Cyberguardians and STEM Warriors (Final Technical Report (FTR))

In the past decade, solar power, with and without energy storage has become the fastest growing source of energy generation in the world. In the U.S., solar employment more than doubled from 105,145 jobs in 2011 to 255,037 jobs in 2021, four times faster than the U.S. job growth rate overall. These factors, combined with technology advancements, creates a skills gap that puts tremendous stress on society to deliver the workers to fill the open job requisitions. The Cyberguardians and STEM Warriors project (Cyberguardians) was designed to address the trained-worker shortage in the energy industry in three ways: 1) by developing educational curriculum that addresses DER technology changes; 2) by delivering curriculum to prospective workers, including military veterans and their families, via universities, community colleges, and vocational training outlets; and 3) introducing individuals who have completed training to employers that can hire them. Cyberguardians exceeded its curriculum goals by producing 27 academic units of university-accredited material (12 total courses) covering energy fundamentals, smart inverters, Distributed Energy Resource (DER) data communication, cybersecurity, standardization, certification, data analytics, and IEEE 1547 standard topics. The North American Board of Certified Energy Practitioners (NABCEP) also accredited the material for use in their credential program. Seven instructors were recruited and trained, and six academic institutions (University of California San Diego, State University of New York, North Carolina State University, Harper Community College, Green Village Academy, and the SunSpec Alliance) were enlisted, meeting program goals. All course material was published under the Creative Commons license and made available royalty free, thus providing a long-lasting public benefit. The program’s outreach program vastly exceeded program goals and incorporated the efforts of 13 outreach partners (11 of which are veteran focused), an advisory board representing 15 companies, webinars and 10’s of thousands of email messages sent to prospective students and hiring managers. Despite these efforts, the global pandemic depressed anticipated program participation by about a third. Still, a total of 396 students enrolled and 289 completed the courses and were accredited. The job applicant task achieved similar results (111 realized vs a 174 goal) but reported job placement was weaker at (9 realized vs. a 51 goal). The Cyberguardians program fills a critical void for cost-effective, royalty-free curriculum and training pertaining to DER technologies and cybersecurity that prospective energy workers must possess to be effective in the 21 st century. On this basis alone, the investment of taxpayer funds will pay dividends for years to come.

Electric Medium- and Heavy-Duty Vehicle Charging Infrastructure Attributes and Development

Although more established for light-duty vehicles (LDVs), advancements in electric vehicle (EV) charging technology are being made in the medium- and heavy-duty (MD/HD) sector. Progress is also being made with the electrification of MD/HD vehicles, including transit buses, school buses, MD trucks, and HD trucks. The diverse set of operational requirements and duty cycles for each vocation, as well as the range in the size of fleets, present unique charging and infrastructure requirements. This report focuses on charging requirements for MD/HD vehicles and synergies with LDV infrastructure. This analysis leans toward the qualitative rather than quantitative because relevant model inputs are in development and will not be established for a few years, as EV deployments are more mature in the LDV sectors than MD/HD. The report begins with an overview of MD/HD vehicle classes and types of charging, including depot and residential charging, among others (Section 2). Section 3 analyzes the home bases (overnight dwell locations) of existing MD/HD vehicles, with an emphasis on depot and residential home bases, and discusses implications for charging infrastructure. Section 4 discusses the key characteristics for determining if, when, and where MD/HD vehicles can leverage LDV charging infrastructure rather than requiring dedicated chargers. These considerations include electricity demand, connectors, physical space requirements, payment considerations, and impacts on the grid. Section 5 summarizes shared characteristics for MD/HD vehicles that are appropriate for near-term electrification and includes a summary of the outlook of the electric MD/HD vehicle market. The conclusion (Section 6) summarizes the report's findings and outlines areas for future research.

Analyzing SCM Grid Benefits from Electric Transportation [Slides]

Increasing adoption of EVs and expanding unmanaged charging loads could increase the cost of transportation energy due to increasing load variability and shrinking infrastructure capacity. The actual cost of transportation energy, such as charging an EV, depends on several factors including energy costs, charging infrastructure costs, and applicable grid upgrades. Based on studies from past DOE projects; RECHARGE, DirectXFC, FUSE and 21st Century Truck Partnership (21CTP) the EV-CENTS project will develop a transportation energy cost metric to better quantify these factors and provide a framework for assessing the value potential of new technology solutions, such as smart charge management (SCM), which could reduce these costs for all stakeholders. The initial assessment will focus on the cost of charging, which will vary across vehicle classes such as light-duty vehicles (LDV) or medium and heavy-duty vehicles (MHDV), as well as across different vocations resulting in many different use cases for this metric. Cost of charging results will be developed for each use case in both uncontrolled and controlled scenarios to understand the value potential of different SCM objective functions and their ability to optimize the cost of energy and delay or eliminate the need for electrical upgrades.

