CEOS Committee on Earth Observations Satellites Consolidated Report, 1992

A concise overview of the committee on Earth Observations Satellites (CEOS) and its Working Groups, covering the history and purpose of the Committee and its accomplishments to date are provided. The report will be updated annually before each Plenary meeting, and as developments in the Working Groups warrant. The committee on Earth Observations Satellites (originally named the International Earth Observations Satellite committee, IEOS) was treated in 1984, in response to a recommendation from the Economic Summit of Industrialized Nations Working Group on Growth, Technology, and Employment's Panel of Experts on Satellite Remote Sensing. This group recognized the multidisciplinary nature of satellite Earth observations, and the value of coordinating across all proposed missions. Thus, CEOS combined the previously existing groups for coordination on Ocean Remote-Sensing Satellites (CORSS) and coordination on Land Remote-Sensing Satellites (CLRSS), and established a broad framework for coordination across all spaceborne Earth observations missions. The first three LEOS Plenary meetings focused on treating and guiding the Working Groups deemed necessary to carry out the objectives of the CEOS members. After the third meeting, it was agreed that a more active orientation was required by the Plenary, and additional issues were brought before the group at the fourth meeting. At the fifth Plenary, international scientific programs and relevant intergovernmental organizations accepted invitations and participated as affiliate members of CEOS. This enabled progress toward integrating satellite data users' requirements into the CEOS process. Data exchange principles for global change research were also adopted. An interim CEOS Plenary meeting was held in April 1992, in preparation for the United Nations Conference on Environment and Development (UNCED). Brief encapsulations of the Plenary sessions immediately follow the Terms of Reference that govern the activities of CEOS as a whole; Terms of Reference for the individual Working Groups are included as Appendix A. A complete listing of CEOS members is offered as Appendix B.

Laser system for natural gas detection. Phase 1: Laboratory feasibility studies

This project demonstrated the feasibility of using laser remote sensing technology as a tool for leak survey work in natural gas distribution systems. A laboratory device was assembled using a pair of helium neon (HeNe) lasers to measure methane. One HeNe laser emits radiation at a wavelength of 3.3922 micrometers, which corresponds to a strong absorption feature of methane, while the other emits radiation at a wavelength of 3.3911 micrometers, which corresponds to a weak absorption by methane. As a particular area is scanned for leaks, the laser is pointed at convenient topographic targets within its operating range, about 25 m. A portion of the backscattered radiation is collected by a receiver and focused onto an indium antimonide (InSb) photodetector, cooled to 77K. Methane concentrations were determined from the differential absorption at the two wavelengths for the backscattered radiation.

The NASA planetary biology internship experience

By providing students from around the world with the opportunity to work with established scientists in the fields of biogeochemistry, remote sensing, and origins of life, among others, the NASA Planetary Biology Internship (PBI) Program has successfully launched many scientific careers. Each year approximately ten interns participate in research related to planetary biology at NASA Centers, NASA-sponsored research in university laboratories, and private institutions. The PBI program also sponsors three students every year in both the Microbiology and Marine Ecology summer courses at the Marine Biological Laboratory. Other information about the PBI Program is presented including application procedure.

Video guidance sensor for autonomous capture

A video-based sensor has been developed specifically for the close-range maneuvering required in the last phase of autonomous rendezvous and capture. The system is a combination of target and sensor, with the target being a modified version of the standard target used by the astronauts with the Remote Manipulator System (RMS). The system, as currently configured, works well for autonomous docking maneuvers from approximately forty feet in to soft-docking and capture. The sensor was developed specifically to track and calculate its position and attitude relative to a target consisting of three retro-reflective spots, equally spaced, with the center spot being on a pole. This target configuration was chosen for its sensitivity to small amounts of relative pitch and yaw and because it could be used with a small modification to the standard RMS target already in use by NASA.

Observation of pressure ridges in SAR images of sea ice: Scattering theory and comparison with observations

