Do LIGO/Virgo Black Hole Mergers Produce AGN Flares? The Case of GW190521 and Prospects for Reaching a Confident Association

The recent report of an association of the gravitational-wave (GW) binary black hole (BBH) merger GW190521 with a flare in the active galactic nuclei (AGNs) J124942.3 + 344929 has generated tremendous excitement. However, GW190521 has one of the largest localization volumes among all of the GW events detected so far. The 90% localization volume likely contains 7400 unobscured AGNs brighter than g ≤ 20.5 AB mag, and it results in a ≳70% probability of chance coincidence for an AGN flare consistent with the GW event. We present a Bayesian formalism to estimate the confidence of an AGN association by analyzing a population of BBH events with dedicated follow-up observations. Depending on the fraction of BBHs arising from AGNs, counterpart searches of $\mathcal{O}(1) - \mathcal{O}(100)$ GW events are needed to establish a confident association, and more than an order of magnitude more for searches without follow-up (i.e., using only the locations of AGN and GW events). Follow-up campaigns of the top ~5% (based on volume localization and binary mass) of BBH events with total rest-frame mass ≥50 M ⊙ are expected to establish a confident association during the next LIGO/Virgo/KAGRA observing run (O4), as long as the true value of the fraction of BBHs giving rise to AGN flares is >0.1. Our formalism allows us to jointly infer cosmological parameters from a sample of BBH events that include chance coincidence flares. Until the confidence of AGN associations is established, the probability of chance coincidence must be taken into account to avoid biasing astrophysical and cosmological constraints.

Physics Prospects for a near-term Proton-Proton Collider

Hadron colliders at the energy frontier offer significant discovery potential through precise measurements of Standard Model processes and direct searches for new particles and interactions. A future hadron collider would enhance the exploration of particle physics at the electroweak scale and beyond, potentially uniting the community around a common project. The LHC has already demonstrated precision measurement and new physics search capabilities well beyond its original design goals and the HL-LHC will continue to usher in new advancements. This document highlights the physics potential of an FCC-hh machine to directly follow the HL-LHC. In order to reduce the timeline and costs, the physics impact of lower collider energies, down to $\sim 50$~TeV, is evaluated. Lower centre-of-mass energy could leverage advanced magnet technology to reduce both the cost and time to the next hadron collider. Such a machine offers a breadth of physics potential and would make key advancements in Higgs measurements, direct particle production searches, and high-energy tests of Standard Model processes. Most projected results from such a hadron-hadron collider are superior to or competitive with other proposed accelerator projects and this option offers unparalleled physics breadth. The FCC program should lay out a decision-making process that evaluates in detail options for proceeding directly to a hadron collider, including the possibility of reducing energy targets and staging the magnet installation to spread out the cost profile.

Prospects for gravitational wave and ultra-light dark matter detection with binary resonances beyond the secular approximation

Precision observations of orbital systems have recently emerged as a promising new means of detecting gravitational waves and ultra-light dark matter, offering sensitivity in new regimes with significant discovery potential. These searches rely critically on precise modeling of the dynamical effects of these signals on the observed system; however, previous analyses have mainly only relied on the secularly-averaged part of the response. We introduce here a fundamentally different approach that allows for a fully time-resolved description of the effects of oscillatory metric perturbations on orbital dynamics. We find that gravitational waves and ultra-light dark matter can induce large oscillations in the orbital parameters of realistic binaries, enhancing the sensitivity to such signals by orders of magnitude compared to previous estimates.

