Office of university affairs management information system: Users guide and documentation

Data on the NASA-University relationship are reported that encompass research in over 600 schools through several thousand grants and contracts. This user-driven system is capable of producing a variety of cyclical and query-type reports describing the total NASA-University profile. The capabilities, designed as part of the system, require a minimum of user maintenance in order to ensure system efficiency and data validity to meet the recurrent Statutory and Executive Branch information requirements as well as ad hoc inquiries from NASA general management, Congress, other Federal agencies, private sector organizations, universities and individuals. The data base contains information on each university, the individual projects and the financial details, current and historic, on all contracts and grants. Complete details are given on the system from its unique design features to the actual steps required for daily operation.

2024 OES-Environmental 2024 State of the Science Report, Chapter 8: Marine Renewable Energy Data and Information Systems

As the marine renewable energy (MRE) sector grows, large amounts of environmental and technical data and information are being collected. When these data and information are openly available, they can be used to guide research and development, inform responsible siting and consenting of projects, and increase stakeholder understanding through transparency. For example, quality environmental data collected during the siting, consenting, construction, operation, and decommissioning of MRE projects can all play key roles in better characterizing baseline conditions, developing effective monitoring and mitigation strategies, and retiring environmental risks through data transferability (see Chapter 6). Ensuring that these data and information are easily discoverable and accessible will help the MRE sector make informed decisions and coexist in an increasingly busy ocean environment.

The NASA Scientific and Technical Information System: Its scope and coverage

Subjects of scientific and technical documents considered for inclusion in NASA's information bank are broadly summarized under the various categories used in Scientific and Technical Aerospace Reports and International Aerospace Abstracts. A general definition of each category is followed by a list of the aspects of each subject which are of exhaustive, selective, or negative interest because of their relevance to aerospace science and technology and to other NASA projects.

Alternative Techniques for Testing A Highway Information Systems

The highway transport system as contrasted with other modes of transportation is quite unique in that the users of the system are responsible for the guidance and control functions of the vehicle. Research has shown that improved forms of motorist information, such as highway signs and markings, can enhance the predictability and reliability of the driving task. Test and evaluation of promising new concepts in motorist information must preceed widespread endorsement and implementation on our highway system. This paper reviews the merits and limitations of presently available human factor research techniques--laboratory, instrumented vehicle and traffic performance studies on operational facilities--for evaluating the efficacy of motorist information concepts. Specific examples are given to demonstrate the utility and the interrelationships of the alternative research techniques and there is a discussion of the most pressing immediate and future needs for improved highway signing and road marking research methodology.

Interfacing remote sensing and geographic information systems for global environmental change research

Because changes in the Earth's environment have become major global issues, continuous, longterm scientific information is required to assess global problems such as deforestation, desertification, greenhouse effects and climate variations. Global change studies require understanding of interactions of complex processes regulating the Earth system. Space-based Earth observation is an essential element in global change research for documenting changes in Earth environment. It provides synoptic data for conceptual predictive modeling of future environmental change. This paper provides a brief overview of remote sensing technology from the perspective of global change research.

Collection and dissemination of TES system information for the paper and pulp industry

A survey of U.S. and international paper and pulp mills using thermal energy storage (TES) systems as a part of their production processes was conducted to obtain sufficient operating data to conduct a benefits analysis encompassing: (1) an energy conservation assessment, (2) an economic benefits analysis, and (3) an environmental impact assessment. An information dissemination plan was then proposed to effectively present the benefits of TES to the U.S. paper and pulp industry.

Synthesis of Eu(HCOO) 3 and $\mathrm{Eu(HCOO)_3}$ • $\mathrm{(HCONH_2)_2}$ crystals and observation of their 5 D 0 → 7 F 0 transition for quantum information systems

Two stoichiometric metal-organic frameworks containing Eu 3+ cations are probed as candidates for photon-based quantum information storage. Synthesis procedures for growing 0.2 mm, rod-shaped Eu(HCOO) 3 and 1–3 mm, rhombohedral $\mathrm{Eu(HCOO)_3}$ • $\mathrm{(HCONH_2)_2}$ single crystals are presented with visible precipitation as soon as 1 h into heating for Eu(HCOO) 3 and 24 h for $\mathrm{Eu(HCOO)_3}$ • $\mathrm{(HCONH_2)_2}$. Room temperature and 1.4 K photoluminescence measurements of the 5 D 0 → 7 F J transitions of Eu 3+ are analyzed for both compounds. Comparisons of peak width and intensity are discussed along with the notable first report for both of the 5 D 0 → 7 F 0 transition, the hyperfine structure of which has potential use in quantum memory applications. Furthermore, the air instability of $\mathrm{Eu(HCOO)_3}$ • $\mathrm{(HCONH_2)_2}$ and the transformation of its photoluminescence properties are discussed.

Application of Radar Data to Remote Sensing and Geographical Information Systems

The field of synthetic aperture radar changed dramatically over the past decade with the operational introduction of advance radar techniques such as polarimetry and interferometry. Radar polarimetry became an operational research tool with the introduction of the NASA/JPL AIRSAR system in the early 1980's, and reached a climax with the two SIR-C/X-SAR flights on board the space shuttle Endeavour in April and October 1994. Radar interferometry received a tremendous boost when the airborne TOPSAR system was introduced in 1991 by NASA/JPL, and further when data from the European Space Agency ERS-1 radar satellite became routinely available in 1991. Several airborne interferometric SAR systems are either currently operational, or are about to be introduced. Radar interferometry is a technique that allows one to map the topography of an area automatically under all weather conditions, day or night. The real power of radar interferometry is that the images and digital elevation models are automatically geometrically resampled, and could be imported into GIS systems directly after suitable reformatting. When combined with polarimetry, a technique that uses polarization diversity to gather more information about the geophysical properties of the terrain, a very rich multi-layer data set is available to the remote sensing scientist. This talk will discuss the principles of radar interferometry and polarimetry with specific application to the automatic categorization of land cover. Examples will include images acquired with the NASA/JPL AIRSAR/TOPSAR system in Australia and elsewhere.

Health-care district management information system plan: Review of operations analysis activities during calendar year 1975 and plan for continued research and analysis activities

Operations research activities developed to identify the information required to manage both the efficiency and effectiveness of the Veterans Administration (VA) health services as these services relate to individual patient care are reported. The clinical concerns and management functions that determine this information requirement are discussed conceptually. Investigations of existing VA data for useful management information are recorded, and a diagnostic index is provided. The age-specific characteristics of diseases and lengths of stay are explored, and recommendations for future analysis activities are articulated. The effect of the introduction of new technology to health care is also discussed.

An information system design for watershed-wide modeling of water loss to the atmosphere using remote sensing techniques

Results are presented of a study intended to develop a general location-specific remote-sensing procedure for watershed-wide estimation of water loss to the atmosphere by evaporation and transpiration. The general approach involves a stepwise sequence of required information definition (input data), appropriate sample design, mathematical modeling, and evaluation of results. More specifically, the remote sensing-aided system developed to evaluate evapotranspiration employs a basic two-stage two-phase sample of three information resolution levels. Based on the discussed design, documentation, and feasibility analysis to yield timely, relatively accurate, and cost-effective evapotranspiration estimates on a watershed or subwatershed basis, work is now proceeding to implement this remote sensing-aided system.
