Prospects for Interstellar Propulsion

In recognition of the increasing prospects for Earth-like exoplanet discoveries and its significance for spurring future interstellar voyages of discovery, the United States Congress recently directed NASA to undertake an interstellar mission technology assessment report. In response to this legislative charge to action, NASA has undertaken a series of extramural interstellar workshops aimed at identifying and evaluating technology concepts for enabling an interstellar scientific probe mission, associated technical challenges, technology readiness level assessments, risks, potential near-term milestones, and funding requirements. This paper summarizes these activities and discusses the scientific and technical rationale for a long-term program consisting of incremental, staged technical developments that are extensible for interstellar travel to a nearby star system over many decades.

Floating Photovoltaic Technical Potential: A Novel Geospatial Approach on Federally Controlled Reservoirs in the United States

Floating photovoltaic generation is a rapidly expanding sector of the solar energy industry, and understanding the quantity that can feasibly be installed is a crucial step to understand its role in future energy systems. This paper presents a novel spatially explicit methology of FPV potential for federally owned and managed reservoirs in the United States that uses site-specific attributes of reservoirs to estimate available area and potential generation capacity. The analysis finds that the proportion reservoir area that is found to be available for FPV development is similar to assumed values used in previous research on average, however there is a wide variability in this proportion on a site by site basis. Potential FPV generation capacity on these reservoirs is estimated to be in the range of 861 to 1,042 GWdc depending on input assumptions, likely representing a significant portion of future US solar generation needs. This work represents an advancement in methods used to estimate FPV potential that presents many natural extensions for further research.

DISSPATCH H2: Assessing Subsurface Storage Potential for Hydrogen

This project evaluates the technical feasibility of long-term underground hydrogen storage in the Anadarko Basin, integrating subsurface science, reservoir engineering, and system-level analysis to build a cohesive understanding of how hydrogen may be stored and recovered in porous media. Although salt caverns currently dominate commercial-scale hydrogen storage, their limited geographic availability necessitates alternative options that can support a more resilient energy system. Depleted oil and gas reservoirs offer a widely distributed and potentially high-capacity solution, but their suitability depends on formation-specific geologic, petrophysical, microbial, and operational factors. This study provides the first coordinated assessment of these factors within the Simpson Group of Oklahoma.

An Airborne Communications Roadmap for the U.S. Federal Air Marshal Service: Overview and Status

Following the events of September 11, 2001, the responsibilities, operations and numbers of the U.S. Federal Air Marshal Service (FAMS) wer e greatly expanded. With this expansion, new critical research and te chnology needs were identified, including the need for air to ground telecommunications capabilities. To address this need, the FAMS has cr eated a working group to develop, deploy and enhance aviation communi cations with respect to security and law enforcement. This paper presents the working group's progress to date in generating a FAMS air-gro und communications roadmap identifying expected communications servic es, technology maturity, and technology gaps over a timeline. The paper includes a communications preliminary requirements summary and syst em performance characteristics needed to meet identified operational needs. The system engineering process utilized is presented beginning with the identification of users, their operational needs and relevant constraints. The operational needs are translated to desired airbor ne communications services. System technical performance requirements associated with the identified services are summarized. In addition, notional communications architectures addressing the requirements are presented. Finally, future plans to identify and assess potential ca ndidate systems and their associated technical architectures, gaps and barriers to implementation are discussed. The paper addresses the cu rrent, near term (within 5 years) and far term (10 years) timeframes for such an airborne communications system.

Assessment of the use of space technology in the monitoring of oil spills and ocean pollution: Technical volume. Executive summary

The potential of space systems and technology for detecting and monitoring ocean oil spills and waste pollution was assessed as well as the impact of this application on communication and data handling systems. Agencies charged with responsibilities in this area were identified and their measurement requirements were ascertained in order to determine the spatial resolution needed to characterize operational and accidental discharges. Microwave and optical sensors and sensing techniques were evaluated as candidate system elements. Capabilities are described for the following: synthetic aperture radar, microwave scatterometer, passive microwave radiometer, microwave altimeter, electro-optical sensors currently used in airborne detection, existing space-based optical sensors, the thematic mapper, and the pointable optical linear array.

