Ransomware Attack Modeling and Artificial Intelligence-Based Ransomware Detection for Digital Substations

Ransomware has become a serious threat to the current computing world, requiring immediate attention to prevent it. Ransomware attacks can also have disruptive impacts on operation of smart grids including digital substations. This paper provides a ransomware attack modeling method targeting disruptive operation of a digital substation and investigates an artificial intelligence (AI)-based ransomware detection approach. The proposed ransomware file detection model is designed by a convolutional neural network (CNN) using 2-D grayscale image files converted from binary files. Here, the experimental results show that the proposed method achieves 96.22% of ransomware detection accuracy.

Evaluation of IEC 62443 Standard Gaps for Electric Grid Substation Model Use Case

This report presents an evaluation of the IEC 62443 standards in the context of electric grid substations, as part of a collaborative effort among Sandia National Laboratories (SNL), Idaho National Laboratory (INL), and the National Renewable Energy Laboratory (NREL). The primary objective is to assess the applicability of these standards to enhance cybersecurity measures for industrial automation and control systems (IACS) within the energy sector. The evaluation identifies strengths, such as the scalability of security levels and the structured lifecycle guidance provided by IEC 62443. However, it also highlights significant gaps, including limited integration of physical security, insufficient guidance for legacy systems, and challenges in addressing emerging threats like supply chain vulnerabilities. Recommendations for refining the standards are proposed, including the need for tailored guidance for securing legacy systems, integrating physical security with cybersecurity frameworks, and enhancing interoperability across multi-vendor environments. By addressing these gaps, the IEC 62443 standards can be strengthened to ensure comprehensive cybersecurity for electric grid substations, thereby supporting the resilience and reliability of critical energy infrastructure.

An Advanced Cyber-Physical System Security Testbed for Substation Automation

A Cyber-Physical System (CPS) testbed serves as a powerful platform for testing and validating cyber intrusion detection and mitigation strategies in substations. This study presents the design and development of a CPS testbed that can effectively assess the real-time dynamics of a substation. Cyber attacks exploiting IEC 61850-based SV and GOOSE protocols are demonstrated using the testbed, along with an analysis on attack detection. Realistic timing measurements are obtained, and the time frames for deploying detection and mitigation strategies are evaluated.

Electrical substation grid testbed for DLT applications of electrical fault detection, power quality monitoring, DERs use cases and cyber-events

Electrical utilities continue to deploy more intelligent electronic devices (IEDs) inside and outside electrical substation, and are associated with customer-owned distributed energy resources (DERs). The integrity and confidentiality of data from these IEDs, like power meters and protective relays, is crucial. Blockchain technology could improve the resilience of microgrids by improving the security of data sharing. The penetration of customer-owned DERs (renewable energy sources) and the increasing deployment of IEDs can lead to integrate power system applications with Distributed Ledger Technology (DLT). In this study, we implemented the electrical faulted phase detection and power quality monitoring algorithms with a Cyber Grid Guard (CGG) system using DLT. In addition, the DERs (wind turbine farms) use case and protective relay cyber-event tests were assessed, by using the CGG system with DLT. In the experimental model, the testbed was created by using a real-time simulator and CGG system with power meters/ protective relays in-the-loop. The data collected from the CGG system and IEDs were compared with the same time stamp source. These results had shown the successful assessment of protection, control and monitoring applications using a CGG system with DLT. In the future, the ESGT with DERs and the CGG system will be used in other power system applications, based on implementing smart contracts between electrical utilities with customer-owned DERs.

Solid State Power Substation DC Node Optimization and Controller Hardware-In-The-Loop Demonstration

A solid state power substation (SSPS) node is a microgrid that integrates distributed energy resources and loads and injects/absorbs power to/from the SSPS distribution network. It is an essential building block of a futuristic distribution grid network. This paper presents the development and demonstration of optimization use cases of a SSPS DC node. By adopting multi-layer hierarchical control architecture and developing automatic device identification and dynamic optimization formulation algorithms, the SSPS DC node can perform plug-and-play resource integration and seamless transition of the optimized node operation under on and off grid condition without sophisticated algorithms, control mode changes, and user interactions. Four optimization use cases including economic dispatches with price signal changes, a sudden PV power drop, and a single directional meter and its associated costs with sending power back to the grid, and resiliency under a grid inverter trip condition were demonstrated through the real-time controller hardware-in-the-loop simulation.

Architecture of a Residential Solid State Power Substation (SSPS) Node

High integration rates of new loads and distributed generation at the edge of the grid are posing new challenges. However, existing smart power electronic systems are not designed to coordinate and maximize grid support or provide multiple grid services simultaneously. This work presents the application of a solid-state power substation (SSPS) to residential systems to increase this coordination and reduce future challenges. The proposed residential SSPS is validated in simulation including power electronic converter models, feeder models, and optimization.

A new HVdc Substation Architecture with Higher Power Transfer Capability

The power transferred through high voltage direct current transmission (HVdc) systems is increasing with increased resilience and reliability needs as well as large scale deployment of renewable energy systems. In this paper, a new HVdc substation (SS) architecture with higher power transfer capability is proposed. The HVdc converters or valve groups (VG) are connected in series and parallel fashion such that the total power rating of the SS is increased. The control challenges associated with such SS architecture are identified and appropriate control modifications are proposed. The same is verified through PSCAD based simulations.

