Research on the application of satellite remote sensing to local, state, regional and national programs involved with resource management and environmental quality

A program designed to involve state, regional and local agency personnel in the application of remote sensing is reported. During this period fifteen applications projects were initiated in support of twenty-five separate state, county and municipal agencies or entities. Eight of the projects were completed with positive results which aided the agencies involved. These results included information which contributed to decisions on: (1) selection of a route for a scenic parkway, (2) policy development on open land use, (3) policy related to urban development, (4) a major reservoir project by a governor's staff, (5) control tactics and damage assessment during flooding conditions on the Kansas and Missouri rivers, and (6) initiating a program of habitat inventory by remote sensing by the Kansas Forestry, Fish and Game Commission.

A finite state, finite memory minimum principle, part 2

The development of the theory of the finite - state, finite - memory (FSFM) stochastic control problem is discussed. The sufficiency of the FSFM minimum principle (which is in general only a necessary condition) was investigated. By introducing the notion of a signaling strategy as defined in the literature on games, conditions under which the FSFM minimum principle is sufficient were determined. This result explicitly interconnects the information structure of the FSFM problem with its optimality conditions. The min-H algorithm for the FSFM problem was studied. It is demonstrated that a version of the algorithm always converges to a particular type of local minimum termed a person - by - person extremal.

Study of recreational land and open space using Skylab imagery

The author has identified the following significant results. A preliminary analysis of the Gratiot-Saginaw game area was conducted for the matrix probabilities of misclassification for both multispectral scanner signatures and the ERTS signatures. This analysis indicated that certain signatures of similar vegetation types had relatively high probabilities of misclassification and should logically be combined into a single signature for each major class. This would result in a single class of trees having a broad range of crown densities and two or three types of wetlands. It was clear that substantially different terrain classes could be reliably discriminated. It was also noted that areas of pine and regenerated aspen could be discriminated from other surface types.

Study of recreational land and open space using Skylab imagery

The author has identified the following significant results. The data quality, production of photographic enlargements, and digital printout that displayed the Gratiot-Saginaw game area were assessed, using histogramming of each spectral channel. Results showed some dissimilarities in the ranges of data values for even and odd numbered SDO's in order to depict many of the major scene classes. Major cover types were identified and located on aerial photos and maps.

Study of recreational land and open space using Skylab imagery

The author has identified the following significant results. An analysis of the statistical uniqueness of each of the signatures of the Gratiot-Saginaw State Game Area was made by computing a matrix of probabilities of misclassification for all possible signature pairs. Within each data set, the 35 signatures were then aggregated into a smaller set of composite signatures by combining groups of signatures having high probabilities of misclassification. Computer separation of forest denisty classes was poor with multispectral scanner data collected on 5 August 1973. Signatures from the scanner data were further analyzed to determine the ranking of spectral channels for computer separation of the scene classes. Probabilities of misclassification were computed for composite signatures using four separate combinations of data source and channel selection.

Resource analysis applications in Michigan

During the past two years, available NASA imagery has been applied to a broad spectrum of problems of concern to Michigan-based agencies. These demonstrations include the testing of remote sensing for the purposes of (1) highway corridor planning and impact assessments, (2) game management-area information bases, (3) multi-agency river basin planning, (4) timber resource management information systems, (5) agricultural land reservation policies, and (6) shoreline flooding damage assessment. In addition, cost accounting procedures have been developed for evaluating the relative costs of utilizing remote sensing in land cover and land use analysis data collection procedures.

Modeling arson - An exercise in qualitative model building

A detailed example is given of the role of von Neumann and Morgenstern's 1944 'expected utility theorem' (in the theory of games and economic behavior) in qualitative model building. Specifically, an arsonist's decision as to the amount of time to allocate to arson and related activities is modeled, and the responsiveness of this time allocation to changes in various policy parameters is examined. Both the activity modeled and the method of presentation are intended to provide an introduction to the scope and power of the expected utility theorem in modeling situations of 'choice under uncertainty'. The robustness of such a model is shown to vary inversely with the number of preference restrictions used in the analysis. The fewer the restrictions, the wider is the class of agents to which the model is applicable, and accordingly more confidence is put in the derived results. A methodological discussion on modeling human behavior is included.

A state-of-the-art review of transportation systems evaluation techniques relevant to air transportation, volume 1

Mathematical and philosophical approaches are presented for evaluation and implementation of ground and air transportation systems. Basic decision processes are examined that are used for cost analyses and planning (i.e, statistical decision theory, linear and dynamic programming, optimization, game theory). The effects on the environment and the community that a transportation system may have are discussed and modelled. Algorithmic structures are examined and selected bibliographic annotations are included. Transportation dynamic models were developed. Citizen participation in transportation projects (i.e, in Maryland and Massachusetts) is discussed. The relevance of the modelling and evaluation approaches to air transportation (i.e, airport planning) is examined in a case study in St. Louis, Missouri.