Ridges and keels (hummocks and bummocks) in sea ice flows are important in sea ice research for both scientific and practical reasons. Sea ice movement and deformation is driven by internal and external stresses on the ice. Ridges and keels play important roles in both cases because they determine the external wind and current stresses via drag coefficients. For example, the drag coefficient over sea ice can vary by a factor of several depending on the fluid mechanical roughness length of the surface. This roughness length is thought to be strongly dependent on the ridge structures present. Thus, variations in ridge and keel structure can cause gradients in external stresses which must be balanced by internal stresses and possibly fracture of the ice. Ridging in sea ice is also a sign of fracture. In a practical sense, large ridges form the biggest impediment to surface travel over the ice or penetration through sea ice by ice-strengthened ships. Ridges also play an important role in the damage caused by sea ice to off-shore structures. Hence, observation and measurement of sea ice ridges is an important component of sea ice remote sensing. The research reported here builds on previous work, estimating the characteristics of ridges and leads in sea ice from SAR images. Our objective is to develop methods for quantitative measurement of sea ice ridges from SAR images. To make further progress, in particular, to estimate ridge height, a scattering model for ridges is needed. Our research approach for a ridge scattering model begins with a survey of the geometrical properties of ridges and a comparison with the characteristics of the surrounding ice. For this purpose we have used airborne optical laser (AOL) data collected during the 1987 Greenland Sea Experiment. These data were used to generate a spatial wavenumber spectrum for height variance for a typical ridge - the typical ridge is the average over 10 large ridges. Our first-order model radar scattering includes both the quasi-specular and Bragg resonant scatter mechanisms. This model is extended to include contributions from volume scatter and scatter from discrete objects. Geometrical characteristics from the AOL survey and model calculations imply that for radar wavelengths and observation geometries that are dominated by the quasi-specular scattering mechanism radar backscatter from a ridge is a measure of peak ridge height. We present scattering model results and compare them with ridges observed during the LEADEX experiment of March-April 1992 when both X, C, and L-band aircraft SAR and the ERS-1 satellite SAR observed a region in the Beaufort Sea near 86 deg N, 10 deg W. Data were also collected documenting ridge characteristics on the surface. The surface data are used to generate a SAR signature via the scattering model described above. The predicted SAR signatures compare well with the SAR observations.

La Chalupa-30: Lessons learned from a 30-day subsea mission analogue

The Behavior and Performance Laboratory (BPL) utilizes space mission analogs to study issues such as the psychological health and well-being, team characteristics, and task performance of crew members on long-duration missions. The analog used in this investigation was an underwater habitat named La Chalupa, which was selected for its similar features to a space station environment. The primary objectives of the La Chalupa-30 investigation were to evaluate the efficiency of several methods for collecting data in remote environments and to assess aspects of living and working under isolated and confined conditions.

Dimethylsulfide oxidation over the tropical South Atlantic: OH and other oxidants

The general course of events in the formation of a marine cloud begins with the emission of species which can eventually serve as nuclei around which water can condense to form a cloud droplet. In remote marine regions, cloud condensation nuclei (CCN) are primarily composed of sulfate, in either its acid or ammonium salt form. Most sulfate in these regions is the product of atmospheric oxidation of dimethyl sulfide (DMS), a reduced sulfur gas that is released by phytoplankton at the ocean surface. Therefore, in order to effectively quantify the links in the cloud-formation cycle, one must begin with a well-defined description of the atmospheric chemistry of DMS. The intent of this project has been to initiate development of a comprehensive model of the chemistry and dynamics responsible for the formation of clouds in the remote marine boundary layer. The primary tool in this work has been the Global/Regional Atmospheric Chemistry Event Simulator (GRACES), a global atmospheric chemistry model, which is under development within the Atmospheric Chemistry and Dynamics Branch of NASA-Ames Research Center. In this effort, GRACES was used to explore the first chemical link between DMS and sulfate by modeling the diurnal variation of DMS.

Design and Testing of a Cryogenic Capillary Pumped Loop Flight Experiment

This paper details the flight configuration and pre-flight performance test results of the fifth generation cryogenic capillary pumped loop (CCPL-5). This device will fly on STS-95 in October 1998 as part of the CRYOTSU Flight Experiment. This flight represents the first in-space demonstration of a CCPL, a miniaturized two-phase fluid circulator for thermally linking cryogenic cooling sources to remote cryogenic components. CCPL-5 utilizes N2 as the working fluid and has a practical operating range of 75-110 K. Test results indicate that CCPL-5, which weighs about 200 grams, can transport over 10 W of cooling a distance of 0.25 m (or more) with less than a 5 K temperature drop.

IDEA: Planning at the Core of Autonomous Reactive Agents

Several successful autonomous systems are separated into technologically diverse functional layers operating at different levels of abstraction. This diversity makes them difficult to implement and validate. In this paper, we present IDEA (Intelligent Distributed Execution Architecture), a unified planning and execution framework. In IDEA a layered system can be implemented as separate agents, one per layer, each representing its interactions with the world in a model. At all levels, the model representation primitives and their semantics is the same. Moreover, each agent relies on a single model, plan database, plan runner and on a variety of planners, both reactive and deliberative. The framework allows the specification of agents that operate, within a guaranteed reaction time and supports flexible specification of reactive vs. deliberative agent behavior. Within the IDEA framework we are working to fully duplicate the functionalities of the DS1 Remote Agent and extend it to domains of higher complexity than autonomous spacecraft control.

