Enforcing central processing unit quality of service guarantees when servicing accelerator requests

Systems, apparatuses, and methods for enforcing processor quality of service guarantees when servicing system service requests (SSRs) are disclosed. A system includes a first processor executing an operating system and a second processor executing an application which generates SSRs for the first processor to service. The first processor monitors the number of cycles spent servicing SSRs over a previous time interval, and if this number of cycles is above a threshold, the first processor starts delaying the servicing of subsequent SSRs. In one implementation, if the previous delay was non-zero, the first processor increases the delay used in the servicing of subsequent SSRs. If the number of cycles is less than or equal to the threshold, then the first processor services SSRs without delay. As the delay is increased, the second processor begins to stall and its SSR generation rate falls, reducing the load on the first processor.

Electric Access System Enhancement (EASE): Assessment of a Distributed Energy Resource Management System for Enabling Dynamic Hosting Capacity

The Electric Access System Enhancement (EASE) project demonstrated a scalable, interoperable, and cost-effective means of integrating high penetration of distributed energy resources (DERs). The control architecture developed leveraged a Distributed Energy Resource Management System, Distribution System Operator for transacting energy, and 3rd Party DER Aggregator platform. The project identified ways to enhance the customer interconnection process to the grid and improve access to information from DERs and optimize the usage of DERs to provide energy services in a simulated day-ahead shadow market while maintain grid reliability. By integrating these capabilities into a scalable system of systems, the DSO can effectively balance DER generation and customer demand on the distribution network. This capability allows the grid to host more DER than traditionally possible on wires alone. Hosting more DER has the added benefit of supplying increased demand growth, sometimes beyond the capacity limits of the distribution network itself. This is known as a dynamic hosting capacity, which could help utilities manage the forecasted growth in electricity demand as California switch to electric vehicles and appliances. This could help to establish energy storage and PV generation as a “pseudo firm” generation resource mix if managed appropriately and provide sufficient resource adequacy for distribution capacity upgrade deferrals.

Identifying Adversarial Cyber-Activity in Operational Technology Environments Using Bayesian Networks

Critical infrastructure and other operational technology (OT) environments face increasing cybersecurity risks from adversarial behavior. This paper describes the development of a risk model using a Bayesian network to enhance the comprehension of observable cyber events caused by malicious activity in OT environments. The core of the Bayesian network is a process model that describes the stages of adversary behavior. The remainder of the model is based on the MITRE ATT&CK® for Industrial Control Systems (ICS) taxonomy, which includes tactics and techniques that may be used by the adversary. The observables provide evidence for adversary behavior through the intermediary technique and tactic nodes. One challenge in constructing this model is a lack of open-source data from cyber-attacks on OT systems. This paper discusses learning from limited data, the elicitation of expert opinion to construct the conditional probability tables when data is scarce, and the refinement of the most difficult conditional probabilities tables using several forms of sensitivity analyses. Finally, the Bayesian network is demonstrated using two historical case studies: the DarkSide ransomware attack on the Colonial Pipeline and the destructive cyberattack targeting the ThyssenKrupp blast furnace. Verification of Spent Fuel Inside Dry Storage Casks by Cask Top Fast Neutron Mapping (FY2023 Mid-Year Report)

This project is developing a prototype scanner array verification system for detection of missing fuel assemblies in spent-fuel storage casks. The prototype consists of six fast-neutron scintillator detectors mounted to a linear actuator frame that is placed on the top of a spent fuel cask to scan across all fuel assembly positions. The scanner array was assembled and tested at LLNL in FY2022. A field test schedule has been requested at the Idaho National Laboratory (INL) Cask Farm site for FY2023. Note that the Cask Farm contractor determines this scheduling and not INL directly. Further system automation will be designed and implemented with the goal of obtaining a level of system operation that meets IAEA needs. This includes integration of the scanner array and data-acquisition control software into a single interface for operator use. In addition, commercial operators and the IAEA may have special requirements for portability, shipping, lifting, and installation. Prior to the Field Test at INL, the system will be operated at LLNL to exercise lifting procedure and linear actuators, monitor stability of detector energy and pulse-shape discrimination calibration, and test system software integration efforts. Following the Field Test, we will present results and discuss the technology with the IAEA. We will incorporate additional improvements to the system based on lessons learned from the field test and feedback from the IAEA. If successful, the technology can be transferred to the IAEA or other stakeholders for assessment.

