Definition and preliminary design of the Laser Atmospheric Wind Sounder (LAWS) phase 1. Volume 3: Program cost estimates

Cost estimates for phase C/D of the laser atmospheric wind sounder (LAWS) program are presented. This information provides a framework for cost, budget, and program planning estimates for LAWS. Volume 3 is divided into three sections. Section 1 details the approach taken to produce the cost figures, including the assumptions regarding the schedule for phase C/D and the methodology and rationale for costing the various work breakdown structure (WBS) elements. Section 2 shows a breakdown of the cost by WBS element, with the cost divided in non-recurring and recurring expenditures. Note that throughout this volume the cost is given in 1990 dollars, with bottom line totals also expressed in 1988 dollars (1 dollar(88) = 0.93 1 dollar(90)). Section 3 shows a breakdown of the cost by year. The WBS and WBS dictionary are included as an attachment to this report.

Payload accommodations. Satellite servicing support

The proposed technology studies discussed at the Space Transportation Avionics Symposium in Williamsburg, VA on 7 to 9 November 1989, are discussed. The discussions and findings of the Payload Accommodations Subpanel are also summarized. The major objective of the proposed focused technology development is to develop and demonstrate (ground and flight) autonomous rendezvous, proximity operations, and docking/berthing capabilities to support satellite servicing. It is expected that autonomous rendezvous and docking (AR and D) capabilities will benefit both the users (e.g., satellite developers and operators) and the transportation system developers and operators. AR and D will provide increased availability of rendezvous and docking services by reducing the operational constraints associated with current capabilities. These constraints include specific lighting conditions, continuous space-to-ground communications, and lengthy ground tracking periods. AR and D will provide increased cost efficiency with the potential for reduced propellant expenditures and workloads (flight and/or ground crews). The AR and D operations will be more consistent, allowing more flexibility in the design of the satellite control system and docking/berthing mechanisms.

Interactive orbital proximity operations planning system

An interactive graphical planning system for on-site planning of proximity operations in the congested multispacecraft environment about the space station is presented. The system shows the astronaut a bird's eye perspective of the space station, the orbital plane, and the co-orbiting spacecraft. The system operates in two operational modes: (1) a viewpoint mode, in which the astronaut is able to move the viewpoint around in the orbital plane to range in on areas of interest; and (2) a trajectory design mode, in which the trajectory is planned. Trajectory design involves the composition of a set of waypoints which result in a fuel-optimal trajectory which satisfies all operational constraints, such as departure and arrival constraints, plume impingement constraints, and structural constraints. The main purpose of the system is to present the trajectory and the constraints in an easily interpretable graphical format. Through a graphical interactive process, the trajectory waypoints are edited until all operational constraints are satisfied. A series of experiments was conducted to evaluate the system. Eight airline pilots with no prior background in orbital mechanics participated in the experiments. Subject training included a stand-alone training session of about 6 hours duration, in which the subjects became familiar with orbital mechanics concepts and performed a series of exercises to familiarize themselves with the control and display features of the system. They then carried out a series of production runs in which 90 different trajectory design situations were randomly addressed. The purpose of these experiments was to investigate how the planning time, planning efforts, and fuel expenditures were affected by the planning difficulty. Some results of these experiments are presented.

Exploration of planetesimals by a tripartite tethered spacecraft

Asteroids and comets exert such a small gravitational force that it is not practical to survey them from orbit. One must instead continuously accelerate using maneuvering rockets to move around the surface. A space exploration craft in three parts connected by lightweight cables can survey asteroids and comets, and deploy landers, without requiring the large thrusters and the continuous depletion of fuel required by a single craft. The spacecraft is deployed by spinning up from a compact configuration using low thrust jets, and then maintain surveying orbit without any major expenditure of energy. The triangular tether arrangement is stable, but care must be taken in changing orbits and with deploying and recovering samples, as can be demonstrated with a simple simulation. Even 100 km long tethers occupy a low payload fraction.

