Reply to “Comment on ‘The Reduced Detection Rate of Signals That Are Hidden by Earthquakes: Case Studies with Spotlight Detectors That Operate at Seismic Arrays,’ by Joshua D. Carmichael, Brent G. Delbridge, and Richard Alfaro-Diaz” by Paul G. Richards

We reply to a comment that Paul G. Richards (Richards, 2026) directed to an article by Carmichael et al. (2025). Richards expressed concern over two issues. The first issue relates to the size of the explosions discussed in the article. The second relates to the probability that earthquakes and explosions sourced near the same location coincide in time, by chance. We do not address the first issue because the original article does not assign significance to the size of the explosions from the point of view of an experimental party. We do respond to Richards’ comment on the second issue and claim that it can be explained through a clarification about conditional versus joint probabilities. Our present discussion, therefore, describes the difference between the conditional probability that a correlator fails, given that an explosion and earthquake coincidently occur in the same place, and the joint probability that a correlator fails while an earthquake and explosion also coincidentally occur in the same place. This latter, joint probability appears to be rare. We clarify that our original article did not treat the joint probability, only the conditional probability.

State Spotlight on Resilience: The Michigan Public Service Commission and Data Informed Accountability

Resilience activities are an emerging area within regulatory utility policy. As resilience frameworks develop, many Public Utility Commissions (PUCs) are looking to initiate resilience activities and have identified enhancing grid reliability as a practical starting point. Reliability describes the grid’s ability to deliver electricity steadily and without interruptions under normal or “blue sky” conditions. Reliability is measured using industry standard metrics such as outage frequency (SAIFI) and outage duration (SAIDI). Resilience is broader, reflecting the grid’s ability to both withstand and recover from disruptions, particularly those caused by extreme events such as severe storms. A reliable grid minimizes routine disruptions; a resilient grid ensures the system can recover quickly when disruptions occur, preventing them from escalating into widespread or prolonged crises.

State Spotlight on Resilience: The Washington Utilities and Transportation Commission’s Wildfire Mitigation Plans

Wildfires present a significant risk to critical infrastructure, endangering energy systems by damaging transmission lines and imposing a variety of costs on utilities and their customers. Wildfires have increased nationally in both extent and intensity as vegetation conditions become drier and wind patterns become more turbulent. Aging infrastructure may also cause transmission lines to ignite vegetation.

OSA Spotlight Summary: Designing Miniature X-ray Optics for the SmallSat Lunar Science Mission Concept CubeX

The scientific demand for extended field X-Ray remote sensing for mapping of planetary bodies has produced the CubeSat X-ray Telescope (CubeX) lunar mission concept. Orbiting the Moon at 6,000 km for 1 year sometime during the mid-decade solar maximum, the primary objectives of CubeX are to map lunar surface elemental abundances and to assess feasibility of x-ray pulsar timing navigation. CubeX’s Miniature X-ray Optics (MiXO) design builds on heritage of existing X-ray imaging designs using new electroformed NiCo alloy replication (ENR) to create shells of 1 mm thickness. MiXO will provide 1 arcmin resolution X-Ray imaging for an extended instantaneous field of view, at various energy range sensitivities. Based on the classic Wolter-Type I design (using a paraboloid/hyperboloid grazing mirror pair), mirror parameters were expanded to allow both shell length and focal-plane offsets to vary independently. The design was optimized with a merit function that factored together four sub-merits: PSF sharpness (measured as half-power diameter), consistency across the field, minimized scattering, and maximized effective area. Monte Carlo analysis was used to predict final performance, including surface scatter effects. The demonstrated configurations include a compact 34 shell design with a diameter of 105 mm more efficient at higher energies, and a larger 130 mm/24 shell version with a larger overall effective area at lower energies. The compact design carries more expensive fabrication and assembly cost (with more shells) as well as a more challenging alignment (with denser packing). Both have overall resolution <1’ up to 26’ off-axis and <1.5’ up to 33’ off-axis, whereas a conventional design’s image quality degrades quickly beyond 15’ off-axis. This opens up new possibilities for future SmallSat missions that could use two different configurations for wide energy ranges or midsized instruments using multiple identical modules for larger collecting area.

Cold Facts Spotlight—NASA Kennedy Cryogenics Test Laboratory

For over 20 years, the Cryogenics Test Laboratory at NASA Kennedy Space Center (KSC) (CSA CSM) has stood as a one-of-a kind capability for research, development, and application of cross-cutting technologies to meet both government and industry needs. With four overarching technology focus areas—Thermal insulation systems, Integrated refrigeration systems, Advanced propellant transfer systems, and Low-temperature materials and applications—and a theme of Energy Efficient Cryogenics, the Cryo Test Lab has pioneered technologies such as Integrated Refrigeration and Storage (IRAS) for advanced liquid hydrogen (LH2) operations; aerogel blanket insulation, the world’s best insulation material in ambient pressure and soft-vacuum; and the patented-pending Cryogenic Flux Capacitor3 for high-density storage, and on-demand supply of cryogenic fluids.

2023 JISEA Annual Meeting: JISEA Catalyzer Spotlight - Energy and Atmospheric Systems Catalyzer

The Energy and Atmospheric Systems Catalyzer has been running for 1.5 years, with many successes to report. This presentation reviews the goals and scope of the dual catalyzer themes of climate systems and air quality, summarizes new and ongoing projects, and looks into the future of how catalyzer-enabled capabilities can synergize across NREL and partners. Technical outcomes of catalyzer-supported analysis include (1) quantification of air quality, health, and equity (environmental justice) benefits of H2 substitution for fossil process heat in three industries (steelmaking, petroleum refining, and cement making) and (2) a roadmap for understanding renewable energy feedbacks into climate.

Software for Analyzing Sequences of Flow-Related Images

Spotlight is a computer program for analysis of sequences of images generated in combustion and fluid physics experiments. Spotlight can perform analysis of a single image in an interactive mode or a sequence of images in an automated fashion. The primary type of analysis is tracking of positions of objects over sequences of frames. Features and objects that are typically tracked include flame fronts, particles, droplets, and fluid interfaces. Spotlight automates the analysis of object parameters, such as centroid position, velocity, acceleration, size, shape, intensity, and color. Images can be processed to enhance them before statistical and measurement operations are performed. An unlimited number of objects can be analyzed simultaneously. Spotlight saves results of analyses in a text file that can be exported to other programs for graphing or further analysis. Spotlight is a graphical-user-interface-based program that at present can be executed on Microsoft Windows and Linux operating systems. A version that runs on Macintosh computers is being considered.

Perspective—Emergent Phases in Rare Earth Nickelate Heterostructure

The prediction of high T c superconductivity in layers of LaNiO 3 through orbital engineering has led to extensive research efforts over the last fifteen years. During this period, a plethora of thin films and heterostructures based rare-earth nickelate family with perovskite structure has been synthesized and explored. Here, in this short perspective, we briefly review the complexity of bulk RENiO 3 , spotlighting several recent findings of emergent phenomena in heterostructures containing the interface between RENiO 3 and another transition metal oxide. Finally, we outline potentially interesting future directions linked to time-domain dynamics to harness new Mott and topological phases in artificial structures of RENiO 3 .

Tracking system for moving subjects

Electronic system automatically focuses camera or spotlight on moving object. Subject is equipped with miniature ultrasonic or radio transmitter; its signal is picked up by two or more detectors, is phase detected and fed into computer which determines position of subject and sends command signals to servo for camera or spotlight.