Finding of Adverse Effect and Mitigation Documentation for the Stormwater Drainage and Street Systems, Substation Foundations, and the Bus Parking Lot in Mercury, Area 23, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) proposes to grade the block on the southeast corner of Mercury Highway and Ranger Avenue and demolish an adjacent street segment in the town of Mercury at the Nevada National Security Site (NNSS) in Nye County, Nevada. The purpose of this letter report is to submit documentation related to the finding of effect for the undertaking and mitigation of four resources on and adjacent to the block that will be affected by planned activities to modernize parking and infrastructure in central Mercury. Two of these resources are portions of the street system and the stormwater drainage system, which are elements of the town’s infrastructure. The foundations of an old electrical substation and the bus parking lot will also be replaced by new parking or landscaping. This submission is intended to comply with the stipulations in the Programmatic Agreement between the National Nuclear Security Administration Nevada Field Office and the Nevada State Historic Preservation Officer Regarding Modernization and Operational Maintenance of the Nevada National Security Site, at Mercury in Nye County, Nevada, hereafter referred to as the Mercury PA. The town of Mercury and the immediate surrounding area have been designated the Mercury Historic District (SHPO Resource #D230), which is a property eligible to the National Register of Historic Places under Criteria A and C for its importance in supporting nuclear testing and scientific research from 1951 through 1992. During the initial architectural survey (Reno et al. 2018), all four resources were identified as contributing to the eligibility of the district.

System Integration Analysis for Modular Solid-State Substations

Structural modularity is critical to solid-state transformer (SST) and solid-state power substation (SSPS) concepts, but operational aspects related to this modularity are not yet fully understood. Previous studies and demonstrations of modular power conversion systems assume identical module compositions, but dependence on module uniformity undercuts the value of the modular framework. In this project, a hierarchical control approach was developed for modular SSTs which achieves system-level objectives while ensuring equitable power sharing between nonuniform building block modules. This enables module replacements and upgrades which leverage circuit and device technology advancements to improve system-level performance. The functionality of the control approach is demonstrated in detailed time-domain simulations. Results of this project provide context and strategic direction for future LDRD projects focusing on technologies supporting the SST crosscut outcome of the resilient energy systems mission campaign.

Engagement with Ukrainian stakeholders on regulatory, legislative, and financing suggestions for mass-scale deployment of individual heat substations in Ukraine

Individual heat substations (IHSs) are important for improving the district heating (DH) infrastructure in Ukraine. The purpose of this memo is to discuss the position of key stakeholders on IHS deployment and developed amendments to the Law of Ukraine “On Heat Supply.” This memo also briefly discusses ways to bring funding for mass-scale IHS installation by DH companies.

Heavy-Duty Electric Fleet Depot Charging Load Profiles & Substation Load Integration Assessment Results

Measurements from an Electrical Distribution System Substation During Hurricane Zeta

Hurricane Zeta made landfall on the United States mainland on October 29, 2020. The hurricane’s impacts on electrical service within the storm path included millions of customers losing power. The eye of the hurricane crossed over Chattanooga, Tennessee, USA, where advanced sensors were monitoring the operational state of a utility substation. A report on the measurement capability and rudimentary results is presented here.

Coordinated Optimization and Control of Residential Solid State Power Substations in Electrical Distribution Network

This paper proposes a computationally efficient mixed integer linear programming (MILP) model for the coordinated optimization of solid-state power substations (SSPSs) in a feeder considering the full unbalanced three-phase structure of the distribution grid and its characteristics. The proposed model determines the optimal real and reactive power of each SSPS at the point of common coupling (PCC) that minimizes the operating cost and maximizes the system performance, e.g., voltage regulation and phase balancing. To improve the computational efficiency, an inscribed octagon is introduced to approximate the quadratic capacity constraints of components. Numerical simulation results show the effectiveness of the proposed model and significant improvements in voltage profiles and power imbalance between phases.

In this case study, we will examine a fictional event broadly inspired by the real power outages in Ukraine that took place in December 2015 and December 2016 - both the result of cyber-enabled sabotage. The actual events of 2015 and 2016 were well-documented - the adversaries in these attacks gained access to a few power companies’ corporate networks, pivoted to industrial control system (ICS) networks, and created widespread physical effects in the form of power outages.

Options For Large-Scale Installation of Individual Heat Substations Based on International Best Practices

The purpose of this report is to provide recommendations for actions Ukraine could take to implement large-scale installation of IHSs as part of comprehensive district heating reform. The report discusses the importance of IHS in the district heating sector, then presents several case studies of approaches that European countries have taken to facilitate large-scale IHS installation in multi-apartment buildings. These case studies focus on the ownership and financing of IHS, as there are different models for how this can be done (the DH company can make the investments and recover the costs through the tariff, or building residents can make the investments themselves). They also include details on the approval process and technical specifications, as these can add additional barriers and time to the installation process.
