What Role Do Aggregators Play in Power System Security and Resilience? Preprint

Barriers to the participation of distributed energy resources (DERs) in wholesale electricity markets have limited the use of DERs for power system security and resilience. In September 2020, the Federal Energy Regulatory Commission (FERC) approved an order to reduce these barriers. FERC Order No. 2222 enables the participation of DER aggregators in wholesale electricity markets. DERs include renewable generation and technologies that support the integration of renewable generation by increasing grid flexibility and resilience. Requiring wholesale energy markets to allow DER aggregator participation provides a path for DERs to become competitive in these markets. As the contribution from aggregated DERs continues to increase, the aggregator's role in supporting grid security and resilience will become more critical. This paper reviews work that demonstrates how DER aggregators can provide resilience support through technical capabilities, operational strategies, and secure communication architectures. Socioeconomic influences and impacts of aggregators, including implications for social resilience, are presented. There is no one-size-fits-all approach to enhancing resilience in a power grid that includes a growing cohort of DER aggregators, but there are many options for aggregators to contribute to a more resilient and secure power grid.

Test & Measurement System Security in an IT World

Automated test and measurement systems are coming under increased cybersecurity scrutiny. Most of these systems fall under the “Operational Technology” designation, as defined by NIST, and often have unique requirements that conflict with enterprise security policy. These systems are typically not well understood by traditional enterprise IT personnel, which leaves them ill-supported or invalidated.▪This presentation attempts to help Test System owners recognize the security landscape, determine their unique system requirements and concerns, and negotiate a peer-level working arrangement with an existing IT department while maintaining a NIST-recommended level of autonomy and sovereignty.

Governance and Resilience: A Holistic Approach to Systems Security in Complex and Chaotic Environments

Here, a systems governance approach emphasizes a holistic perspective that identifies and navigates the interdependencies and conflicts between security and operational needs. Governance is defined as a collection of metasystems that provide the necessary constraints and processes to support, steer, adapt, transform, and sustain a system (Keating et al. 2022). Utilizing the Cynefin framework, which distinguishes between simple, complicated, complex, and chaotic environments (Snowden and Boone 2007), the article highlights the challenges faced by nuclear power plants in predatory contexts and the importance of integrating security objectives into governance frameworks. By incorporating security as a fundamental aspect of governance, the article underscores its significance for persistence, adaptation, and transformation in the face of uncertainty. Additionally, it introduces key heuristics of systems security, such as the importance of context, knowledge‐based decision‐making, and organization‐specific sociological factors (Williams and Caskey 2024). Ultimately, this work provides valuable insights into enhancing resilient operations in complex environments by reinforcing the connection between effective governance and security in systems engineering.

The Spaceport Command and Control System Security Assessor Project

This Summer, I worked as a National Aeronautics and Space Administration (NASA) Internships and Fellowships (NIF) intern under my mentor, Jill Giles within the Software Engineering Branch. Within this project, I worked alongside the Cyber Security branch to identify a list of Commercial Off the Shelf (COTS) software to analyze, research, and gain insight about potential vulnerabilities within the software that could become a threat of attack. After identifying the list of COTS software, my team and I used Microsoft Excel to create a worksheet to easily organize and design a questionnaire about the software. Security reports weregiven to us to identify the software used on the machines in the firing rooms. With these reports, we created a script that would populate the database with the software information to identify potential security weaknesses of COTS software. The goal of the project was to produce a final report, summarizing the most vulnerable launch control system servers and configurations and document vulnerabilities, residual risk, likelihood, and consequence. This project is important for the Cyber Security and Information Technology branches because it will identify security weaknesses and help to mitigate risk. From the Spaceport Command and Control System Security Assessor Project, I learned how to properly identify weaknesses and vulnerabilities within software and how to mitigate the risks within the software. This project also taught me how to create databases using scripts and input files.

Systems and methods for control system security

A component security device may be disposed at an interface between a component and a cyber-physical system. The disclosed component security device may be physically and/or electrically coupled between the component and infrastructure of the cyber-physical system, such as a backplane, bus, and/or the like. The component security device may be configured to monitor the component, and selectively isolate the component from the cyber-physical system. Since the component security device is interposed at the interface of the component, the component security device may be capable of isolating the component regardless of whether the component has been compromised (e.g., regardless of whether the component is capable of complying with system commands).

An Advanced Cyber-Physical System Security Testbed for Substation Automation

A Cyber-Physical System (CPS) testbed serves as a powerful platform for testing and validating cyber intrusion detection and mitigation strategies in substations. This study presents the design and development of a CPS testbed that can effectively assess the real-time dynamics of a substation. Cyber attacks exploiting IEC 61850-based SV and GOOSE protocols are demonstrated using the testbed, along with an analysis on attack detection. Realistic timing measurements are obtained, and the time frames for deploying detection and mitigation strategies are evaluated.

Systems and methods for control system security

A resilient security agent determines a cyber and/or physical health of a control system by, inter alia, communicating cyber-physical key data through cyber-physical control paths of the system, and determining error introduced by the communication. The resilient security agent may be further configured to verify the integrity of acquired cyber-physical state information. The cyber health of the control system may be evaluated by comparing the acquired cyber state information to one or more cyber state profiles. The physical health of the control system may be evaluated by comparing the acquired physical state information to one or more physical state profiles.

Resilient Hierarchical Networked Control Systems: Secure Controls for Critical Locations and at Edge

Integration of information and communication technology (ICT) offers new opportunities in improving the management and operation of critical infrastructures such as power systems as it allows connection of different sensors and control components via a communication network, leading to the so-called networked control systems (NCS). However, the use of open and pervasive ICT such as the Internet or wireless communication technologies comes at a price of making NCS vulnerable to cyber intrusions/attacks which may cause physical damage. Here, this chapter presents control algorithms to ensure resilient and safe operation of NCS under unknown cyberattacks. Specifically, a variant of dynamic watermarking strategies is presented by embedding encoding/decoding components of chaotic signals into the NCS for secure control for critical locations where the measurement/control signals are transmitted to/from the control center via a communication network. In addition, resilient cooperative control algorithms are discussed to ensure safe operation at edge of the NCS which consists of a large number of distributed controllable devices. Several numerical examples are provided to illustrate the proposed control strategies.

System Security Authorization Agreement (SSAA) for the WIRE Archive and Research Facility

The Wide-Field Infrared Explorer (WIRE) Archive and Research Facility (WARF) is operated and maintained by the Department of Physics, USAF Academy. The lab is located in Fairchild Hall, 2354 Fairchild Dr., Suite 2A103, USAF Academy, CO 80840. The WARF will be used for research and education in support of the NASA Wide Field Infrared Explorer (WIRE) satellite, and for related high-precision photometry missions and activities. The WARF will also contain the WIRE preliminary and final archives prior to their delivery to the National Space Science Data Center (NSSDC). The WARF consists of a suite of equipment purchased under several NASA grants in support of WIRE research. The core system consists of a Red Hat Linux workstation with twin 933 MHz PIII processors, 1 GB of RAM, 133 GB of hard disk space, and DAT and DLT tape drives. The WARF is also supported by several additional networked Linux workstations. Only one of these (an older 450 Mhz PIII computer running Red Hat Linux) is currently running, but the addition of several more is expected over the next year. In addition, a printer will soon be added. The WARF will serve as the primary research facility for the analysis and archiving of data from the WIRE satellite, together with limited quantities of other high-precision astronomical photometry data from both ground- and space-based facilities. However, the archive to be created here will not be the final archive; rather, the archive will be duplicated at the NSSDC and public access to the data will generally take place through that site.
