Measurement of Plutonium Ratios for CRM 137A Recertification

This report documents the analytical methodologies used by the Chemical and Isotopics Mass Spectrometry (CIMS) Group at the US Department of Energy’s Oak Ridge National Laboratory (ORNL) for plutonium isotopic ratio characterizations on purified ~1 mg units prepared by Lawrence Livermore National Laboratory (LLNL) from a mother solution created from an existing 250 mg unit of certified reference material (CRM) 137. The analytical processes described are designed to maintain traceability of the final certified attributes and to eliminate sources of systematic bias for the measurements described. The measurands for certification are the plutonium isotope ratios: 238 Pu/ 239 Pu, 240 Pu/ 239 Pu, 241 Pu/ 239 Pu, and 242 Pu/ 239 Pu. The preparation and analytical process included the following activities: Preparation of reference materials to be used as calibrants to establish traceability to the SI unit of mass for the isotopic analyses and quality controls. For the plutonium isotopic analyses, CRM 128 (a CRM comprising equal atoms of 239 Pu and 242 Pu) was used as the primary calibrant; Each CRM 137A unit was reconstituted using dilute high-purity HNO3. From each, seven replicates were distributed for the isotopic characterizations by thermal ionization mass spectrometry (TIMS) using the total evaporation (TE) method for isotope ratio measurements and MC-ICP-MS using a dynamic peak hooping method for secondary isotope ratio measurements; Due to time delay in the analyses from the last purification of the original CRM 137 mother solution by LLNL, an aliquot of the three provided plutonium units was purified using Eichrom TEVA separation methods to remove americium in-growth and uranium impurities; Minimally corrected data were reported from each analysis using reporting templates provided by the New Brunswick Laboratory Program Office (NBL PO) for the specific methods used for isotopic measurements. In addition, a copy of the instrument exports, Excel templates for isotopic data corrections, and the uncertainty budgets completed with the GUM Workbench software package were submitted to NBL PO.

Small, high pressure ratio compressor: Aerodynamic and mechanical design

The Small, High-Pressure-Ratio Compressor Program was directed toward the analysis, design, and fabrication of a centrifugal compressor providing a 6:1 pressure ratio and an airflow rate of 2.0 pounds per second. The program consists of preliminary design, detailed areodynamic design, mechanical design, and mechanical acceptance tests. The preliminary design evaluate radial- and backward-curved blades, tandem bladed impellers, impeller-and diffuser-passage boundary-layer control, and vane, pipe, and multiple-stage diffusers. Based on this evaluation, a configuration was selected for detailed aerodynamic and mechanical design. Mechanical acceptance test was performed to demonstrate that mechanical design objectives of the research package were met.

Dynamics Explorer Science Data Processing System

The Dynamics Explorer project has acquired the ground data processing system from the Atmosphere Explorer project to provide a central computer facility for the data processing, data management and data analysis activities of the investigators. Access to this system is via remote terminals at the investigators' facilities, which provide ready access to the data sets derived from groups of instruments on both spacecraft. The original system has been upgraded with both new hardware and enhanced software systems. These new systems include color and grey scale graphics terminals, an augmentation computer, micrographics facility, a versatile data base with a directory and data management system, and graphics display software packages.

Characterization of MMIC devices for active array antennas

Certain aspects of monolithic microwave integrated circuit (MMIC) interconnectivity were investigated. Considerations that lead to preserving the inherently reproducible characteristics of the MMIC are proposed. It is shown that at radio frequencies (RF) greater than 20 GHz, the transition from the MMIC device to other transmission media must be an accurate RF match. It is proposed that the RF match is sufficiently critical to include the transition as part of the delivered MMIC package. The model to analyze several transitions is presented. This model consists of a succession of abrupt discontinuities in printed circuit transmission lines. The analysis of these discontinuities is achieved by the Spectral Galerkin technique, to establish the modes and mode matching, to generate the generalized S parameters of the individual discontinuities. Preliminary results achieved with this method are presented. It is concluded that special effects should be coordinated by the active array antenna industry toward standardization of MMIC packaging and characterization.

Applications software supporting the Spartan Attitude Control System

The native software supporting a single mission for the Spartan Attitude Control System can require up to 40,000 lines of code. Most of this must be rewritten for each mission. Control system engineers use an array of Applications Software Packages residing in ground computers to write each mission's flight software. These Applications Packages are written in the 'C' programming language and run under the UNIX Operating System. This paper discusses each of the Attitude Control Applications Software Packages, and describes the purpose and design of each.

Astrophysics from large databases - The example of IUE

Ways to access the IUE data base and methods for processing and analyzing the IUE data are discussed. The characteristics of the data base are described and the types of objects observed by the IUE are listed. The methods for searching the IUE catalogs and conducting multicatalog searches are considered. In addition, trends in the application of astronomical data bases are examined, including the prospects for future software packages for data processing and analysis.

Ada Namelist Package

Ada Namelist Package, developed for Ada programming language, enables calling program to read and write FORTRAN-style namelist files. Features are: handling of any combination of types defined by user; ability to read vectors, matrices, and slices of vectors and matrices; handling of mismatches between variables in namelist file and those in programmed list of namelist variables; and ability to avoid searching entire input file for each variable. Principle benefits derived by user: ability to read and write namelist-readable files, ability to detect most file errors in initialization phase, and organization keeping number of instantiated units to few packages rather than to many subprograms.

Frequency Stability of 1x10(sup -13) in a Compensated Sapphire Oscillator Operating Above 77K

We report on the design and test of a whispering gallery sapphire resonator for which the dominant (WGH (sub n11) ) microwave mode family shows frequency-stable, compensated operation for temperatures above 77 kelvin. The resonator makes possible a new ultra-stable oscillator (USO) capability that promises performance improvements over the best available crystal quartz oscillators in a compact cryogenic package.

Electron-induced luminescence and x-ray spectrometer (ELXS) system for life

The search for signatures of life/water on planetary bodies, like most planetary exploration, proceeds on a series of reducing scales from global to a few centimeters. Although planetary observing satellites can look at the big picture, it will be up to small roving vehicles carrying carefully slected instrument packages to probe the planet surface.