The worldwide market for photovoltaics in the rural sector

The worldwide market for stand-alone photovoltaic power systems in three specific segments of the rural sector were determined. The worldwide market for photovoltaic power systems for village power, cottage industry, and agricultural applications were addressed. The objectives of these studies were to: The market potential for small stand-alone photovoltaic power system in specific application areas was assessed. Technical, social and institutional barriers to PV utilization were identified. Funding sources available to potential users was also identified and marketing strategies appropriate for each sector were recommended to PV product manufacturers. The studies were prepared on the basis of data gathered from domestic sources and from field trips to representative countries. Both country-specific and sector-specific results are discussed, and broadly applicable barriers pertinent to international marketing of PV products are presented.

Digital imaging technology assessment: Digital document storage project

An ongoing technical assessment and requirements definition project is examining the potential role of digital imaging technology at NASA's STI facility. The focus is on the basic components of imaging technology in today's marketplace as well as the components anticipated in the near future. Presented is a requirement specification for a prototype project, an initial examination of current image processing at the STI facility, and an initial summary of image processing projects at other sites. Operational imaging systems incorporate scanners, optical storage, high resolution monitors, processing nodes, magnetic storage, jukeboxes, specialized boards, optical character recognition gear, pixel addressable printers, communications, and complex software processes.

Fuel cells feasibility

The technical and economic status of fuel cells is assessed with emphasis on their potential benefits to the Deep Space Network. The fuel cell, what it is, how it operates, and what its outputs are, is reviewed. Major technical problems of the fuel cell and its components are highlighted. Due to these problems and economic considerations it is concluded that fuel cells will not become commercially viable until the early 1990s.

Probabilistic risk assessment of the Space Shuttle. Phase 3: A study of the potential of losing the vehicle during nominal operation, volume 1

This document is the Executive Summary of a technical report on a probabilistic risk assessment (PRA) of the Space Shuttle vehicle performed under the sponsorship of the Office of Space Flight of the US National Aeronautics and Space Administration. It briefly summarizes the methodology and results of the Shuttle PRA. The primary objective of this project was to support management and engineering decision-making with respect to the Shuttle program by producing (1) a quantitative probabilistic risk model of the Space Shuttle during flight, (2) a quantitative assessment of in-flight safety risk, (3) an identification and prioritization of the design and operations that principally contribute to in-flight safety risk, and (4) a mechanism for risk-based evaluation proposed modifications to the Shuttle System. Secondary objectives were to provide a vehicle for introducing and transferring PRA technology to the NASA community, and to demonstrate the value of PRA by applying it beneficially to a real program of great international importance.

Pumped Storage Hydropower Resource and Deployment Potential

There is growing interest in deploying new pumped storage hydropower (PSH) to meet grid needs for flexibility, reliability, and resiliency. This presentation describes how NLR resource assessment, cost modeling, and capacity expansion modeling are used to identify technical and economic PSH deployment potential and support industry decision-making on PSH investments. NLR's open data and tools demonstrate the vast technical potential of PSH on the order of 80 TW, and modeling shows economic PSH deployment under an attractive cost-value proposition.

Design considerations for composite fuselage structure of commercial transport aircraft

The structural, manufacturing, and service and environmental considerations that could impact the design of composite fuselage structure for commercial transport aircraft application were explored. The severity of these considerations was assessed and the principal design drivers delineated. Technical issues and potential problem areas which must be resolved before sufficient confidence is established to commit to composite materials were defined. The key issues considered are: definition of composite fuselage design specifications, damage tolerance, and crashworthiness.

