A complete public archive for the Einstein IPC

This report documents progress made in the period 29 September 1992 and 28 September 1993, on the project described in our proposal 'A Complete Public Archive for the Einstein IPC,' which was approved under the Astrophysics Data Program last year. All of the principal first-year objectives were achieved and we expect to continue our efforts over the next two years toward the goal of transferring the entire activity to the HEASARC.

Issues for bringing digital libraries into public use

In much the same way that the field of artificial intelligence produced a cult which fervently believed that computers would soon think like human beings, the existence of electronic books has resurrected the paperless society as a utopian vision to some, an apocalyptic horror to others. In this essay we have attempted to provide realistic notions of what digital libraries are likely to become if they are a popular success. E-books are capable of subsuming most of the media we use today and have the potential for added functionality by being interactive. The environmental impact of having millions more computers will be offset to some degree, perhaps even exceeded, by the fact that televisions, stereos, VCR's, CD players, newspapers, magazines, and books will become part of the computer system or be made redundant. On the whole, large-scale use of digital libraries is likely to be a winning proposition. Whether or not this comes to pass depends on the directions taken by today's researchers and software developers. By involving the public, the effort being put into digital libraries can be leveraged into something which is big enough to make a real change for the better. If digital libraries remain the exclusive property of government, universities, and large research firms, then large parts of the world will remain without digital libraries for years to come, just as they have remained without digital phone service for far too long. If software companies try to scuttle the project by patenting crucial algorithms and using proprietary data formats, all of us will suffer. Let us reverse the errors of the past and create a truly open digital library system.

A strategy for electronic dissemination of NASA Langley technical publications

To demonstrate NASA Langley Research Center's relevance and to transfer technology to external customers in a timely and efficient manner, Langley has formed a working group to study and recommend a course of action for the electronic dissemination of technical reports (EDTR). The working group identified electronic report requirements (e.g., accessibility, file format, search requirements) of customers in U.S. industry through numerous site visits and personal contacts. Internal surveys were also used to determine commonalities in document preparation methods. From these surveys, a set of requirements for an electronic dissemination system was developed. Two candidate systems were identified and evaluated against the set of requirements: the Full-Text Electronic Documents System (FEDS), which is a full-text retrieval system based on the commercial document management package Interleaf, and the Langley Technical Report Server (LTRS), which is a Langley-developed system based on the publicly available World Wide Web (WWW) software system. Factors that led to the selection of LTRS as the vehicle for electronic dissemination included searching and viewing capability, current system operability, and client software availability for multiple platforms at no cost to industry. This report includes the survey results, evaluations, a description of the LTRS architecture, recommended policy statement, and suggestions for future implementations.

A Complete Public Archive for the Einstein Imaging Proportional Counter

Consistent with our proposal to the Astrophysics Data Program in 1992, we have completed the design, construction, documentation, and distribution of a flexible and complete archive of the data collected by the Einstein Imaging Proportional Counter. Along with software and data delivered to the High Energy Astrophysics Science Archive Research Center at Goddard Space Flight Center, we have compiled and, where appropriate, published catalogs of point sources, soft sources, hard sources, extended sources, and transient flares detected in the database along with extensive analyses of the instrument's backgrounds and other anomalies. We include in this document a brief summary of the archive's functionality, a description of the scientific catalogs and other results, a bibliography of publications supported in whole or in part under this contract, and a list of personnel whose pre- and post-doctoral education consisted in part in participation in this project.

Oshkosh Logistic Management and Public Relations Responsibilities at NASA Langley

The central focus of my study for the summer of 1995 was to provide logistical support to Margaret Hunt, the logistics manager of the OSHKOSH airshow. In this capacity responsibilities included making arrangements for participants from NASA centers and SBIR companies for their stay in Wisconsin, while visiting the airshow, and managing staff for exhibits and the aerospace theater. A secondary purpose was to serve in other public service capacities by writing news releases, fact sheets, announcements, and articles for the Researcher News.

An Analysis of MSFC Public Affairs Television and Target Audiences with Suggestions for Future Growth and Directions

Because of profound changes in government and the space program, this may be an ideal time to evaluate MSFC's Public Affairs television efforts. The changes are continued downsizing of government programs; reduction in research and development; changes in the space program from periodic manned launches to a full-time presence in space with Space Station; and greater emphasis on science and communicating science information. At the same time that NASA is undergoing change, the media and society are also undergoing substantial upheaval. Twenty-five years ago, the three main over-the-air television networks (ABC, CBS and NBC) had a 93 share of the television audience. We now have four popular over-the-air networks (ABC, CBS, NBC and Fox) who maintain a 52 percent share of the television audience. Technological development, competition, and changing consumer tastes have created specialized media and audiences. This media fragmentation is part of a normal maturation cycle of use or adoption. While phases in the cycle vary in length due to many factors, the cycle has been consistent and reflects patterns of adoption. The cycle is: (1) Elite Media usage, (2) Popular or Mass Media usage, and (3) Specialized Media usage. Another factor that affects the media development and adoption cycle is the creation of new and competing mass and personal mediums. While television remains the dominant and most popular mass medium, it is declining and we see (via cable television) specialized networks catering to small audience segments. Because of changing technology and consumer behavior, we may not see a dominant mass media like television again.

Education and Public Outreach for MSFC's Ground-Based Observations in Support of the HESSI Mission

A primary focus of NASA is the advancement of science and the communication of these advances to a number of audiences, both within the science research community and outside it. The upcoming High Energy Solar Spectroscopic Imager (HESSI) mission and the MSFC ground-based observing program, provide an excellent opportunity to communicate our knowledge of the Sun, its cycle of activity, the role of magnetic fields in that activity, and its effect on our planet. In addition to ground-based support of the HESSI mission, MSFC's Solar Observatory, located in North Alabama, will involve students and the local education community in its day-to-day operations, an experience which is more immediate, personal, and challenging than their everyday educational experience. Further, by taking advantage of the Internet, our program can reach beyond the immediate community. By joining with Fernbank Science Center in Atlanta, Georgia, we will leverage their almost 30 years'experience in science program delivery in diverse situations to a distance learning opportunity which can encompass the entire Southeast and beyond. This poster will outline our education and public outreach plans in support of the HESSI mission in which we will target middle and high school students and their teachers.

Education and Public Outreach

This Annual Report is a summary of nearly 400 Education and Public Outreach (E/PO) products and activities developed or carried out in FY2000 under NASA's Office of Space Science (OSS) E/PO program. It includes products and activities developed by OSS missions and research programs, innovative space science concepts developed under the Initiative to Develop Education through Astronomy and Space Science (IDEAS) Program, projects initiated under the Minority University Education and Research Partnership Initiative in Space Science, and a number of additional comprehensive or special purpose programs managed by OSS at NASA Headquarters. Taking into account the fact that many of the activities reported involve multiple events that took place in a variety of venues, the total number of E/PO events reported for FY2000 is over 1,500, with events having taken place in all 50 states, the District of Columbia, one US Territory (Guam), and four foreign nations (Australia, Canada, Mexico, and Peru).