Extraction of volatiles and metals from extraterrestrial ores

Extraterrestrial materials, processes, and products were identified which are associated with the production of propellants in space, including the most complete possible conversion of the feedstocks for propellant production into useful products with the minimum feasible expenditure of energy. Laboratory research was identified and begun on several processes that promise very large increases in the mass of useful products at the cost of only modest increases in energy consumption. Processes for manufacturing propellants then become processes for making propellants plus metals and refractories. It is the overall yield of useful materials per unit expended energy that matters, not simply the yield of propellants. Three tasks have been undertaken to date: (1) Literature search and compilation of a dBase 3 data base on space materials processing; (2) Gaseous carbonyl extraction and purification of ferrous metals; and (3) Characterization of lunar ilmenite and its simulants.

Personnel Launch System definition

A lifting-body Personnel Launch System (PLS) is defined for assured manned access to space for future U.S. space missions. The reusable craft described is configured for reliable and safe operations, maintainability, affordability, and improved operability, and could reduce life-cycle costs associated with placing personnel into orbit. Flight simulations show the PLS to be a very flyable vehicle with very little control and propellant expenditure required during entry. The attention to crew safety has resulted in the design of a system that provides protection for the crew throughout the mission profile. However, a new operations philosophy for manned space vehicles must be adopted to fully achieve low-cost, manned earth-to-orbit transportation.

Reactionless orbital propulsion using tether deployment

Examples of tether propulsion in orbit without the use of reaction mass are discussed. These include (1) using tether extension to reposition a satellite in orbit without fuel expenditure by extending a mass on the end of the tether; (2) using a tether for eccentricity pumping to add energy to the orbit for boosting and orbital transfer; and (3) length modulation of a spinning tether to transfer angular momentum between the orbit and tether spin, thus allowing changes in orbital angular momentum.

In flight demonstration of mass property identification and jet plume interaction on the AeroAssist Flight Experiment

Algorithms have been developed for in-flight demonstration of spacecraft mass, center of mass, and inertia matrix which autonomously measure mass properties as they change in-flight due to consumable expenditures, payload deployment/retrieval, and docking. The testing of these algorithms can be conducted by means of a mass-properties estimator, which is a second-order nonlinear filter resembling an extended Kalman filter. The AeroAssist Flight Experiment, which will demonstrate the use of the earth's atmosphere to assist orbital changes, will carry the Rarefied-flow Aerodynamic Measurement Experiment (RAME); data taken by RAME will be used by the mass-properties estimator to ascertain spacecraft mass properties, and estimates from this filter will be compared to predicted values of the mass properties to validate the estimator.

Satellite relocation by tether deployment

Several new uses of satellite tethers are discussed, including: (1) using tether extension to reposition a satellite in orbit without fuel expenditure by extending a mass on the end of a tether; (2) using a tether for energy storage to power the satellite during eclipse; and (3) using a tether for eccentricity pumping to correct perturbations in the orbit and as a means of adding energy to the orbit for boosting and orbital transfer.

An airfoil design method for viscous flows

An airfoil design procedure is described that has been incorporated into an existing two-dimensional Navier-Stokes airfoil analysis method. The resulting design method, an iterative procedure based on a residual-correction algorithm, permits the automated design of airfoil sections with prescribed surface pressure distributions. This paper describes the inverse design method and the technique used to specify target pressure distributions. An example airfoil design problem is described to demonstrate application of the inverse design procedure. It shows that this inverse design method develops useful airfoil configurations with a reasonable expenditure of computer resources.

Influence of eccentric actions on the metabolic cost of resistance exercise

The contributions of concentric (con) and eccentric (ecc) muscle actions are evaluated with respect to increasing the metabolic cost of resistance exercise. Male subjects perform leg exercise with either con and ecc actions or only con actions while the net energy cost of the exercise is measured by oxygen consumption data. In both groups, the con actions require 290 J/kg body weight of total work, with an energy cost of 0.003 cal/J. The energy costs for the con/ecc actions of the second group is increased by 14 percent. The metabolic cost of leg exercise is concluded to be primarily generated by the con leg actions, and ecc leg actions increase the resistance with only a slight increase in required energy. The findings are significant for practical applications that emphasize the conservation of energy expenditure during exercise in spacecraft environments.

