Dosimeter Area Monitoring Program (DAMP) Technical Basis Document

This document provides a technical basis for establishing a Dosimetry-based Area Monitoring Program (DAMP) at Lawrence Livermore National Laboratory (LLNL). A DAMP is part of a comprehensive routine monitoring program and provides information about radiation levels inside and outside of Radiologically-Controlled Areas (RCAs). The routine, hand-held radiation survey program driven by the Health Physics Discipline Action Plan (HP-DAP) helps to ensure radiological conditions within RCAs are well-characterized and routinely monitored; however, such surveys are a snapshot in time, whereas area monitoring dosimeters (AMDs) continuously monitor radiation doses in the areas where they are installed. Together, data from the hand-held radiation surveys and the DAMP provides a comprehensive picture of radiation environment at LLNL. A DAMP helps to verify the effectiveness of established engineered and administrative controls while documenting that radiation doses in RCAs are below that which requires individual monitoring. This document establishes the basis for determining which model of dosimeter to use, the exchange frequency, the occupancy factor, monitoring locations, and a method for evaluating AMD results.

As the Tank Operations Contractor for U.S. Department of Energy operations at the Hanford site in Washington State, Washington River Protection Solutions (WRPS) is responsible for managing highly radioactive wastes stored in tanks at Hanford. WRPS tests air-purifying respirator (APR) and powered air-purifying respirator (PAPR) chemical cartridges commonly used by workers at Hanford Tank Farms to determine the period of time that the cartridges would provide adequate performance for APRs and PAPRs used to protect workers when exposed to a mixture of Chemicals of Potential Concern (COPC) from any vapors exiting headspaces in the storage tanks. The Occupational Safety and Health Administration (OSHA) Standard promulgated in Title 29 of the Code of the Federal Regulations (CFR) 1910.134(d)(3)(iii)(b)(2) specifies that for protection against gases and vapors, employers shall implement a schedule for cartridges to ensure that change-outs occur before the end of service life. The change schedule can be based on objective information or data that ensures cartridge change-outs occur before the end of their service life. The primary function of the WRPS Cartridge Test Program is to obtain objective data to determine service lives for the APR and PAPR cartridges used at Hanford Tank Farms. WRPS contracted with Pacific Northwest National Laboratory to analyze the test data and offer an independent analysis and any recommendations. This report summarizes data analysis of APR and PAPR cartridge testing on BY-110 and BY-108 headspace vapors, respectively. Two different APR cartridges from SCOTT Safety (Monroe, North Carolina) were assessed for the BY-110 headspace vapors, and two different PAPR cartridges—one from MSA Safety Inc. (Pittsburgh, Pennsylvania) and another from 3M (Maplewood, Minnesota)—were assessed for the BY-108 headspace vapors. Volume 1 of this report documents the testing, data analysis, results, conclusions, and recommendations resulting from the cartridge testing of vapors from the BY-110 and BY-108 headspaces. Volume 2 provides an introduction to the raw data, including analytical laboratory analysis results that supported the analysis and conclusions documented in Volume 1.

Evaluating integration and performance of containerized climate applications on a Hewlett Packard Enterprise Cray system

Containers have taken over large swaths of cloud computing as the most convenient way of packaging and deploying applications. The features that containers offer for packaging and deploying applications translate to high performance computing (HPC) as well. At The National Oceanic and Atmospheric Administration, containers provide an easy way to build and distribute complex HPC applications, allowing faster collaboration, portability, and experiment computer environment reproducibility amongst the scientific community. The challenge arises when applications rely on message passing interface (MPI). This necessitates investigation into how to properly run these applications with their own unique requirements and produce performance on par with native runs. We investigate the MPI performance for benchmarks and containerized climate models for various containers covering selection of compiler and MPI library combinations from the Cray provided programming environments on the Cray XC supercomputer GAEA. Performance from the benchmarks and the climate models shows that for the most part containerized applications perform on par with the natively built applications when the system optimized Cray MPICH libraries are bound into the container, and the hybrid model containers have poor performance in comparison. We also describe several challenges and our solutions in running these containers, particularly challenges with heterogeneous jobs for the containerized model runs.

Defining Wind Energy Experience

Since 2015, the U.S. wind installed capacity has grown from 73 to over 120 gigawatts, creating jobs across many sectors and educational levels. The growth of the wind workforce will need to continue to meet the goal of 20% wind by 2030, as well as the Biden administration's goals to reduce greenhouse gas pollution by 2030, reach 100% carbon-free electricity by 2035, and achieve net-zero greenhouse gas emissions no later than 2050. Despite the needed and anticipated growth, there are challenges to meeting this demand. Research has consistently shown that it has been a challenge finding qualified applicants for open wind industry jobs. Between 2012 and 2018, the difficulty of finding qualified applicants increased from 62% to 68% according to industry respondents. In 2017, educational institutions and training programs reported that 67% of their students did not enter the wind energy industry. Research conducted in 2020 showed that 83% of interested workers had some or great difficulty finding job opportunities. In exploring reasons for this gap, the researchers found that challenges were primarily influenced by education, experience, and geography. This difficulty for wind industry employers, educational institutions, and the potential workforce is known as the "wind energy workforce gap." This report further investigates the experience aspect of this gap.

Integration of the NCRC Database and Other INL Databases

The Nuclear Computational Resource Center provides a portal by which industry professionals, educational staff, students, national laboratory employees, and others may request access to certain engineering software tools. As the tools provided through the Nuclear Computational Resource Center portal are not open-source and freely available, a set of approvals are necessary before access is granted. All code recipients must be associated with an institution that has a license with Idaho National Laboratory for the code requested. Information about these licenses is controlled by Idaho National Laboratory’s Technology Deployment organization and housed in a Technology Deployment database. Those requesting code access who are not citizens of the United States must also have a security plan, mandated by Idaho National Laboratory policy. Security plans are managed by the International Access Program and are stored in an International Access Program database known as IFacts. Granting access to software thus depends on information stored in the Technology Deployment database and IFacts. In the past, no connection between the Nuclear Computational Resource Center portal and these databases existed, making checking the status of license agreements and security plans time consuming and error prone. This report demonstrates that the Nuclear Computational Resource Center portal now connects to both the Technology Deployment database and IFacts, greatly improving the ease of use of the Nuclear Computational Resource Center system for administrators, which leads to a better overall experience for those requesting code access.

HiFiPDV2 v. 2

SAND2024-01061O The HiFiPDV-2 software is similar to other photonic Doppler velocimetry (PDV) analysis codes in that it converts signals from intensity-time space to frequency-time space using a short-time Fourier transform (STFT). It then analyzes peaks of the resulting power spectral density information to extract the velocity-time history. The unique aspects of HiFiPDV and HiFiPDV-2 are that this reduction process is repeated for an array of reasonable STFT input variables. The resulting population distribution of output velocity-time histories is evaluated to determine the most likely velocity history and its associated uncertainty. This uncertainty is defined as the systematic uncertainty of the PDV signal as it is a function of input values to the reduction process. The HiFiPDV-2 program brings new functionality and efficiency to these calculations—most notably significant reductions in memory usage and calculation times, the ability to evaluate frequency-shifted signals, and the ability to filter out baseline signals. Developers recommend that users have at least 2 GB of RAM per CPU core in their system.