Terminal Area Size and Switching Technique Analysis for Unmanned Aircraft Systems Operations

Unmanned Aircraft Systems (UAS) need to be able to comply with the Code of Federal Regulations Part 91 ‘see and avoid’ requirement. Detect and avoid (DAA) is an essential enabler for integrating UAS into the National Airspace System. A DAA system is a suite of sensors, trackers, and alerting and guidance algorithms that assists a remote pilot in maintaining separation from airborne traffic. Previous works have focused on operations transiting to and from Class A or special use airspace. More recent efforts have defined DAA system requirements for operations in and around the airport terminal environment. In continuation of this effort, this paper defines the DAA Terminal Area (DTA) size and switching technique for the DAA Well Clear (DWC) volume while transitioning between en route and the terminal area.

Bringing Together Users and Developers of Forest Biomass Maps

Forests store carbon and thus represent important sinks for atmospheric carbon dioxide. Reducing uncertainty in current estimates of the amount of carbon in standing forests will improve precision of estimates of anthropogenic contributions to carbon dioxide in the atmosphere due to deforestation. Although satellite remote sensing has long been an important tool for mapping land cover, until recently aboveground forest biomass estimates have relied mostly on systematic ground sampling of forests. In alignment with fiscal year 2010 congressional direction, NASA has initiated work toward a carbon monitoring system (CMS) that includes both maps of forest biomass and total carbon flux estimates. A goal of the project is to ensure that the products are useful to a wide community of scientists, managers, and policy makers, as well as to carbon cycle scientists. Understanding the needs and requirements of these data users is helpful not just to the NASA CMS program but also to the entire community working on carbon-related activities. To that end, this meeting brought together a small group of natural resource managers and policy makers who use information on forests in their work with NASA scientists who are working to create aboveground forest biomass maps. These maps, derived from combining remote sensing and ground plots, aim to be more accurate than current inventory approaches when applied at local and regional scales. Meeting participants agreed that users of biomass information will look to the CMS effort not only to provide basic data for carbon or biomass measurements but also to provide data to help serve a broad range of goals, such as forest watershed management for water quality, habitat management for biodiversity and ecosystem services, and potential use for developing payments for ecosystem service projects. Participants also reminded the CMS group that potential users include not only public sector agencies and nongovernmental organizations but also the private sector because much forest acreage in the United States is privately held and needs data for forest management. Additional key outcomes identified by meeting participants include the following: (1) Priority should be given to building into the biomass product ease of use and low costs (including costs of hardware, software, and analysis requirements), (2) CMS products should also be relevant to other biomass measures for forest watershed management, habitat protection for biodiversity, and assessment of markets for ecosystem services, (3) CMS leadership should engage with the Subsidiary Body for Scientific and Technological Advice of the United Nations Framework Convention on Climate Change as they establish measuring, reporting, and verification standards, and (4) CMS leadership should continue to keep sister agencies and other organizations informed as CMS develops, particularly via the agencies active in the U.S. Global Change Research Program Carbon Cycle Interagency Working Group (U.S. Geological Survey, U.S. Department of Agriculture, and National Oceanic and Atmospheric Administration) and nongovernmental organizations.

Influence of Nucleation Mechanisms on the Radiative Properties of Deep Convective Clouds and Subvisible Cirrus in CRYSTAL/FACE

