The work breakdown structure in software project management

A work breakdown structure (WBS) is defined as an enumeration of all work activities in hierarchic refinement of detail which organizes work to be done into short manageable tasks with quantifiable inputs, outputs, schedules, and assigned responsibilities. Some of the characteristics and benefits of the WBS are reviewed, and ways in which these can be developed and applied in software implementation projects are discussed. Although the material is oriented principally toward new-software production tasks, many of the concepts are applicable to continuing maintenance and operations tasks.

Summary and evaluation of the conceptual design study of a potential early commercial MHD power plant (CSPEC)

The conceptual design study of a potential early commercial MHD power plant (CSPEC) is described and the results are summarized. Each of two contractors did a conceptual design of an approximtely 1000 MWe open-cycle MHD/steam plant with oxygen enriched combustion air preheated to an intermediate temperatue in a metallic heat exchanger. The contractors were close in their overall plant efficiency estimates but differed in their capital cost and cost of electricity estimates, primarily because of differences in balance-of-plant material, contingency, and operating and maintenance cost estimates. One contractor concluded that its MHD plant design compared favorably in cost of electricity with conventional coal-fired steam plants. The other contractor is making such a comparison as part of a follow-on study. Each contractor did a preliminary investigation of part-load performance and plant availability. The results of NASA studies investigating the effect of plant size and oxidizer preheat temperature on the performance of CSPEC-type MHD plants are also described. The efficiency of a 1000 MWe plant is about three points higher than of a 200 MWe plant. Preheating to 1600 F gives an efficiency about one and one-half points higher than preheating to 800 F for all plant sizes. For each plant size and preheat temperature there is an oxidizer enrichment level and MHD generator length that gives the highest plant efficiency.

VTOL as it applies to resource development in the Canadian north

It is pointed out that, for many of the natural resource development projects planned in Canada between now and the end of the century, it may be necessary for the work force to commute to the site by air. Examples of successful operations, including those involving VTOL, are given. A computer program developed for determining the least expensive type of aircraft for commuting to remote projects is described. It is noted that the program can select both fixed-wing and helicopter aircraft types for a specific project, employing such variables as the size and shift schedules of the work force and the commuting distance. Capital and operating costs of existing and proposed aircraft types, as well as groundside infrastructure operations and maintenance costs, are compared for competing aircraft.

Analysis of the economics of photovoltaic-diesel-battery energy systems for remote applications

Computer simulations were conducted to analyze the performance and operating cost of a photovoltaic energy source combined with a diesel generator system and battery storage. The simulations were based on the load demand profiles used for the design of an all photovoltaic energy system installed in the remote Papago Indian Village of Schuchuli, Arizona. Twenty year simulations were run using solar insolation data from Phoenix SOLMET tapes. Total energy produced, energy consumed, operation and maintenance costs were calculated. The life cycle and levelized energy costs were determined for a variety of system configurations (i.e., varying amounts of photovoltaic array and battery storage).

Rail transit fare collection: Policy and technology assessment

The impact of fare policies and fare structure on the selection of equipment was investigated, fare collection systems are described, hardware and technology related problems are documented, and the requirements of a fare collection simulation model are outlined. Major findings include: (1) a wide variation in the fare collection systems and equipment, caused primarily by historical precedence; (2) the reliability of AFC equipment used at BART and WMATA discouraged other properties from considering use of similar equipment; (3) existing equipment may not meet the fare collection needs of properties in the near future; (4) the cost of fare collection operation and maintenance is high; and (5) the relatively small market in fare collection equipment discourages new product development by suppliers. Recommendations for fare collection R&D programs include development of new hardware to meet rail transit needs, study of impacts of alternate fare policies increased communication among policymakers, and consensus on fare policy issues.

New Directions: 1982-2000

The major objective of the Deep Space Network in the period 1983-2000 is the fulfillment of the extremely diverse telecommunications requirements of the known and anticipated users. Deep space exploration projects will continue to occupy a dominant role, although in the mid-1980s, with the completion of the Networks Consolidation Program, high Earth orbiter projects will become substantial users of the Network. Also playing an increasingly important role in the Network of the next decade will be non-flight projects, such as Geodynamics, Radio Astronomy, Radar Astronomy, and the Search for Extraterrestrial Intelligence (SETI). The major challenge in meeting the primary Network objective of the next decade will be that of providing increased performance as required by users at costs which can be borne by NASA in an environment of limited resources. Emphasis will be on increased commonality, flexibility, and automation to reduce maintenance and operations costs, and lower mission costs.

A flight test of laminar flow control leading-edge systems

NASA's program for development of a laminar flow technology base for application to commercial transports has made significant progress since its inception in 1976. Current efforts are focused on development of practical reliable systems for the leading-edge region where the most difficult problems in applying laminar flow exist. Practical solutions to these problems will remove many concerns about the ultimate practicality of laminar flow. To address these issues, two contractors performed studies, conducted development tests, and designed and fabricated fully functional leading-edge test articles for installation on the NASA JetStar aircraft. Systems evaluation and performance testing will be conducted to thoroughly evaluate all system capabilities and characteristics. A simulated airline service flight test program will be performed to obtain the operational sensitivity, maintenance, and reliability data needed to establish that practical solutions exist for the difficult leading-edge area of a future commercial transport employing laminar flow control.

The effect of matrix properties and fiber properties on impact failure mechanics

The low-velocity impact problem in graphite/epoxy composite sheets must be solved before large amounts of that material can be used in commercial aircraft. Many of the low-velocity impacts that affect aircraft parts occur during normal ground operations and maintenance. Service equipment and tools have masses above 1 kg, and at velocities of less than 3 m/s can impact structural parts with energies higher than composites can endure without degradation of stiffness or strength. Simple solutions were developed for large-mass, low-velocity impacts which can be modeled as quasi-static events. Static test data and impact data show that the fiber properties control the impact energy which can be absorbed before penetration. Matrix shear strength and peel resistance control the extent of delamination. Comparison of results from tough matrix and brittle matrix composites show that although tough matrices reduce the extent of delamination, they lead to more fiber damage in the contact area.

Environmental, health and safety assessment of photovoltaics

The environmental, health, and safety (E, H and S) concerns associated with the fabrication, deployment, and decommissioning of photovoltaic (PV) systems in terrestial applications are identified and assessed. Discussion is limited to crystalline silicon technologies. The primary E, H, and S concerns that arise during collector fabrication are associated with occupational exposure to materials of undetermined toxicity or to materials that are known to be hazardous, but for which process control technology may be inadequate. Stricter exposure standards are anticipated for some materials and may indicate a need for further control technology development. Minimizing electric shock hazards is a significant concern during system construction, operation and maintenance, and decommissioning.