A Prospective Design Method for Nuclear Power: The Evaluation, Requirements, and Goals Outline for Nuclear (ERGON) Method

Human factors researchers at Idaho National Laboratory (INL) have worked on projects spanning control room modernization, operator support systems, visualization design, and novel system creation. These projects demonstrated the need for an explicit design method for nuclear power. Human factors teams found a high standard in the Human Factors Engineering Program Review Model (NUREG-0711) and needed a design methodology which could be successful in gaining approval. Previous work has been synthesized as the Evaluation, Requirements, and Goals Outline for Nuclear (ERGON) method here. Design tasks are broken into four phases: Context and Orientation, Human Factors Review, Prototyping and Evaluation, Iteration and Improvement. ERGON is intended as a flexible and direct design method for many applications in nuclear power. ERGON has been vetted through collaborative research and development with nuclear utilities and as such, the ERGON method can assist utilities to achieve approval from a NUREG-0711 summative evaluation for HSI implementations.

Impurity screening behavior of the high-field side scrape-off layer in near-double-null configurations: prospect for mitigating plasma-material interactions on RF actuators and first-wall components

The impurity screening response of the high-field side (HFS) scrape-off layer (SOL) to localized nitrogen injection is investigated on Alcator C-Mod for magnetic equilibria spanning lower-single null, double-null and upper single null configurations under otherwise identical plasma conditions. L-mode, EDA H-mode and I-mode discharges are investigated. HFS impurity screening is found to depend on magnetic flux balance and the direction of B×?B relative to the most active divertor. Impurity ‘plume’ emission patterns indicate that both parallel and perpendicular (E×B) flows in the SOL contribute to the ‘flushing’ of impurities towards the active divertor, thereby affecting the overall impurity screening behavior. Despite the fact that the HFS scrape-off layer is extremely narrow in near-double-null configurations, this SOL is able to screen locally injected nitrogen at least as effectively as the low-field side (LFS) SOL – up to a factor of 10 more effective, depending on specific plasma conditions and whether the magnetic geometry produces parallel flows that work with or against E×B flows. For situations in which the E×B drift of the impurity ions opposes parallel flow toward the primary divertor, HFS impurity screening is found to be least effective. When E×B drifts assist parallel flow toward the primary divertor, HFS impurity screening is found to be very effective. These data support the idea of placing RF actuators and close-fitting wall components on the high-field side of the tokamak. With this configuration, near-double-null magnetic topologies may be used for active control of plasma parameters at the antenna/plasma interface for optimal RF coupling, mitigate the generation of local impurities from plasma-material interactions and, taking advantage of favorable plasma flows and good screening properties of the HFS SOL, further minimize the impact of wall-born impurity sources on the plasma core.

The Scikit HEP Project -- overview and prospects

Scikit-HEP is a community-driven and community-oriented project with the goal of providing an ecosystem for particle physics data analysis in Python. Scikit-HEP is a toolset of approximately twenty packages and a few "affiliated" packages. It expands the typical Python data analysis tools for particle physicists. Each package focuses on a particular topic, and interacts with other packages in the toolset, where appropriate. Most of the packages are easy to install in many environments; much work has been done this year to provide binary "wheels" on PyPI and conda-forge packages. The Scikit-HEP project has been gaining interest and momentum, by building a user and developer community engaging collaboration across experiments. Some of the packages are being used by other communities, including the astroparticle physics community. An overview of the overall project and toolset will be presented, as well as a vision for development and sustainability.

Feasibility and Prospects of the High Resolution Rapid Refresh Model For Dynamic Line Rating

The ampacity of transmission lines is defined as the maximum amount of current the conductor can safely carry. It is necessary for transmission line operators to apply ampacity limits due to the thermal properties of the conductor. Dynamic Line Rating (DLR) is a technology and technique that uses the environmental conditions or a set of the conditions to calculate the ampacity of the conductor. The way the DLR is calculated has depended upon some amount of physical technology to implement the solution. The High Resolution Rapid Refresh (HRRR) Model is an atmospheric model that may provide enough resolution to perform dynamic line rating without any hardware at all. The objective is to use this model to perform Dynamic Line Rating. This will solve two of the most pervasive problems in Dynamic Line Rating, how to instrument a transmission line hundreds of miles long and then how to predict near future ampacity sufficient for transmission operators to effectively use, This technique will use the Idaho National Laboratory site as the test location for analysis. The High Resolution Rapid Refresh model is a reliable, freely available, and well-maintained weather forecasting model for the entire United States of America. The model provides enough special resolution that additional local weather monitoring devices at location are not necessary to conduct dynamic line rating. The HRRR ratings are lower on average than the locally measured ratings which allows for an additional margin of safety. The adoption of using purely digital methods for dynamic line rating could allow for wide scale adoption of the technology with very little overhead expenditure of implementation.