LIS-Hydro: Authoritative Source for OCONUS Hydro-Intelligence

U.S. military forces are often tasked to participate in a variety of transboundary water-related decision-making activities, including humanitarian assistance operations through Department of State tasking, support of in-country infrastructure development activities that help develop or improve diplomatic relationships, and support of transboundary water treaty negotiations or disputes to reduce risk of conflict caused by water security issues. The U.S. intelligence communities have identified the coordination over shared water resources as an area of significant concern to U.S. national security (U.S. National Defense Strategy, 2018). Such transboundary water issues are projected to intensify in the future under increasingly complex population dynamics, political tensions due to parallel issues, and a changing climate. A 2017 joint NASA, USACE/RDC, and U.S. Air Force co-sponsored workshop revealed a lack of sufficient decision support tools and access to timely technical and contextual information needed to assess and respond to potential water-related threats around the world. The need for an integrated operational service, with the capacity to combine and synthesize hydrological modeling, assimilation, forecasting, and visualization capabilities across the U.S. Government, was highlighted as a key recommendation. In direct response, a subset of the U.S. Department of Defense, National Intelligence Community, and Oak Ridge National Laboratory are collaborating on the development of a fully integrated hydro-modeling and streamflow prediction system (i.e., LIS-Hydro). Completion of the project and sustainment of the operational capability by Air Force Weather will establish a national asset to assist federal agencies implement government-wide strategies around water resources (U.S. Global Water Strategy, 2017). The hydrological products and services will, for the very first time, establish a routinely available authoritative source of global water intelligence information supporting war-fighters, planners, and decision makers at all echelons and services of the U.S. military, Federal government, and intelligence community. A summary of the interagency scientific collaboration in addressing some of the key gaps and needs identified during the 2017 workshop will be presented.

AN-Type Fittings in the International Space System (ISS) Node 2 Ammonia System Technical Assessment Report

Based on an anonymous request, an NESC Assessment Team was formed to investigate potential leakage problems from the ISS Program's Node 2 Anhydrous Ammonia System AN fittings. The Team's charter was to provide the ISS Program with a path to follow, which could include testing, to ensure the ISS Program felt confident that the AN fittings' leakage would not exceed specified limits in orbit. The findings from that assessment are contained in this document.

Preliminary Assessment of Thrust Augmentation of NEP Based Missions

Science Applications International Corporation (SAIC), with support from NASA Marshall Space Flight Center, has conducted a preliminary study to compare options for augmenting the thrust of a conventional nuclear electric propulsion (NEP) system. These options include a novel nuclear propulsion system concept known as Hybrid Indirect Nuclear Propulsion (HINP) and conventional chemical propulsion. The utility and technical feasibility of the HINP concept are assessed, and features and potential of this new in-space propulsion system concept are identified. As part of the study, SAIC developed top-level design tools to model the size and performance of an HINP system, as well as for several chemical propulsion options, including liquid and gelled propellants. A mission trade study was performed to compare a representative HINP system with chemical propulsion options for thrust augmentation of NEP systems for a mission to Saturn's moon Titan. Details pertaining to the approach, features, initial demonstration results for HINP model development, and the mission trade study are presented. Key technology and design issues associated with the HINP concept and future work recommendations are also identified.

Market assessment of photovoltaic power systems for agricultural applications in Nigeria

The market potential for stand-alone photovoltaic systems in agriculture was studied. Information is presented on technical and economically feasible applications, and assessments of the business, government and financial climate for photovoltaic sales. It is concluded that the market for stand-alone systems will be large because of the availability of captial and the high premium placed on high reliability, low maintenance power systems. Various specific applications are described, mostly related to agriculture.

Satellite Power Systems (SPS): Concept development and evaluation program: Preliminary assessment

A preliminary assessment of a potential Satellite Power System (SPS) is provided. The assessment includes discussion of technical and economic feasibility; the effects of microwave power transmission beams on biological, ecological, and electromagnetic systems; the impact of SPS construction, deployment, and operations on the biosphere and on society; and the merits of SPS compared to other future energy alternatives.
