Global Dynamic Modeling of Space-Geodetic Data

The proposal had outlined a year for program conversion, a year for testing and debugging, and two years for numerical experiments. We kept to that schedule. In first (partial) year, author designed a finite element for isostatic thin-shell deformation on a sphere, derived all of its algebraic and stiffness properties, and embedded it in a new finite element code which derives its basic solution strategy (and some critical subroutines) from earlier flat-Earth codes. Also designed and programmed a new fault element to represent faults along plate boundaries. Wrote a preliminary version of a spherical graphics program for the display of output. Tested this new code for accuracy on individual model plates. Made estimates of the computer-time/cost efficiency of the code for whole-earth grids, which were reasonable. Finally, converted an interactive graphical grid-designer program from Cartesian to spherical geometry to permit the beginning of serious modeling. For reasons of cost efficiency, models are isostatic, and do not consider the local effects of unsupported loads or bending stresses. The requirements are: (1) ability to represent rigid rotation on a sphere; (2) ability to represent a spatially uniform strain-rate tensor in the limit of small elements; and (3) continuity of velocity across all element boundaries. Author designed a 3-node triangle shell element which has two different sets of basis functions to represent (vector) velocity and all other (scalar) variables. Such elements can be shown to converge to the formulas for plane triangles in the limit of small size, but can also applied to cover any area smaller than a hemisphere. The difficult volume integrals involved in computing the stiffness of such elements are performed numerically using 7 Gauss integration points on the surface of the sphere, beneath each of which a vertical integral is performed using about 100 points.

A coat-performance model for ground-based optical communications receiving telescopes

An analytical cost-performance model for a ground-based optical communications receiving telescope is presented. The model considers costs of existing telescopes as a function of diameter and field of view. This, coupled with communication performance as a function of receiver diameter and field of view, yields the appropriate telescope cost versus communication performance curve.

Landsat imagery for hydrologic modeling

The cost and effectiveness of developing land cover information derived from Landsat imagery for hydrologic studies are compared with the cost and effectiveness of conventional sources. The analysis shows that the conventional and Landsat methods are nearly equally effective in providing adequate land cover data for hydrologic studies. The total cost effectiveness analysis demonstrates that the conventional method is cost effective for a study area of less than 26 sq km and that the Landsat method is to be preferred for areas of more than 26 sq km.

Improving and Expanding NASA Software Cost Estimation Methods

Estimators and analysts are increasingly being tasked to develop better models and reliable cost estimates in support of program planning and execution. While there has been extensive work on improving parametric methods for cost estimation, there is very little focus on the use of cost models based on analogy and clustering algorithms. In this paper we summarize the results of our research in developing an analogy method for estimating NASA spacecraft flight software using spectral clustering on system characteristics (symbolic nonnumerical data) and evaluate its performance by comparing it to a number of the most commonly used estimation methods. The strengths and weaknesses of each method based on their performance are also discussed. The paper concludes with an overview of the analogy estimation tool (ASCoT) developed for use within NASA that implements the recommended analogy algorithm.

Model reduction by weighted Component Cost Analysis

Component Cost Analysis considers any given system driven by a white noise process as an interconnection of different components, and assigns a metric called 'component cost' to each component. These component costs measure the contribution of each component to a predefined quadratic cost function. A reduced-order model of the given system may be obtained by deleting those components that have the smallest component costs. The theory of Component Cost Analysis is extended to include finite-bandwidth colored noises. The results also apply when actuators have dynamics of their own. Closed-form analytical expressions of component costs are also derived for a mechanical system described by its modal data. This is very useful to compute the modal costs of very high order systems. A numerical example for MINIMAST system is presented.

NASA Human Spaceflight Scenarios - Do All Our Models Still Say 'No'?

We analyze the potential life cycle cost of assorted NASA human spaceflight architectures an architecture as a sum of individual systems, working together. With the prior questions of high costs, limited budgets and uncertainties in mind, public private partnerships are central in these architectures. The cost data for current commercial public private partnerships is encouraging, as are cost estimates for future partnership approaches beyond low Earth orbit.

Benefits of hydrogen production research

An economic analysis of total monetary benefits arising from increased volume and efficiency of hydrogen production from various primary energy sources is carried out. The analysis is based on NASA's projections of future hydrogen demand in terms of both established industrial-chemical uses and new energy system applications, along with the mix of primary energy sources needed to meet this demand. A cost methodology model is worked out with the basic cost elements being plant construction costs, feedstock and energy costs, and operating and labor-related costs. A computer simulation technique was developed and a set of model calculations was performed. Some representative outputs of the computer analysis are displayed and conclusions are drawn on major factors determining the overall savings possible in hydrogen production and on its technological and economic impact.

Process-Based Cost Estimation for Ramjet/Scramjet Engines

Process-based cost estimation plays a key role in effecting cultural change that integrates distributed science, technology and engineering teams to rapidly create innovative and affordable products. Working together, NASA Glenn Research Center and Boeing Canoga Park have developed a methodology of process-based cost estimation bridging the methodologies of high-level parametric models and detailed bottoms-up estimation. The NASA GRC/Boeing CP process-based cost model provides a probabilistic structure of layered cost drivers. High-level inputs characterize mission requirements, system performance, and relevant economic factors. Design alternatives are extracted from a standard, product-specific work breakdown structure to pre-load lower-level cost driver inputs and generate the cost-risk analysis. As product design progresses and matures the lower level more detailed cost drivers can be re-accessed and the projected variation of input values narrowed, thereby generating a progressively more accurate estimate of cost-risk. Incorporated into the process-based cost model are techniques for decision analysis, specifically, the analytic hierarchy process (AHP) and functional utility analysis. Design alternatives may then be evaluated not just on cost-risk, but also user defined performance and schedule criteria. This implementation of full-trade study support contributes significantly to the realization of the integrated development environment. The process-based cost estimation model generates development and manufacturing cost estimates. The development team plans to expand the manufacturing process base from approximately 80 manufacturing processes to over 250 processes. Operation and support cost modeling is also envisioned. Process-based estimation considers the materials, resources, and processes in establishing cost-risk and rather depending on weight as an input, actually estimates weight along with cost and schedule.

A comparison of economic evaluation models as applied to geothermal energy technology

Several cost estimation and financial cash flow models have been applied to a series of geothermal case studies. In order to draw conclusions about relative performance and applicability of these models to geothermal projects, the consistency of results was assessed. The model outputs of principal interest in this study were net present value, internal rate of return, or levelized breakeven price. The models used were VENVAL, a venture analysis model; the Geothermal Probabilistic Cost Model (GPC Model); the Alternative Power Systems Economic Analysis Model (APSEAM); the Geothermal Loan Guarantee Cash Flow Model (GCFM); and the GEOCOST and GEOCITY geothermal models. The case studies to which the models were applied include a geothermal reservoir at Heber, CA; a geothermal eletric power plant to be located at the Heber site; an alcohol fuels production facility to be built at Raft River, ID; and a direct-use, district heating system in Susanville, CA.
