Urban Air Quality Management at Low-Cost Using Micro Air Sensors: A Case Study From Accra, Ghana

Urban air quality management is dependent on the availability of local air pollution data. In many major urban centers of Africa, there is limited to non-existent information on air quality. This is gradually changing in part due to the increasing use of micro air sensors which have the potential to enable the generation of ground-based air quality data at fine scales for understanding local emission trends. Regional literature on the application of the high-resolution data for emission source identification in this region is limited. In this study a micro air sensor was co-located at the Physics Department, University of Ghana with a reference grade instrument to evaluate its performance for estimating PM2.5 pollution accurately at fine scales and the value of this data in identification of local sources and their behavior over time. For this study 15 weeks of data at hourly resolution with approximately 2500 data pairs are generated and analyzed (June 01, 2023, to September 15, 2023). For this time period a coefficient of determination (r 2 ) of 0.83 was generated with a mean absolute error (MAE) of 5.44 μgm -3 between the pre local calibration micro air sensor (i.e. out of box) and the reference-grade instrument. Following currently accepted best practice methods (see e.g., PAS4023) a domain specific (i.e. local) calibration factor was generated using a multi-linear regression model and when this factor is applied to the micro air sensor data, a reduction i.e., improvement in MAE to 1.43 μgm -3 was found. Daily variation was calculated, a receptor model was applied, and time series plots as a function of wind direction were generated, including PM2.5/PM10 ratio scatter and count plots to explore the utility of this observational approach for local source identification. The 3 data sets were compared (out of box, domain calibrated and reference-grade) and it was found that although there were variations in the data reported, source areas highlighted based on these data were similar, with input from local sources such as traffic emissions and biomass burning. As the temporal resolution of observational data associated with these micro air sensors is higher than for reference grade instruments (primarily due to costs and logistics limitations), they have the potential to provide insight into the complex, often hyper localized sources associated with urban areas, such as those found in major African cities.

Total quality management: It works for aerospace information services

Today we are in the midst of information and 'total quality' revolutions. At the NASA STI Program's Center for AeroSpace Information (CASI), we are focused on using continuous improvements techniques to enrich today's services and products and to ensure that tomorrow's technology supports the TQM-based improvement of future STI program products and services. The Continuous Improvements Program at CASI is the foundation for Total Quality Management in products and services. The focus is customer-driven; its goal, to identify processes and procedures that can be improved and new technologies that can be integrated with the processes to gain efficiencies, provide effectiveness, and promote customer satisfaction. This Program seeks to establish quality through an iterative defect prevention approach that is based on the incorporation of standards and measurements into the processing cycle. Four projects are described that utilize cross-functional, problem-solving teams for identifying requirements and defining tasks and task standards, management participation, attention to critical processes, and measurable long-term goals. The implementation of these projects provides the customer with measurably improved access to information that is provided through several channels: the NASA STI Database, document requests for microfiche and hardcopy, and the Centralized Help Desk.

The role of metrics and measurements in a software intensive total quality management environment

Paramax Space Systems began its mission as a member of the Rockwell Space Operations Company (RSOC) team which was the successful bidder on a massive operations consolidation contract for the Mission Operations Directorate (MOD) at JSC. The contract awarded to the team was the Space Transportation System Operations Contract (STSOC). Our initial challenge was to accept responsibility for a very large, highly complex and fragmented collection of software from eleven different contractors and transform it into a coherent, operational baseline. Concurrently, we had to integrate a diverse group of people from eleven different companies into a single, cohesive team. Paramax executives recognized the absolute necessity to develop a business culture based on the concept of employee involvement to execute and improve the complex process of our new environment. Our executives clearly understood that management needed to set the example and lead the way to quality improvement. The total quality management policy and the metrics used in this endeavor are presented.

Coordinating Council. Ninth Meeting: Total Quality Management

This report summarizes the 9th meeting of the STI Coordinating Council. The council listened to the speakers' understanding of Total Quality Management (TQM) principles and heard stories of successful applications of these principles. Definitions of quality stated were focused on customer satisfaction. Reports presented by the speakers are also included.

Total quality management: Strengths and barriers to implementation and cultural adaptation

NASA/Langley Research Center (LaRC) is in the process of implementing Total Quality Management (TQM) throughout the organization in order to improve productivity and make the Center an even better place to work. The purpose of this project was to determine strengths and barriers to TQM being implemented and becoming a part of the organizational culture of the Human Resources Management Division (HRMD) at Langley. The target population for this project was both supervisory and nonsupervisory staff of the HMRD. In order to generate data on strengths and barriers to TQM implementation and cultural adaptation, a modified nominal group technique was used.

NASA total quality management 1989 accomplishments report

NASA and contractor employees achieved many notable improvements in 1989. The highlights of those improvements, described in this seventh annual Accomplishments Report, demonstrate that the people who support NASA's activities are getting more involved in quality and continuous improvement efforts. Their gains solidly support NASA's and this Nation's goal to remain a leader in space exploration and in world-wide market competition, and, when communicated to others through avenues such as this report, foster improvement efforts across government and industry. The principles in practice which led to these process refinements are important cultural elements to any organization's productivity and quality efforts. The categories in this report reflect NASA principles set forth in the 1980's and are more commonly known today as Total Quality Management (TQM): top management leadership and support; strategic planning; focus on the customer; employee training and recognition; employee empowerment and teamwork; measurement and analysis; and quality assurance.