Agent-Based, Bottom-Up Medium- and Heavy-duty Electric Vehicle Economics, Operation, Charging and Adoption (Research Performance Final Report)

This is the research performance final report for the project entitled: Agent-Based, Bottom-Up Medium- and Heavy-duty Electric Vehicle Economics, Operation, Charging and Adoption This project was able to achieve the DOE’s goals of developing new modeling tools to understand MDHD vehicle operation and adoption. The first modeling tool is a fleet-level techno-economic analysis model capable of estimating energy use and associated environmental and cost impacts for electrified and conventional vehicles of any MDHD vocation, using real-world cost and operations data, including approaches to optimizing schedules for charging and/or vehicle dispatch. The second modeling tool is a system-level, bottom-up, agent-based adoption model capable of generating geographically-resolved estimates of market projections for MDHD vehicles and charging infrastructure. These tools will be developed and published to serve dual purposes as analysis tools for researchers, and decision-support tools for decision makers within the MDHD system.

Race-Specific Risk Factors for Homeownership Disparity in the Continental United States

The United States has a racial homeownership gap due to a legacy of historic inequality and discriminatory policies, but factors that contribute to the racial disparity in homeownership rates between White Americans and people of color have not been fully characterized. In order to alleviate this issue, policymakers need a better understanding of how risk factors affect the homeownership rates of racial and ethnic groups differently. In this study, data from several publicly available surveys, including the American Community Survey and United States Census, were leveraged in combination with statistical learning models to investigate potential factors related to homeownership rates across racial and ethnic categories, with a focus on how risk factors vary by race or ethnicity. Our models indicated that job availability for specific demographics, and specific regions of the United States were factors that affect homeownership rates in Black, Hispanic, and Asian populations in different ways. Based on the results of this study, it is recommended policymakers promote strategies to increase access to jobs for people of color (POC), such as vocational training and programs to reduce implicit bias in hiring practices. These interventions could ultimately increase homeownership rates for POC and be a step toward reducing the racial wealth gap.

Development of an externally powered prosthetic hook for amputees

The powered hook with trigger finger appears to be a useful adaptation of a terminal device for an amputee when performing vocational activities involving the use of a powered tool requiring a trigger control. The proportional control system includes transducers and amplifiers and appears to have widespread application for control of any external power, whether it be in the orthotic or prosthetic field.

The National Research Council program on aid to the neurologically handicapped

The multidisciplinary care of neuromuscular disabled patients is reviewed. Described are the activities of occupational and vocational therapists, social workers, clinical psychologists and speech pathologists that are directed toward the major effects of spinal cord injuries, amputations, stroke, cerebral palsy, and rheumatoid arthritis.

Solar energy system performance evaluation: Seasonal report for Contemporary-Manchester, Manchester, New Hampshire

The operational and thermal performance of the solar energy system, Contemporary-Manchester, is described. The system was designed by Contemporary Systems Incorporated to provide space heating and domestic hot water preheating for a three story dwelling located on the New Hampshire Vocational Technical College campus, Manchester, New Hampshire. The net fossil energy savings for the period from March, 1979 to February, 1980 was 14.52 million Btu. However, the performance of the system must be degraded due to the fact that the building was unoccupied throughout the data assessment and analysis period. The unoccupied status prevented the normal adjustment of heating and ventilating controls for maintenance of comfort levels within the building. This lack of occupancy also prevented the typical family hot water usage, which would have allowed for more realistic evaluation of the hot water subsystem.