Analysis of recreational land using Skylab data

The author has identified the following significant results. S192 data collected on 5 August 1973 were processed by computer to produce a classification map of a part of the Gratiot-Saginaw State Game Area in south central Michigan. A 10-category map was prepared of an area consisting of diverse terrain types, including forests, wetlands, brush, and herbaceous vegetation. An accuracy check indicated that 54% of the pixels were correctly recognized. When these ten scene classes were consolidated to a 5-category map, the accuracy increased to 72%. S190 A, S190 B, and S192 data can be used for regional surveys of existing and potential recreation sites, for delineation of open space, and for preliminary evaluation of geographically extensive sites.

Alaskan resources, current development. Traditional cultural values, and the role of LANDSAT data in current and future land use management planning

Past, present, and proposed applications of LANDSAT data for renewable resource assessments in Alaska are described. Specific projects briefly discussed include: a feasibility investigation applying LANDSAT data to caribou habitat mapping in northeast Alaska, analysis of a native corporate region in southwest Alaska, analysis of a game management unit in interior Alaska, and two proposed analyses in northwest Alaska. These analyses principally address range evaluations concerning caribou, moose, and Dall sheep, but results have application to other renewable resource themes. Application of resource assessment results to a statewide land use management plan is discussed.

Application of remote sensing for fishery resources assessment and monitoring

The author has identified the following significant results. The distribution and abundance of white marlin correlated with the chlorophyll, water temperature, and Secchi depth sea truth measurements. Results of correlation analyses for dolphin were inconclusive. Predicition models for white marlin were developed using stepwise multiple regression and discriminant function analysis techniques which demonstrated a potential for increasing the probability of game fishing success. The S190A and B imagery was density sliced/color enhanced with white marlin location superimposed on the image, but no density/white marlin relationship could be established.

Objective techniques for psychological assessment, phase 2

Results are presented of an initial experiment in a research program designed to develop objective techniques for psychological assessment of individuals and groups participating in long-duration space flights. Specifically examined is the rationale for utilizing measures of attention as an objective assessment technique. Subjects participating in the experiment performed various tasks (eg, playing matrix games which appeared on a display screen along with auditory stimuli). The psychophysiological reactions of the subjects were measured and are given. Previous research of various performance and psychophysiological methods of measuring attention is also discussed. The experiment design (independent and dependent variables) and apparatus (computers and display devices) are described and shown. Conclusions and recommendations are presented.

Optimal strategies in the neighborhood of a collision course

We consider a simple differential game between pursuer P and evader E in the neighborhood of a nominal collision course. The payoff is the terminal lateral miss-distance. The control of each player is his acceleration normal to his velocity vector, and both players' controls are bounded. Saddlepoint strategies are deduced for three combinations of the acceleration bounds and are shown to be related to the sign of the derivative of the orientation of the line of sight (L.O.S.).

Full employment maintenance in the private sector

Operationally, full employment can be accomplished by applying modern computer capabilities, game and decision concepts, and communication feedback possibilities, rather than accepted economic tools, to the problem of assuring invariant full employment. The government must provide positive direction to individual firms concerning the net number of employees that each firm must hire or refrain from hiring to assure national full employment. To preserve free enterprise and the decision making power of the individual manager, this direction must be based on each private firm's own numerical employment projections.

Stabilizing feedback control for dynamical systems with bounded uncertainty

The theories of differential games and generalized dynamic systems are used to deduce stabilizing controllers for quasi-linear systems. Attention is given to a class of dynamic systems subject to parameter and input uncertainty whose values range in a given compact set. Using a worst case design philosophy, a feedback control is derived that assures uniform asymptotic (Liapunov) stability of the origin under all admissible uncertainties.

Trends in modern system theory

The topics considered are related to linear control system design, adaptive control, failure detection, control under failure, system reliability, and large-scale systems and decentralized control. It is pointed out that the design of a linear feedback control system which regulates a process about a desirable set point or steady-state condition in the presence of disturbances is a very important problem. The linearized dynamics of the process are used for design purposes. The typical linear-quadratic design involving the solution of the optimal control problem of a linear time-invariant system with respect to a quadratic performance criterion is considered along with gain reduction theorems and the multivariable phase margin theorem. The stumbling block in many adaptive design methodologies is associated with the amount of real time computation which is necessary. Attention is also given to the desperate need to develop good theories for large-scale systems, the beginning of a microprocessor revolution, the translation of the Wiener-Hopf theory into the time domain, and advances made in dynamic team theory, dynamic stochastic games, and finite memory stochastic control.