Flexibility Auctions: A Framework for Managing Imbalance Risk

As the electricity generated by variable resources grows, system operators and variable resources have to manage challenging imbalances between forward and real-time markets. The Flexibility Auction is a novel approach for managing imbalances as it will allow resources with imbalance risk to hedge their production by buying flexibility options. The flexibility options are offered by grid-connected resources that can provide physical flexibility. This presentation will focus on the design of the Flexibility Auction, its properties, and how it can complement system-level services such as CAISO's proposed imbalance reserves. The presentation will include simple examples to illustrate the impact of the Flexibility Auction on the market participants and the system's imbalance risk.

Dyno-in-the-Loop: An Innovative Hardware-in-the-Loop Development and Testing Platform for Emerging Mobility Technologies

Today’s transportation is quickly transforming with the nascent advent of connectivity, automation, shared-mobility, and electrification. These technologies will not only affect our safety and mobility, but also our energy consumption, and environment. As a result, it is of unprecedented importance to understand the overall system impacts due to the introduction of these emerging technologies and concepts. Existing modeling tools are not able to effectively capture the implications of these technologies, not to mention accurately and reliably evaluating their effectiveness with a reasonable scope. To address these gaps, a dynamometer-in-the-loop (DiL) development and testing approach is proposed which integrates test vehicle(s), chassis dynamometer, and high fidelity traffic simulation tools, in order to achieve a balance between the model accuracy and scalability of environmental analysis for the next generation of transportation systems. With this DiL platform, a connected eco-operation system for the plug-in hybrid electric bus (PHEB) has been developed and tested, which can optimize the vehicle dynamics (and potentially powertrain control via smart energy management) to reduce the operational energy consumption as well as tailpipe emissions of the target PHEB. The system performance has been evaluated on the DiL platform with respect to a variety of traffic congestion levels. The results have shown that the developed system can save fuel by more than 13% while reducing the electricity consumption by 2% in the test scenarios.

Operational resilience metrics for power systems with penetration of renewable resources

Abstract Modern power grid is evolving towards carbon neutrality by deploying increasing amount of renewable energy resources. However, the impact of renewable generation on power system planning and operation is not sufficiently investigated, especially the capability of renewable penetrated power systems to resist and recover from major disturbances, which is a critical concern for system operators. Novel metrics and evaluation methodologies are needed to depict systems’ ability in response to events caused by natural disasters, and quantitatively evaluate system performance in various time scales. In this paper, operational resilience metrics are proposed for power systems with penetration of renewable energy resources based on transient stability principles. A systematic methodology is proposed to quantitatively assess the evolution of system performance during various stages of the disaster process. Based on the proposed metrics, a resilience‐oriented disaster management strategy is designed and validated using the modified IEEE 39‐bus test system. The simulation results demonstrate the validity of the proposed metrics and strategy, and show that the system resilience is enhanced during the mitigation of fault conditions.

Solar Potential Analysis for the MISO Region

As part of the Minnesota Solar Pathways project, funded in part by the Department of Energy’s Solar Energy Technologies Office, Clean Power Research completed a scenario-based analysis that estimates and optimizes the levelized cost of capacity for high renewables penetrations across the entirety of the Midcontinent Independent System Operator (MISO) region. The analysis concludes that it can be cheaper to overbuild solar + wind and curtail surplus than to store all generation. The analysis described in this report was preceded by an analysis completed in 2018 that used the same modeling framework to optimize generation resources located only in Minnesota.

Minnesota Solar Pathways: Illuminating Pathways to 10% Solar (Final Technical Report)

The Minnesota Solar Pathways project, funded in part by the Department of Energy’s Solar Energy Technologies Office, was a three-year project designed to explore least-risk, best-value strategies for meeting the State of Minnesota’s solar goals. As part of this aim, the Pathways Team modeled renewable generation costs, examined ways to streamline interconnection, and evaluated technologies that can increase solar hosting capacity on the distribution grid. Midway through the project period, the Pathways Team expanded the scope of study using the same modeling framework from the Minnesota Solar Potential Analysis to estimate and compare generation costs for high renewables penetration scenarios across the Midcontinent Independent System Operator (MISO) region. The analysis concludes that it can be cheaper to overbuild solar + wind and curtail surplus than to store all generation. In addition, the analysis of individual MISO subregions compared with the whole region highlights the opportunities of enabling market potential compared with impact of ongoing transmission constraints. Beyond the analysis of future scenarios, the partnerships initiated and supported through this project underscored the ongoing need for work with stakeholders to address key issues, particularly around siting, and leverage symbiotic strategies to meet state goals.