A minimum propellant solution to an orbit-to-orbit transfer using a low thrust propulsion system

The Space Exploration Initiative is considering the use of low thrust (nuclear electric, solar electric) and intermediate thrust (nuclear thermal) propulsion systems for transfer to Mars and back. Due to the duration of such a mission, a low thrust minimum-fuel solution is of interest; a savings of fuel can be substantial if the propulsion system is allowed to be turned off and back on. This switching of the propulsion system helps distinguish the minimal-fuel problem from the well-known minimum-time problem. Optimal orbit transfers are also of interest to the development of a guidance system for orbital maneuvering vehicles which will be needed, for example, to deliver cargoes to the Space Station Freedom. The problem of optimizing trajectories for an orbit-to-orbit transfer with minimum-fuel expenditure using a low thrust propulsion system is addressed.

The objectives of the program are: (1) to further the professional knowledge of qualified engineering and science faculty members; (2) to stimulate an exchange of ideas between participants and NASA; (3) to enrich and refresh the research and teaching activities of participant's institutions; and (4) to contribute to the research objectives of the NASA Centers. A compilation of the final reports on the research projects done by the faculty fellows during the summer of 1991 are presented. Some of the topics covered include: collision avoidance for rover vehicles, bioinstrumentation, neural nets, total quality management of flexible space structures, project scheduling, nondestructive tests, orthostatic intolerance to bedrest, hypersonic reentry simulation, measuring human energy expenditure, tribological models, trace element movement in Anarctic ice, gastrointestinal function, and computer assisted instruction.

The use of artificial intelligence techniques to improve the multiple payload integration process

A maximum return of science and products with a minimum expenditure of time and resources is a major goal of mission payload integration. A critical component then, in successful mission payload integration is the acquisition and analysis of experiment requirements from the principal investigator and payload element developer teams. One effort to use artificial intelligence techniques to improve the acquisition and analysis of experiment requirements within the payload integration process is described.

Building the Scientific Modeling Assistant: An interactive environment for specialized software design

The construction of scientific software models is an integral part of doing science, both within NASA and within the scientific community at large. Typically, model-building is a time-intensive and painstaking process, involving the design of very large, complex computer programs. Despite the considerable expenditure of resources involved, completed scientific models cannot easily be distributed and shared with the larger scientific community due to the low-level, idiosyncratic nature of the implemented code. To address this problem, we have initiated a research project aimed at constructing a software tool called the Scientific Modeling Assistant. This tool provides automated assistance to the scientist in developing, using, and sharing software models. We describe the Scientific Modeling Assistant, and also touch on some human-machine interaction issues relevant to building a successful tool of this type.

CSM solutions of rotating blade dynamics using integrating matrices

The dynamic behavior of flexible rotating beams continues to receive considerable research attention as it constitutes a fundamental problem in applied mechanics. Further, beams comprise parts of many rotating structures of engineering significance. A topic of particular interest at the present time involves the development of techniques for obtaining the behavior in both space and time of a rotor acted upon by a simple airload loading. Most current work on problems of this type use solution techniques based on normal modes. It is certainly true that normal modes cannot be disregarded, as knowledge of natural blade frequencies is always important. However, the present work has considered a computational structural mechanics (CSM) approach to rotor blade dynamics problems in which the physical properties of the rotor blade provide input for a direct numerical solution of the relevant boundary-and-initial-value problem. Analysis of the dynamics of a given rotor system may require solution of the governing equations over a long time interval corresponding to many revolutions of the loaded flexible blade. For this reason, most of the common techniques in computational mechanics, which treat the space-time behavior concurrently, cannot be applied to the rotor dynamics problem without a large expenditure of computational resources. By contrast, the integrating matrix technique of computational mechanics has the ability to consistently incorporate boundary conditions and 'remove' dependence on a space variable. For problems involving both space and time, this feature of the integrating matrix approach thus can generate a 'splitting' which forms the basis of an efficient CSM method for numerical solution of rotor dynamics problems.

A lunar orbiting Node in support of missions to Mars

A conceptual design study yielded an approximate size for the platform needed to support typical oxygen-transfer rates which were based upon NASA studies of Mars missions. The Node consists of a gravity gradient stabilized lunar orbiting tank-farm with a storage capacity of 100,000 kg of lunar oxygen, 3300 kg of lunar cargo, and 9300 kg of earth-supplied hydrogen. An emergency-habitat configuration accommodates 14 persons on-board for 110 days. The Node supports an annual lunar oxygen production of 10 exp 6 kg with 220,000 kg of oxygen delivered to earth orbit for an expenditure of 109,000 kg of earth-supplied hydrogen.
