Alabama in Huntsville (UAH) and the SIAM-SERVIR partners are developing state-of-the-art decision support tools for environmental monitoring as well as disaster prevention and mitigation in Mesoamerica. These partners are contributing expertise in space-based observation with information management technologies and intimate knowledge of local ecosystems to create a system that is being used by scientists, educators, and policy makers to monitor and forecast ecological changes, respond to natural disasters and better understand both natural and human induced effects. In its first year of development and operation, the SIAM-SERVIR project has already yielded valuable information on Central American fires, weather conditions, and the first ever real-time data on red tides. This paper presents the progress thus far in the development of SIAM-SERVIR and the plans for the future.
