Research requirements to reduce civil helicopter life cycle cost

The problem of the high cost of helicopter development, production, operation, and maintenance is defined and the cost drivers are identified. Helicopter life cycle costs would decrease by about 17 percent if currently available technology were applied. With advanced technology, a reduction of about 30 percent in helicopter life cycle costs is projected. Technological and managerial deficiencies which contribute to high costs are examined, basic research and development projects which can reduce costs include methods for reduced fuel consumption; improved turbine engines; airframe and engine production methods; safety; rotor systems; and advanced transmission systems.

Life cycle costing with a discount rate

This article studies life cycle costing for a capability needed for the indefinite future, and specifically investigates the dependence of optimal policies on the discount rate chosen. The two costs considered are reprocurement cost and maintenance and operations (M and O) cost. The procurement price is assumed known, and the M and O costs are assumed to be a known function, in fact, a non-decreasing function, of the time since last reprocurement. The problem is to choose the optimum reprocurement time so as to minimize the quotient of the total cost over a reprocurement period divided by the period. Or one could assume a discount rate and try to minimize the total discounted costs into the indefinite future. It is shown that the optimum policy in the presence of a small discount rate hardly depends on the discount rate at all, and leads to essentially the same policy as in the case in which discounting is not considered.

Communications systems technology assessment study. Volume 2: Results

The cost and technology characteristics are examined for providing special satellite services at UHF, 2.5 GHz, and 14/12 GHz. Considered are primarily health, educational, informational and emergency disaster type services. The total cost of each configuration including space segment, earth station, installation operation and maintenance was optimized to reduce the user's total annual cost and establish preferred equipment performance parameters. Technology expected to be available between now and 1985 is identified and comparisons made between selected alternatives. A key element of the study is a survey of earth station equipment updating past work in the field, providing new insight into technology, and evaluating production and test methods that can reduce costs in large production runs. Various satellite configurations were examined. The cost impact of rain attenuation at Ku-band was evaluated. The factors affecting the ultimate capacity achievable with the available orbital arc and available bandwidth were analyzed.

Satellite Power Systems (SPS) concept definition study. Volume 7: SPS program plan and economic analysis

The economic and programmatic requirements for a recommended SPS solar photovoltaic baseline concept were analyzed. Costs are determined for the DDT&E; initial capital investment (covers initial procurement and emplacement of each SPS plant and equipment); replacement capital investment (capital asset replacement over the SPS operating life); operations and maintenance (expendables, minor maintenance, repair crews); and taxes/insurance.

Space-based solar power conversion and delivery systems study. Volume 5: Economic analysis

Space-based solar power conversion and delivery systems are studied along with a variety of economic and programmatic issues relevant to their development and deployment. The costs, uncertainties and risks associated with the current photovoltaic Satellite Solar Power System (SSPS) configuration, and issues affecting the development of an economically viable SSPS development program are addressed. In particular, the desirability of low earth orbit (LEO) and geosynchronous (GEO) test satellites is examined and critical technology areas are identified. The development of SSPS unit production (nth item), and operation and maintenance cost models suitable for incorporation into a risk assessment (Monte Carlo) model (RAM) are reported. The RAM was then used to evaluate the current SSPS configuration expected costs and cost-risk associated with this configuration. By examining differential costs and cost-risk as a function of postulated technology developments, the critical technologies, that is, those which drive costs and/or cost-risk, are identified. It is shown that the key technology area deals with productivity in space, that is, the ability to fabricate and assemble large structures in space, not, as might be expected, with some hardware component technology.

Redox flow cell energy storage systems

NASA-Redox systems are electrochemical storage devices that use two fully soluble Redox couples, anode and cathode fluids, as active electrode materials separated by a highly selective ion exchange membrane. The reactants are contained in large storage tanks and pumped through a stack of Redox flow cells where the electrochemical reactions (reduction and oxidation) take place at porous carbon felt electrodes. A string or stack of these power producing cells is connected in series in a bipolar manner. Redox energy storage systems promise to be inexpensive and possess many features that provide for flexible design, long life, high reliability and minimal operation and maintenance costs. These features include independent sizing of power and storage capacity requirements and inclusion within the cell stack of a cell that monitors the state of charge of the system as a whole, and a rebalance cell which permits continuous correction to be made for minor side reactions that would tend to result in the anode fluid and cathode fluids becoming electrochemically out of balance. These system features are described and discussed.

Economic considerations in coverting from oil/gas firing to coal

Economic considerations involved in fuel conversion such as from oil and/or gas firing to coal are discussed including investments costs for new facilities and equipment (including air pollution control equipment), operation and maintenance costs, and purchased fuel costs. An analytical approach to assessing the cost effectiveness of fuel conversion in terms of the annual net cost of conversion, the equivalent annual number of barrels of oil saved, and the integral rate of return of the conversion investment is presented. Illustrative numerical examples are presented for typical utility boilers and industrial boiler facilities. A further consideration addressed deals with the impacts of these costs on the overall financial structure of the firm and the ability of the firm to raise the necessary investment captial.