Current Status and Prospects of Solid-State Batteries as the Future of Energy Storage

Solid-state battery (SSB) is the new avenue for achieving safe and high energy density energy storage in both conventional but also niche applications. Such batteries employ a solid electrolyte unlike the modern-day liquid electrolyte-based lithium-ion batteries and thus facilitate the use of high-capacity lithium metal anodes thereby achieving high energy densities. Despite this promise, practical realization and commercial adoption of solid-state batteries remain a challenge due to the underlying material and cell level issues that needs to be overcome. This chapter thus covers the specific challenges, design principles and performance improvement strategies pertaining to the cathode, solid electrolyte and anode used in solid state batteries. Perspectives and outlook on specific applications that can benefit from the successful implementation of solid-state battery systems are also discussed. Overall, this chapter highlights the potential of solid-state batteries for successful commercial deployment in next generation energy storage systems.

Current Status and Future Prospects for the Light Dark Matter eXperiment

The constituents of dark matter are still unknown, and the viable possibilities span a vast range of masses. The physics community has established searching for sub-GeV dark matter as a high priority and identified accelerator-based experiments as an essential facet of this search strategy. A key goal of the accelerator-based dark matter program is testing the broad idea of thermally produced sub-GeV dark matter through experiments designed to directly produce dark matter particles. The most sensitive way to search for the production of light dark matter is to use a primary electron beam to produce it in fixed-target collisions. The Light Dark Matter eXperiment (LDMX) is an electron-beam fixed-target missing-momentum experiment that realizes this approach and provides unique sensitivity to light dark matter in the sub-GeV range. This contribution provides an overview of the theoretical motivation, the main experimental challenges, how LDMX addresses these challenges, and projected sensitivities. We further describe the capabilities of LDMX to explore other interesting new and standard physics, such as visibly-decaying axion and vector mediators or rare meson decays, and to provide timely electronuclear scattering measurements that will inform the modeling of neutrino-nucleus scattering for DUNE.

Snowmass White Paper: Prospects of CP-violation measurements with the Higgs boson at future experiments

The search for CP violation in interactions of the Higgs boson with either fermions or bosons provides attractive reference measurements in the Particle Physics Community Planning Exercise (a.k.a. "Snowmass"). Benchmark measurements of CP violation provide a limited and well-defined set of parameters that could be tested at the proton, electron-positron, photon, and muon colliders, and compared to those achieved through study of virtual effects in electric dipole moment measurements. We review the current status of these CP-sensitive studies and provide projections to future measurements.

Next-Generation Cobalt-Free Cathodes – A Prospective Solution to the Battery Industry's Cobalt Problem*

Lithium-ion batteries are over-reliant on cobalt-containing cathodes. Current projections estimate hundreds of millions of electric vehicles (EVs) will be on the road by 2050, and this ever-growing demand threatens to deplete global cobalt reserves at an alarming rate. Moreover, cobalt supply-chain issues have significantly increased cobalt prices throughout the last decade. As such, energy storage research and development need to reduce reliance on cobalt to meet ever-growing demands for lithium-ion batteries. This chapter summarizes the science/technology gaps and potential of numerous cobalt-free Li-ion cathodes, including layered, spinel, olivine, and disordered rocksalt systems. Despite the promising performance of these Co-free cathodes, scale-up and manufacturing bottlenecks associated with these materials must also be addressed to enable widespread adoption in commercial batteries. Overall, this review broadly highlights the enormous promise of “zero-cobalt” Li-ion batteries to enable sustainable production of EVs in the coming decades.