An evaluation of the total quality management implementation strategy for the advanced solid rocket motor project at NASA's Marshall Space Flight Center

An evaluation of the NASA's Marshall Space Flight Center (MSFC) strategy to implement Total Quality Management (TQM) in the Advanced Solid Rocket Motor (ASRM) Project is presented. The evaluation of the implementation strategy reflected the Civil Service personnel perspective at the project level. The external and internal environments at MSFC were analyzed for their effects on the ASRM TQM strategy. Organizational forms, cultures, management systems, problem solving techniques, and training were assessed for their influence on the implementation strategy. The influence of ASRM's effort was assessed relative to its impact on mature projects as well as future projects at MSFC.

Perspectives on User Engagement of Satellite Earth Observation for Water Quality Management

The management and governance of our surface waters is core to life and prosperity on our planet. However, monitoring data are not available to many potential users and the disparate nature of water bodies makes consistent monitoring across so many systems difficult. While satellite Earth observation (EO) offers solutions, there are numerous challenges that limit the use of satellite EO for water monitoring. To understand the perceptions of using satellite EO for water quality monitoring, a survey was conducted within academia and the water quality management sector. Study objectives were to assess community understanding of satellite EO water quality data, identify barriers in the adoption of satellite EO data, and analyse trust in satellite EO data. Most (40 %) participants were beginners with little understanding of satellite EO. Participants indicated problems with satellite EO data accessibility (31 %) and interpretability (26 %). Results showed a high level of trust with satellite EO data and higher trust with in-situ EO data. This study highlighted the gap between water science, applied social science, and policy. A transdisciplinary approach to managing water resources is needed to bridge water disciplines and take a key role in areas such as social issues, knowledge brokering, and translation.

Applicability of NASA contract quality management and failure mode effect analysis procedures to the USGS Outer Continental Shelf oil and gas lease management program

An approach that might be used for determining the applicability of NASA management techniques to benefit almost any type of down-to-earth enterprise is presented. A study was made to determine the following: (1) the practicality of adopting NASA contractual quality management techniques to the U.S. Geological Survey Outer Continental Shelf lease management function; (2) the applicability of failure mode effects analysis to the drilling, production, and delivery systems in use offshore; (3) the impact on industrial offshore operations and onshore management operations required to apply recommended NASA techniques; and (4) the probable changes required in laws or regulations in order to implement recommendations. Several management activities that have been applied to space programs are identified, and their institution for improved management of offshore and onshore oil and gas operations is recommended.

IS0 9000 Implementation and Assessment: A Guide to Developing and Evaluating Quality Management Systems

The agency has developed this reference publication to aid NASA organizations and their suppliers in the transition to IS0 9000. This guide focuses on the standard s intent, clarifies its requirements, offers implementation examples and highlights interrelated areas. It can assist anyone developing or evaluating NASA or supplier quality management systems. The IS0 9000 standards contain the basic elements for managing those processes that affect an organization's ability to consistently meet customer requirements. IS0 9000 was developed through the International Organization for Standardization and has been adopted as the US. national standard. These standards define a flexible foundation for customer focused process measurement, management and improvement that is the hallmark of world class enterprises.

Transitioning TEMPO Data for Air Quality Management Applications at the NASA SPoRT Center

The TEMPO mission has been observing air pollutants every hour during the daytime across its Field of Regard (FoR) covering greater North America since First Light on August 2, 2023. The highly anticipated public release of TEMPO data occurred on May 20, 2024, consisting of level 2 and level 3 trace gas data products of nitrogen dioxide, formaldehyde, and ozone. The NASA SPoRT Center is developing value-added products and tools to support the TEMPO mission and Early Adopters program with special attention on stakeholder from air agencies. One component of our work is focused on evaluating the TEMPO products over stakeholder target areas using Pandora and surface monitor observations to characterize the uncertainties and develop best practices for processing and analyzing TEMPO data. Methods for oversampling TEMPO data to 1 km resolution are being applied over the target areas to resolve fine-scale emission sources and pollutant gradients. Machine learning techniques using TEMPO, surface monitor, and model data to estimate surface-level nitrogen dioxide concentrations are being developed over the target areas. A SPoRT viewer for TEMPO has been launched for providing visualizations of the TEMPO products and an ArcGIS dashboard is being designed for enabling air agency stakeholders to efficiently analyze TEMPO data. Training materials including user guides are being developed to ensure the effective and sustained use of TEMPO data at our stakeholder agencies. One major goal of our TEMPO initiatives at SPoRT is to better enable the inclusion of TEMPO data in air quality management applications such as exceptional event demonstrations through our close engagement with stakeholders. This talk will provide an update on our SPoRT activities and showcase use cases of TEMPO data for monitoring different emission sources including wildland fire smoke.