The feasibility of miniaturizing the versatile portable speech prosthesis: A market survey of commercial products

The feasibility of a miniature versatile portable speech prosthesis (VPSP) was analyzed and information on its potential users and on other similar devices was collected. The VPSP is a device that incorporates speech synthesis technology. The objective is to provide sufficient information to decide whether there is valuable technology to contribute to the miniaturization of the VPSP. The needs of potential users are identified, the development status of technologies similar or related to those used in the VPSP are evaluated. The VPSP, a computer based speech synthesis system fits on a wheelchair. The purpose was to produce a device that provides communication assistance in educational, vocational, and social situations to speech impaired individuals. It is expected that the VPSP can be a valuable aid for persons who are also motor impaired, which explains the placement of the system on a wheelchair.

Scientific and technical training in the Soviet Union

Specific features and observations on the Soviet educational system and areas of apparent effectiveness are presented, noting that the literacy rate is over 98 percent in 1982. Educational goals are reoriented every five years to match with other projections of five-year plans. The Soviet constitution established strong educational goals, including schools, correspondence courses, lectures in native tongues, free tuition, and vocational training. The educational pattern from pre-school through graduate school lasts over 28 yr and contains two 2-yr periods of work, confined to specialties after graduate school. Mathematics is emphasized, as are physics, Marxism, and a foreign language. Approximately 300,000 engineers were graduated in the Soviet Union in 1982, compared with the 20-yr U.S. average of 50,000/yr. About 2/3 of Soviet engineers participate in defense work, a number which is four times the total number of U.S. engineers. It is asserted that the continual indoctrination, organization, and practical work experience will guarantee that the Soviet state will remain a dominant force in the world as long as centralized state control can be carried out.

Preparing technicians for engineering materials technology

A long held principle is that for every engineer and scientist there is a need for ten technicians to maximize the efficiency of the technology team for meeting needs of industry and government. Developing an adequate supply of technicians to meet the requirements of the materials related industry will be a challenge and difficult to accomplish. A variety of agencies feel the need and wish to support development of engineering materials technology programs. In a joint effort among Battelle Laboratories, the Department of Energy (DOE) and Northwest College and University Association for Science (NORCUS), the development of an engineering materials technology program for vocational programs and community colleges for the Pacific Northwest Region was recently completed. This effort has implications for a national model. The model Associate of Applied Science degree in Engineering Materials Technology shown provides a general structure. It purposely has course titles which need delimiting while also including a core of courses necessary to develop cognitive, affective and psychomotor skills with the underlining principles of math, science and technology so students have job entry skills, and so that students can learn about and adapt to evolving technology.

Future Assets, Student Talent (FAST)

Future Assets, Student Talent (FAST) motivates and prepares talented students with disabilities to further their education and achieve High Tech and professional employment. The FAST program is managed by local professionals, business, and industry leaders; it is modeled after High School High Tech project TAKE CHARGE started in Los Angeles in 1983. Through cooperative efforts of Alabama Department of Education, Vocational Rehabilitation, Adult and Children Services, and the President's Committee on Employment of People with Disabilities, north central Alabama was chosen as the second site for a High School High Tech project. In 1986 local business, industry, education, government agencies, and rehabilitation representatives started FAST. The program objectives and goals, results and accomplishments, and survey results are included.

Some observations on Chinese education

China has encountered many ups and downs in the field of education over the years. Although hampered by financial and personnel problems, impressive progress has been made in primary education since 1949, particularly in urban areas. The total education system is still weak, however, with a serious shortage of qualified teachers, school buildings, and other necessary facilities. Some of the problems involved are discussed. Current efforts aimed at increasing the level of compulsory education are outlined and observations are made on the status and plans relative to basic education, technical and vocational education, teacher training, resource requirements, enrollment trends, and so on.

NASA CORE: Central Operation of Resources for Educators-Educational Materials Catalog

The NASA Central Operation of Resources for Educators (CORE), established in cooperation with Lorain County Joint Vocational School, serves as the worldwide distribution center for NASA-produced educational materials. For a minimal charge, CORE will provide a valuable service to educators unable to visit one of the NASA Educator Resource Centers by making NASA educational audiovisual materials available through its mail order service. Through CORE's distribution network, the public has access to more than 200 videocassette, slide, and CD-ROM programs, chronicling NASA!s state-of-the-art research and technology. Through the use of these curriculum supplement materials, teachers can provide their students with the latest in aerospace information. NASAs educational materials on aeronautics and space provide a springboard for classroom discussion of life science, physical science, astronomy, energy, Earth resources, environment, mathematics, and career education.