Learning with Adaptive Conservativeness for Distributionally Robust Optimization: Incentive Design for Voltage Regulation: Preprint

Information asymmetry between the Distribution System Operator (DSO) and Distributed Energy Resource Aggregators (DERAs) obstructs designing effective incentives for voltage regulation. To capture this effect, we employ a Stackelberg game-theoretic framework, where the DSO seeks to overcome the information asymmetry and refine its incentive strategies by learning from DERA behavior over multiple iterations. We introduce a model-based online learning algorithm for the DSO, aimed at inferring the relationship between incentives and DERA responses. Given the uncertain nature of these responses, we also propose a distributionally robust incentive design model to control the probability of voltage regulation failure and then reformulate it into a convex problem. This model allows the DSO to periodically revise distribution assumptions on uncertain parameters in the decision model of the DERA. Finally, we present a gradient-based method that permits the DSO to adaptively modify its conservativeness level, measured by the size of a Wasserstein metric-based ambiguity set, according to historical voltage regulation performance. The effectiveness of our proposed method is demonstrated through numerical experiments.

Hybrid Floating Solar Photovoltaics-Hydropower Systems: Benefits and Global Assessment of Technical Potential

Floating solar photovoltaics (FPV) is an emerging, and increasingly viable, application of photovoltaics (PV) in which systems are sited directly on waterbodies. Despite growing market interest, FPV system deployment is nascent, and potential adopters remain concerned about the technology, the benefits it offers, the advantages to pairing it in hybrid systems (such as with hydropower), and how to analyze technical potential. To support decision making, we provide a review of associated benefits of hybrid FPV-hydropower system operation and a novel, geospatial approach to assess the global technical potential of these systems employing publicly available, global datasets. We identify significant potential globally for FPV hybridized with hydropower ranging from 3.0?TW to 7.6?TW (4,251?TWh to 10,616?TWh annual generation), based on the assumptions made. We detail operational benefits that these hybrid systems may provide that could be quantified in future modeling and/or analyses of existing or planned hybrid systems.

BIL GRID-READY WIND: Reliable and Economical Grid Services Design, Implementation, and Demonstration at the Great Pathfinder Wind Power Plant

The GRID-READY WIND project aimed to demonstrate the ability of utility-scale wind power plants (WPPs) to deliver traditional and emerging grid services (GSs) in both grid-following (GFL) and grid-forming (GFM) modes through a centralized control framework, supplemented by local control adjustments at the wind turbine generator as needed. Throughout the project, the team offered recommendations on how the grid services demonstrated with WPPs could be applied to other inverter-based resources (IBRs), such as photovoltaic (PV) systems and battery energy storage systems (BESS), while considering the unique dynamics of these resources arising from their energy generation characteristics. The project sought to enhance the confidence of system operators (SOs) and planners in utilizing WPPs, alongside other IBRs such as PV plants and BESS, to provide essential grid services over extended periods under diverse operating conditions, thereby supporting their integration into the bulk power system.

Preventive Power Outage Estimation Based on A Novel Scenario Clustering Strategy: Preprint

The increasing occurrence of extreme weather events is challenging the power grid operation. In front of the extreme weather, the system operator is responsible for estimating the power outage and scheduling the restoration resources. This paper proposes an outage evaluation framework to identify the possible unserved load profiles, vulnerable areas, and mobile energy adequacy. The predicted vulnerable lines of an outage prediction model tool are utilized to generate numerous faulted line scenarios. Next, each scenario's nodal unserved load profile is obtained by solving a three-phase restoration model that considers the schedule of repair crews and mobile energy resources. Then, a novel scenario clustering strategy is developed to cluster the unserved load profiles into multiple representative ones for straightforward analysis. Finally, case studies on a distribution system evaluate the damage level brought by extreme weather and verify the effectiveness of the proposed scenario clustering strategy.

Experimental Test Bed to Enable Realistic Evaluations for Direct Transfer Trip Relaying via Private Wireless LTE Communications

Increasing penetration levels of inverter-based distributed energy resources (DERs) in distribution systems are creating challenges in system operation. Currently, wired or proprietary wireless communications are used by advanced distribution management systems (ADMS) to detect the state of the system and control the DERs for optimal operation. Wireless communications are an alternative solution that can enable connectivity between the dispersed assets used in distribution system applications. This paper demonstrates an experimental test bed to enable the realistic evaluation of communications system characteristics for direct transfer trip (DTT) relaying of a photovoltaic inverter system using a private 900-MHz spectrum wireless LTE network. Private LTE network communications can be deployed to many remote DERs and other grid-edge devices to prevent costly infrastructure upgrades across distribution systems. In addition, this paper provides a framework for evaluating the impact of signal strength and network traffic in communications systems. The results shown develop a better understanding of the best practices for using LTE communications systems across multiple utility applications, such as protective relaying, voltage regulation, and supervisory control and data acquisition system messages.