During the past few years we have conducted work on several different topics, as reflected by our publications. As one of the Co-Project scientists for The Cirrus Regional Study of Tropical Anvils and Cirrus Layers - Florida Area Cirrus Experiment (CRYSTAL FACE) we worked to help design the mission and then conduct it in the field. Another major activity during the past two years has been to pull together various groups to formulate plans for follow on missions to CRYSTAL FACE. We organized a workshop at the University of Colorado during the summer of 2003 to assess the best locations for future missions. Working with a group of about 10 scientists from around the country we prepared a science-planning document (Tropical Composition, Cloud and Climate Coupling Experiment (TC(sup 4)) that outlined the rationale, locations, strategy to accomplish the goals, and possible payloads for a set of three tropical missions. We also prepared background materials for various NRAs being prepared at NASA Headquarters for missions in Costa Rica, Darwin and Guam. In conjunction with the group at NASA Ames we have helped build a new numerical model for deep convection and have applied that model to simulate the CRYSTAL data. Our goal in particular has been to better understand how convection distributes water vapor isotopes. CRYSTAL observations of water isotopes are very different from those suggested by previous workers who assumed the isotopes would obey Rayleigh fractionation. The water isotope study has several implications. First it is a check on the realism of the deep convection model. Second, the isotopes are a measure of the precipitation removal in the atmosphere. Hence they provide a constraint on a parameter that is difficult to otherwise measure. Finally it has been suggested that isotopes may be the key to unraveling the water transport into the stratosphere and upper troposphere. Such transport is critical both for the radiation balance and for stratospheric chemistry. Ours is the first model that is able to treat this transport. Our initial results have just been submitted to Geophys. Res. Lett (Smith et al., 2005). Essentially we are able to explain the vertical profiles of isotopes in the tropical tropopause transition layer. We are also able to account for stratospheric humidity and isotope abundances with this model. We have also been heavily involved in trying to improve our understanding of nitric acid condensation on ice. Gao et al (2004) have shown that water supersaturations above ice occur when the atmosphere is supersaturated with respect to nitric acid trihydrate. As one of the co-authors of that work, we suggested the mechanism that may explain why this is occurring. Essentially, ice does not like to grow near unit supersaturation, but does so because the water molecules can find sites on the ice surface to attach themselves to before they fly off the ice surface. This phenomena was well known in the 1960s when it was a source of debate about whether condensation and evaporation coefficients for ice would be the same. Evaporation does not require any molecular orientation, while condensation does, so it was possible that the coefficients would differ. They don't differ because the water molecules rapidly move across the surface and find places to attach. Nitric acid may be occupying these preferred sites and therefore the water molecules can't find a desirable place to attach. We anticipate that this research will be the subject of laboratory work during the coming few years. Another possibility that has been suggested is that cubic ice is forming in clouds. We have measured the vapor pressure of cubic ice, and plan to publish that result in the next few months. We have also been working on additional aspects of the condensation of nitric acid on ice. With Y. Kondo we studied the condensation of NOy on ice using the SOLVE data. Gamblin et al. have continued this work. The CRYSTAL NOy and HNO, groups have shown th their data can be fit using standard Langmuir isotherms as suggested in some, but not all, laboratory studies. We have found in the SOLVE data set that this is not the case. Moreover some laboratory studies show there are important kinetic effects that may be occurring in the atmosphere limiting the transfer of nitric acid to the ice. The SOLVE data seem consistent with these studies. We are currently re-analyzing the CRYSTAL data to look for these kinetic effects. There are a number of implications of these studies. One of the more interesting is that the nitric acid coating on ice can be used as a cloud clock to determine how long the cloud parcel has been in existence. We have also been involved with several laboratory studies. We have worked to improve the database on ice optical constants, which are critical for remote sensing. We have also studied the ways in which ice nucleates on clays. We suspect now that the standard theories used for depositional ice nucleation are completely incorrect. Further work will be needed to develop a new theory.

Utilization of digital LANDSAT imagery for the study of granitoid bodies in Rondonia: Case example of the Pedra Branca massif

Analysis of digital multispectral MSS-LANDSAT images enhanced through computer techniques and enlarged to a video scale of 1:100.000, show the main geological and structura features of the Pedra Branca granitic massif in Rondonia. These are not observed in aerial photographs or adar images. Field work shows that LANDSAT photogeological units correspond to different facies of granitic rocks in the Pedra Branca massif. Even under the particular characteristics of Amazonia (Tropical Forest, deep weathering, and Quaternary sedimentary covers), an adequate utilization of orbital remote sensing images can be important tools for the orientation of field works.

Geology of Lunar Landing Sites and Origin of Basin Ejecta from a Clementine Perspective

The goals of this research were to examine Clementine multispectral data covering the Apollo landing sites in order to: (1) provide ground truth for the remotely sensed observations, (2) extend our understanding of the Apollo landing sites to the surrounding regions using the empirically calibrated Clementine data, and (3) investigate the composition and distribution of impact-basin ejecta using constraints based upon the remotely sensed data and the Apollo samples. Our initial efforts (in collaboration with P. Lucey and coworkers) to use the Apollo soil compositions to "calibrate" information derived from the remotely sensed data resulted in two extremely useful algorithms for computing estimates of the concentrations of FeO and TiO2 from the UV-VIS 5-band data. In this effort, we used the average surface soil compositions from 37 individual Apollo and 3 Luna sample stations that could be resolved using the Clementine data. We followed this work with a detailed investigation of the Apollo 17 landing site, where the sampling traverses were extensive and the spectral and compositional contrast between different soils covers a wide range. We have begun to investigate the nature and composition of basin ejecta by comparing the thick deposits on the rim of Imbrium in the vicinity of the Apollo 15 site and those occurring southeast of the Serenitatis basin, in the Apollo 17 region. We continue this work under NAG5-6784, "Composition, Lithology, and Heterogeneity of the lunar crust using remote sensing of impact-basin uplift structures and ejecta as probes. The main results of our work are given in the following brief summaries of major tasks. Detailed accounts of these results are given in the attached papers, manuscripts, and extended abstracts.
