In December 2020 and March 2021, EPA issued two MS4 strawman permit drafts specific to the Los Alamos area. EPA made text changes in the 2 nd strawman permit based on stakeholder comments related to the initial draft. During the public meeting on the Los Alamos area designation decision held on February 13, 2024, EPA staff stated that comments from the past strawman permits would be incorporated into the new MS4 permit to be issued state-wide. However, it does not appear that any of the text changes from the 2 nd Los Alamos area strawman permit were included in this state-wide general MS4 strawman permit. For reference, the 2 nd Los Alamos area revised strawman permit is included with these comments as Attachment 2. Many of the following comments refer to or state EPA’s updated text included in the 2 nd Los Alamos area strawman permit. The updated text from this 2 nd strawman permit that are referenced in the following comments should be applicable state-wide and it is suggested that this past work be reconsidered and incorporated.

This report is part of the second phase of a publication series focusing on approximately 100 different local geographies, or "clusters." Each report provides characteristic features and energy data for commercial buildings in a specific area to help policy makers at the city, county, and state level better understand building energy use and emissions. This report breaks down the energy consumption and emissions of the building stock in the counties shown in Figure 2 by building type, building size, end use, energy consumption, emissions, and segment.
Coastal ocean modeling is a high priority in the DOE‘s Energy Exascale Earth System Model (E3SM). The goal is to accurately predict the risk of damage to coastal resources and infrastructure due to a changing climate in the coming decades. North American coastal communities are areas of particular interest, as this fits under the topic of US national security and planning assessments in a changing climate. LANL Institutional Computing time for the Tier 1 allocation ”Coastal Ocean and Sea Ice Modeling” have been used for development and testing of numerical methods needed for E3SM coastal applications.
This report is an addendum to a publication series that focuses on approximately 100 different local geographies, or "clusters". This addendum expands the report series to include large multifamily building characteristics as well as energy and emission data for each local geography. The intention of this addendum is to help policymakers at the city, county, and state levels better understand building energy use and emissions in large multifamily buildings.

A poster summarizing parts of Sandia National Labs Wildfire Electric Grid Resilience program
In March of 2005, the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Los Alamos Site office (LASO) requested the U.S. Army Corps of Engineers Albuquerque District (USACE) to identify and delineate wetlands at Los Alamos National Laboratory (LANL). The results of this study were intended to support the preparation of the Supplemental Site-Wide Environmental Impact Statement (EIS) and various mitigative measures that would become part of the National Environmental Policy Act (NEPA) compliance process for LANL. The term “wetland” will be used throughout the report to refer to the potential wetlands listed in Table 1. Many of these potential "wetlands” were not determined to be wetlands based on 2025 data.
