Focal Fisheries Requirements for Floating Offshore Wind Co-Design in the Gulf of Maine and the Mid-Atlantic Bight

Floating offshore wind is an emerging renewable energy technology in U.S. waters and globally. Floating offshore wind technology is more complex than fixed-bottom installations, requiring platforms, moorings, and power cables that take up a larger footprint, both in the water column and along the seafloor. This complexity affects opportunities for compatibility between floating offshore wind and other ocean users, particularly fishermen, whose fishing gear also takes up space in the water column and along the seafloor. This report describes the results of semi-structured interviews with key fishing informants from two focal fisheries: (1) Gulf of Maine lobster (fixed gear) and (2) Mid-Atlantic Bight pelagic longline and recreational tuna (mobile gear). A total of six fishermen were interviewed: four from the Gulf of Maine and two from the Mid-Atlantic Bight. The interviews were designed to elicit information and opinions on the co-design of marine space for particular fishing gear and floating offshore wind infrastructure. Here, we provide an overview of participant fishing experience, the spatial requirements of specific gear types, self-reported comfort levels in different fishing scenarios, and concerns about accessing and operating within floating offshore wind arrays. This summary of fishermen s concerns around floating offshore wind infrastructure can guide future co-existence conversations.

SLIA Reference Architecture Models

The SLIA Reference Architecture Models project, sponsored by the DOE CESER Energy CyberSense Program (Oct 2024–Sep 2025), advanced LLNL’s PySCES simulation tool to better support CyTRICS Prioritization and Initial Risk Assessment (PIRA) reference architectures. Key achievements include enhancements to the PySCES transmission substation facility model, expanded asset coverage, and enhancements to the PySCES code base. Software improvements reduced code complexity, migrated PySCES to Python version 3.11, introduced an object-oriented design, and added a schema database for easier updates and validation. New features support device criticality assessments and a more precise parametric simulation mode. Remaining gaps include model validation, workflow limitations, Monte Carlo convergence issues, full device criticality metric implementation, model fidelity, and general software improvements. Continued development is recommended to address these gaps and fully align PySCES with CyTRICS PIRA requirements.

Sample Preparation Laboratory (SPL) Best Practices: CGD as the Primary Acceptance Method

The traditional paradigm applied to the construction of nuclear safety related systems, structures, and components (SSCs), like SPL, involves an owner/licensee hiring an EPC firm with an NQA 1 program to manage the engineering, procurement, and construction of the desired SSC. This traditional approach would have posed significant barriers to the successful completion of the SPL. As a smaller capital project, in the $\$$100–$\$$200 million range, there was concern that employing one of the larger EPC companies would escalate costs and extend the projected schedule beyond what would be feasible for the Department of Energy (DOE). The traditional acceptance method employed for nuclear facilities with credited safety functions requires the use of an EPC firm applying American Society of Mechanical Engineers (ASME) NQA 1 nuclear quality assurance (NQA) to accept safety SSCs. In lieu of this approach, INL elected to apply its own NQA 1 program to hire an EPC firm operating a commercial quality program. This method used commercial grade dedication (CGD) as outlined in NQA 1 which had not been applied at this scale. Use of the commercial supply chain was identified as a key factor to the successful completion of SPL. Favorable conditions enabling the use of CGD included: • INL serving as both the designer and the design authority • Design created by an NQA 1 qualified source • A mature CGD program • Availability of a CGD subject matter expert (SME) • A strong construction management program. This white paper elaborates on the methodology employed in the construction of the SPL, the successes achieved, and best practices implemented.

Reimagining Heating, Ventilation, and Air Conditioning for New Manufactured Homes

Manufactured homes represent one of the most affordable paths to home ownership for American households, but minimum-efficiency equipment and poor-quality home installation can lead to excess energy use and high operating costs. Slipstream, with partners from the Florida Solar Energy Center (FSEC), Northwest Energy Works, and Washington State University, identified and tested manufactured home HVAC innovations targeted for new construction offering the most promising mix of improved energy performance and likelihood of industry uptake.
