San Diego Tribal Energy Collaborative [Slides]

The project involves the installation and activation of 42 roof-top or ground mount solar photovoltaic systems. The system will use a combination of roof-top photovoltaic panels and ground-mounted panels that will be installed on 40 tribal homes and 2 tribal buildings throughout the three participating reservations. The scope of work includes site preparation, equipment installation, system testing, and inspection by a third-party inspector, system activation, troubleshooting, and final activation. It also includes any electrical system upgrades, which are anticipated to accommodate the new PV system. The system will displace at least 50% of the combined total of electricity needed by the participating structures. Implementing these systems will also provide hands-on solar installation training to at least 20 Tribal community volunteers and job trainees.

Unalakleet Microgrid Optimization for Tribal Community Resilience

The Unalakleet Microgrid Optimization Project aimed to strengthen the reliability and efficiency of the isolated electric power system that serves the Tribal community of Unalakleet, Alaska. The community relies entirely on a local wind-diesel microgrid, consisting of four 475 kW diesel generators and six 100 kW wind turbines, to provide electricity to approximately 745 residents and Tribal facilities. Because Unalakleet is not on a road system and is located nearly 400 miles from the nearest major power grid, maintaining a resilient and efficient local energy system is critical. The scope of this project included upgrading a portion of the transmission line between the wind farm and the power plant to increase voltage and reduce line losses, along with modernizing the Supervisory Control and Data Acquisition (SCADA) system to improve monitoring, control, and data management of the power system. These upgrades were designed to increase wind energy utilization, reduce diesel fuel consumption by tens of thousands of gallons annually, and improve overall grid stability. By allowing more of the community’s electricity to be supplied by local renewable wind resources, the project was designed to lower operating costs, reduce dependence on imported fuel, and strengthen the long-term resilience of the power system. These improvements represent an important step toward the community’s long-term energy vision of expanding renewable generation, incorporating energy storage, and eventually achieving “diesels-off” operation, where essential Tribal loads are powered primarily by local renewable resources.

Northern Great Plains Disasters: Using Earth Observations to Enhance Flood Monitoring on Tribal Lands in the Northern Great Plains

In 2019, the Great Plains experienced unprecedented catastrophic flooding. Large flood events are predicted to increase in frequency and severity, posing risks to communities in this region, particularly Tribal Nations. We used data from Sentinel-1 C-band Synthetic Aperture Radar (C-SAR), imagery from the Sentinel-2 MultiSpectral Instrument (MSI), and digital elevation models (DEMs) from the Shuttle Radar Topography Mission (SRTM) within Google Earth Engine to map historical floods in the region beginning in 2014 with particular attention to the Rosebud Sioux Reservation and the tribal lands of other Great Plains Tribal Water Alliance members. This historical mapping used C-SAR for a combined method approach with a Z-score algorithm in addition to an index for flooded short vegetation. We also developed a flood risk map by weighting different flood predictor variables according to flood risk literature. These variables included soil drainage from the Soil Survey Geographic Database (SSURGO); elevation, slope, and Topographic Wetness Index (TWI) derived from digital elevation models; precipitation from Climate Hazards Group InfraRed Precipitation with Station data (CHIRPS); land cover from the National Land Cover Database (NLDC); and Normalized Difference Vegetation Index (NDVI) derived from Landsat 8 Operational Land Imager (OLI). From the flood extent and risk maps, we identified widespread flooding in short vegetation (including cropland) and noted flood susceptibility in regions exhibiting high social vulnerability and low community resilience (FEMA indices). We created an ArcGIS Online StoryMap to share project background, results, and data. Additionally, we provided a written tutorial so partners may replicate the flood mapping for future flood events.

Ahtna Tribal Energy Planning and Technical Assistance Project (Final Report)

Ahtna Intertribal Resource Commission (AITRC) provided technical assistance and capacity building activities for eight (8) tribal communities in the Ahtna region to: 1. reduce energy costs; 2. improve community wildfire readiness and biomass utilization; 3. provide local food security; and 4. reduce unemployment, poverty and outmigration in the Ahtna villages. AITRC provided community education on energy needs, conservation and efficiency, issues and options, assisted the tribes in identifying appropriate renewable energy systems, and increased their capacity to implement successful energy projects that employed local tribal members. AITRC also successfully assisted the member Tribes and Alaska Native Corporations in pursuing additional funding to advance their energy goals and projects, including Tribal Resiliency Planning, community biomass heating and wood resource assessment projects, and hydroelectric.

