Light Water Reactor Sustainability Program: Materials Research Pathway: FY 23 Technical Program Plan

Components in operating commercial nuclear power plants must withstand very harsh environments that include extended time at neutron and gamma irradiation, stress, and temperature, as well as possible exposure to corrosive media. The many modes of materials degradation are complex and often include synergies between multiple environmental variables and conditions that vary depending on locations and materials. Understanding and managing materials degradation is a requirement for the continued safe and reliable operation of nuclear power plants.

Integrated Energy Systems Program Management Plan

In 2012, the U.S. Department of Energy (DOE) Office of Nuclear Energy (NE) initiated the Nuclear Energy Enabling Technology Program, which includes the Crosscutting Technology Development (CTD) portfolio of subprograms, to conduct research, development, and demonstration (RD&D) to support existing, new and advanced reactor designs and fuel cycle technologies. This program plan describes the Integrated Energy Systems (IES) Program, an element of the CTD portfolio since 2016 that seeks to improve the economic competitiveness, efficiency and environmental performance of nuclear energy systems by expanding their potential application space beyond electricity and optimizing their utilization in the context of the larger U.S. electric and non-electric energy system.

United States Nuclear Data Program Work Plan for Fiscal Year 2026

The work plan described in this document has been developed to cover work to be performed by the U. S. Nuclear Data Program (USNDP) during Fiscal Year 2026 that begins on October 1, 2025. Previously, 26 work plans have been prepared for the nuclear data program covering FYs 2000-2025. This plan has been prepared in consultation with the members of the Coordinating Committee who represent the organizations participating in the program. Each Coordinating Committee member prepared a draft plan for his/her organization. Each contribution was integrated into a unified work plan. The draft plan was then circulated to the Coordinating Committee for comments and corrections before the final document was submitted to the U.S. Department of Energy (DOE). As was done in previous years, the tasks proposed by the various organizations were reviewed internally according to the following criteria, which were developed considering the mission and goals outlined in past review panel reports and oversight committee discussions, and in consultation with the DOE program manager.

ADAM Program Execution Plan LANL Inputs (FY2022)

The National Security Research Center (NSRC) is Los Alamos National Laboratory’s classified library. There are two groups associated with the NSRC, both of who work for LANL’s Weapons Research Services (WRS) division (WRS-SIS and WRS-WMT). These groups are funded in part by the NNSA Archives Program. The NSRC’s collections include tens of millions of documents from the Manhattan Project era through today. It is staffed with an expert, highly trained staff of librarians, archivists, digitizers, historians, and communications specialists. The NSRC traces its lineage to the wartime Technical Library created by J. Robert Oppenheimer during in 1943. Today, it supports a broad range of researchers within the LANL Weapons Program and beyond. The NSRC also has customers across other National Nuclear Security Administration labs and sites, and partners in the Department of Defense. This report highlights LANL accomplishments through NSRC.

Demonstration of Defense Waste Processing Facility (DWPF) Higher Fissile Content Glass

The Accelerated Basin De-inventory (ABD) Program has been proposed as an alternative for future spent nuclear fuel (SNF) and nuclear material processing at the Savannah River Site (SRS). This approach would change the baseline H-Canyon (HCAN), Concentrate, Storage, and Transfer Facility (CSTF), and Defense Waste Processing Facility (DWPF) operations. The ABD Program would require that all domestic and foreign research reactor SNF currently at SRS be dissolved, stored, and then transferred to CSTF without the recovery of uranium. Preliminary assessments in the ABD Program plan have shown that ~5000 extra SRS high-level waste (HLW) canisters would be produced if the fissile mass loading remains at the current 897 g/m 3 limit; however, increasing the limit to 2500 g/m 3 would result in ~520 extra canisters. Thus, the ABD Program plan requires an increase of the DWPF fissile mass loading limit to 2500 g/m 3 to minimize canister production. DWPF considers the following isotopes in the calculation of fissile mass loading: U-233, U-235, Pu-239 and Pu-241.

State Energy Offices’ Engagement in Electric Distribution Planning to Meet State Policy Goals

NASEO and Berkeley Lab released a new publication on State Energy Offices’ Engagement in Electric Distribution Planning to Meet State Policy Goals. State and Territory Energy Offices develop plans, programs, policies, and projects that have a substantial impact on electric distribution systems. They also can participate in distribution system planning (DSP) processes to help ensure that utilities – consumer- and investor-owned – meet the state’s future energy needs. This paper recognizes the wide spectrum of roles that State Energy Offices can play in DSP processes, including planning for distributed energy resources and grid modernization. It highlights various examples of non-regulatory activities by State Energy Offices including planning, conducting studies, convening stakeholder processes, and implementing programs that inform and contribute to distribution system planning. It also provides examples of State Energy Offices’ engagement in proceedings before their respective public utility commissions. As State Energy Offices face myriad challenges associated with meeting state policy goals, preparing for anticipated rates of distributed energy resource deployment, addressing concerns regarding grid reliability and resilience, and recommending and making long-term investment decisions, the examples provided through this guide can serve as a resource in navigating those challenges.

Evolution of Programmatic Asset Lifecycle Planning at MESA

Early on in 2018 Sandia recognized the Microsystems Engineering, Science and Applications (MESA) Programmatic Asset Lifecycle Planning capability to be unpredictable, inconsistent, reactive, and unable to provide strong linkage to the sponsor's needs. The impetus for this report is to share learnings from MESA's journey towards maturing this capability. This report describes re-building the foundational elements of MESA's Programmatic Asset Lifecycle Planning capability using a risk-based, Multi-Criteria Decision Analysis (MCDA) approach. To begin, MESA's decades-old Piano Chart + Ad Hoc Hybrid Methodology is described with a narrative of its strengths and weaknesses. Then its replacement, the MCDA /Analytical Hierarchy Process, is introduced with a discussion of its strengths and weaknesses. To generate a realistic Programmatic Asset Lifecycle Planning budget outlook, MESA used its rolling 20-year Extended Life Program Plan (MELPP) as a baseline. The new MCDA risk-based prioritization methodology implements DOE/NNSA guidelines for prioritization of DOE activities and provides a reliable, structured framework for combining expert judgement and stakeholder preferences according to an established scientific technique. An in-house Hybrid Decision Support System (HDSS) software application was developed to facilitate production of several key deliverables. The application enables analysis of the prioritization decisions with charts to display and provide linkage of MESA's funding requests to the stakeholders' priorities, strategic objectives, nuclear deterrence programs, MESA priorities, and much more.
