Strategic Analyses and Assessments Office Annual Report 2023

The past year has seen a significant increase in focus on strategic issues with the continued aggression by Russia, the rapid expansion of China’s military—particularly their nuclear capabilities, North Korea’s rapid improvements in intercontinental ballistic missile (ICBM) technology, and the increase in Iranian fuel enrichment. The U.S. continues to modernize Nuclear Command Control and Communication and all three legs of its nuclear Triad—Columbia-class submarines, Sentinel ICBMs, and B-21 bombers—for the Department of Defense (DOD). At the same time, the National Nuclear Security Administration (NNSA) is updating its stockpile, producing the B61-12, the new B61-13, the W88 Alteration, the W87-1—with new pits, and the W80-4. This rework of the nuclear enterprise represents the most aggressive expansion of our capabilities and infrastructure in the modern era. At the same time, the Strategic Posture Commission completed its report to Congress and reported that the current modernization program, although clearly necessary, is insufficient to meet the threats that are emerging.

Interfacial Pressure Improves Calendar Aging of Lithium Metal Anodes

Lithium metal is a very attractive anode material because its theoretical specific capacity is approximately 10 times higher than conventional graphite anodes. Despite great promise, Li anodes suffer from capacity fade due to instabilities with the electrolyte as well as stranding of active Li. We have previously shown that applied interfacial pressure improves Li anode cycling because the pressure reduces the propensity for Li isolation and enables easier reconnection. Many researchers have also shown that calendar aging can lead to Li capacity loss and this has been attributed to either electrolyte decomposition with concurrent Li corrosion or to the formation of stranded Li. Our prior research focused on calendar aging during cycling suggests the mechanism for calendar aging is largely related to stranding of Li during rest and reconnection of the stranded Li upon further cycling, evidenced by similar average Coulombic efficiencies and Li loss in cells with and without rest. Because our calendar aging studies suggest Li stranding as a major cause of Coulombic efficiency drops and our Li cycling studies suggest this can be mitigated partially through applied interfacial pressure, we hypothesized that applied pressure would improve calendar aging by reducing stranded Li and enabling reconnection. We systematically varied applied pressure (0-1000 kPa) on Li metal anodes during cycling tests with and without intermittent calendar aging periods. Though the Coulombic efficiency decreases during aging periods, the lost capacity is recovered during subsequent cycles, as shown though average Coulombic efficiency and cumulative Li capacity loss analysis. We find that application of pressure partially mitigates calendar aging, in accordance with our hypothesis that calendar aging is caused by Li standing and can be mitigated to some degree with interfacial pressure. This is further supported by our results showing that the average Coulombic efficiency and cumulative Li capacity losses are similar over 50 cycles for cells that were continuously cycled and cells with periodic calendar aging periods. This result indicates that the losses during aging are reversible, which is consistent with Li stranding and reconnection. We show that pressure is one mitigation technique that helps reduce Li calendar aging in this study, but our finding that calendar aging is primarily governed by the stranding and reconnection of dead Li has wider implications. This research suggests that other mitigations which have been shown to prevent dead Li formation or encourage reconnection during cycling would also likely be successful for the purpose of improving calendar aging. From Count Rates to Quantifying Isotopic Activities – Field Analysis of Radiation Monitoring Data

The Nevada National Security Site (NNSS) provides a comprehensive bicoastal radiological and nuclear emergency response to United States Department of Energy/National Nuclear Security Administration. A major part of the support is to provide systematic radiological search for lost or stolen sources, Radiological search is a core competency of the NNSS with its origin dating back to nuclear weapons test era. Search operations from multiple platforms is the common thread among the various NNSS assets, which include Aerial Measuring System (AMS), Maritime Support Team (MST), National Capitol Response (NCR), National Search Team (NST) and Radiological Assistance Program (RAP). Information collected and analyzed during search operations add to the actionable intelligence for the law enforcement agencies and provide valuable guidance for the tactical resolution of a nuclear or radiological crisis. Search is an intelligence and situational awareness driven operation and most often called upon during a radiological emergency, however it can be brought into play to thwart a potential threat by providing monitoring and surveillance support. The Office of Nuclear Incident Response (NA-84) serves as the technical leader in responding to and resolving nuclear and radiological threats worldwide and integrates its efforts with other NNSA stakeholders (e.g., NNSA office of Defense Nuclear Non-proliferation NA-22). The response includes expertise in the areas of radiological search, render safe, and consequence management. This article will discuss the methodologies, tools, procedures, and techniques to extract maximum radiological characterization information (isotopic composition, activities for individual isotopes, threat assessment etc.) from field monitoring or Search operation data.

Examining the Ice-Nucleating Particles from the North Slope of Alaska (ExINP-NSA) (Final Campaign Report)

The Examining the Ice-Nucleating Particles from the North Slope of Alaska (ExINP-NSA) campaign was conducted at the National Oceanic and Atmospheric Administration’s (NOAA) Barrow Atmospheric Baseline Observatory (71.3230° N, 156.6114° W, “BRW” hereafter), next to the Atmospheric Radiation Measurement (ARM) user facility NSA site and ~ 6 km northeast of the town of Utqiaġvik. The location of the NSA site is shown in Figure 1. Our observing period began in October 2021 and continued until May 2024. This campaign was funded by the U.S. Department of Energy (DOE) Office of Science Early Career Research Program through grant number DE-SC001879. This grant contains funding for three ARM field campaigns. The previous field campaigns were performed at ARM’s Southern Great Plains atmospheric observatory in Oklahoma (SGP; 36.6073° N, 97.4876° W) and the ARM’s Eastern North Atlantic atmospheric observatory on Graciosa Island, Azores (ENA; 39.0916° N, 28.0257° W). The ExINP-NSA campaign aims included: • Determining the number concentration of ice-nucleating particles (n INPs ) active at temperatures spanning the range of heterogeneous freezing processes (from ≈−30 °C to 0 °C) using a combination of online and offline measurements, • Determining whether local meteorological conditions and/or synoptic scale air mass transport impact INP abundance and/or ice nucleation efficiency, • Examining if the physicochemical properties of INPs relate to aerosol chemistry, and • Assessing if there is a similarity in INP properties across three ARM sites Multi-seasonal datasets of INP abundance in the NSA region were delivered from this campaign. This campaign also allowed researchers to perform a comprehensive analysis of atmospheric INPs based on long- term ground-based measurements in the Alaskan Arctic. Our data and results from the ExINP-NSA campaign will help refine current earth system models. One of the stated goals of ARM is to advance aerosol-cloud ice interaction, which will be a direct result of this campaign. Current earth system models poorly represent INPs, and the 15-minute time resolution data over several seasons generated during this campaign will provide an invaluable resource, especially combined with the datasets generated during two previous ARM ExINP campaigns. These datasets will allow for a greater understanding of ice nucleation processes as they may (or may not) relate to local meteorological processes and aerosol chemistry and will eventually help further the understanding of the Earth’s atmospheric processes and energy balance.