Tribal Engagement in Transmission Planning

The purpose of this white paper is to provide Tribes with information that (a) helps assess whether transmission access is important for their energy goals, and (b) provides guidance on how to engage in transmission planning, if and when doing so would help the Tribe achieve its energy goals. DOE's Office of Indian Energy notes that "Indian Country contains vast untapped energy resources" (OIE 2023). Individual tribes express a wide array of energy needs and goals, ranging from simple access to basic electricity service and energy efficiency tools, to the development of utility-scale generating plants. Access to transmission is a key part of this multifaceted tribal energy picture. About 2.3 percent of the nation's transmission miles are on tribal lands (OIE 2023). Even within that slice, however, circumstances vary widely. Much of that transmission is for local network delivery (138kV or less). There are some large-capacity 500kV lines, but in many cases the Tribe has limited access to them even when they run across the reservation. Some of the Tribes with the largest land area have little transmission, and some such as Navajo Nation and Hopi Tribe have many homes with no access to electricity. This white paper begins with a high-level summary of transmission issues that can affect a Tribe's energy goals. The discussion includes findings from major transmission-related studies, including the 2023 National Transmission Needs Study (GDO 2023). It then discusses strategies that could help a Tribe safeguard its interests when those interests intersect transmission infrastructure planning.

Huslia Tribal Council Biomass Project: A Project to Increase Sustainability and Reduce Energy Costs in Huslia, AK

The Huslia Tribal Council (HTC) and the Tanana Chiefs Conference (TCC), partnering with the City of Huslia, the Yukon-Koyukuk School District, and Alaska Native Tribal Health Consortium, applied to the U.S. Department of Energy Office of Indian Energy for funding of a community biomass boiler system. The biomass system contributes to heating three community buildings in Huslia, Alaska with locally harvested fuels: the clinic, the water treatment plant/washeteria, and the school. The remaining heating needs are supported by in-building oil-fired boilers, burning imported heating fuel. Some issues, such as control set points on the oil boilers, need to be resolved before the biomass heating system is used at full capacity. The project objectives of the community biomass boiler system were cost reduction, carbon reduction, community resilience, and economic development. Once fully operational, the cost reduction from decreased fuel oil usage due to support from the biomass boiler system is expected to more than offset the cost of purchasing locally harvested biofuel, resulting in overall savings to the community. Locally sourced wood is considered carbon-neutral, so the biomass boiler system decreases the carbon footprint of heating the community buildings. The project increases resilience by decreasing dependence on heating oil brought in from elsewhere. Lastly, it produces economic development by employing locals to gather the wood burned in the biomass boiler. This project satisfies all of the objectives that HTC set out to achieve.

Residential Energy Efficiency Design Guide for Tribal Lands

Homeowners and renters on tribal lands have historically faced a disproportionate energy burden compared to the United States as a whole. The Indian Health Service (IHS), which serves these communities, strives to meet aggressive energy performance goals when constructing their residential housing. Challenges common in rural locations can hinder progress toward those goals, such as availability of materials, access to specialized labor, and budget constraints. This guide is for architects and builders who aim to incorporate energy efficiency (EE) into their residential designs. This report presents commercially viable energy efficiency packages for a variety of locations and home inputs to help guide home builders in choosing improvements for energy performance. The intention is to provide a diverse set of packages that can be used during the design phase to achieve energy savings compared to a code minimum building design. By presenting a set of diverse options with similar expected energy savings and life-cycle costs, final decisions can be left up to the building designers who can better determine the appropriate package given local costs, materials, and labor availability. Although this guide was developed for IHS projects, it can be used to help designers and construction professionals better make cost-effective choices when a detailed, project-specific building energy analysis is not possible.

Oneida Nation Solar Deployment on Tribal Facilities (Final Report)

Final report that describes the Oneida Nation Solar Deployment of Tribal Facilities Project which included the installation of 802 kW of solar photovoltaic installed on six buildings/complex. It contains production data for the first 21 months of operation and a summary of savings to date. There is a description of tasks accomplished and lessons learned.
