Historic Context, Character-Defining Elements, And Photographic Record For A 26.45-Mile Segment Of The 138-Kilovolt Power Transmission System, Areas 3, 5, 6, And 23, Nevada National Security Site, Nye County, Nevada

The subject of this report is the 138-kilovolt (kV) power transmission line on the Nevada National Security Site (NNSS) (see Figure 1). The NNSS, formerly the Nevada Test Site (NTS), was the main continental nuclear test site for the United States between 1951 and 1992. Known as the battleground of the Cold War, the NNSS hosted a total of 928 nuclear tests during that period. It also served as the location of numerous scientific advancements in the fields of rocketry, big-hole drilling, nuclear waste management, and defense. From its construction in the 1960s through the present day, the 138 kV line has provided electrical power to the numerous buildings, facilities, experiments, and tests on the NNSS. The Department of Energy (DOE), in consultation with the Nevada State Historic Preservation Officer (SHPO), has determined that it may contribute to the character and significance of the Mercury Historic District (MHD) on the NNSS, as well as other historic districts that have not been recorded or evaluated yet. The purpose of this report is to fulfill two of the stipulations in the Memorandum of Agreement DEGM58-22NA25553 between the U.S. Department of Energy and the Nevada State Historic Preservation Officer Regarding Installation of a 138-kilovolt Transmission Line from the Mercury Switching Station to the U1a Facility and the Removal of the Historic 138-kilovolt Transmission Line from the Mercury Switching Station to the U1a Facility in Areas 1, 3, 5, 6, and 23 of the Nevada National Security Site (MOA). The MOA was executed as part of the DOE’s obligations under Section 106 of the National Historic Preservation Act (NHPA) to mitigate the adverse effects of two undertakings on historic properties. In particular, this report fulfills MOA Stipulations III.C.1-3, which state that the Department of Energy (DOE) will prepare the following: A historic context for the 138 kV transmission line and identification of the line’s characterdefining elements; High-quality digital images of the 26.45-mile segment of the 138 kV transmission line that is subject to the two undertakings for which the MOA was executed; and Photograph catalogs and map keys showing photograph viewpoints and directions.

An Architectural Survey of the REECo Maintenance Compound, Area 6, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO) plans to install a 26.45-mile-long 138-kilovolt (kV) transmission line on the Nevada National Security Site (NNSS) in Nye County, Nevada. This new transmission line will upgrade the electrical transmission system and provide reliable power between Mercury Switching Station in Area 23 and the U1a Facility in Area 1. The proposed upgrade to the power transmission system constitutes an undertaking subject to review under Section 106 of the National Historic Preservation Act (NHPA) (54 United States Code [USC] § 306101) and its implementing regulations, 36 Code of Federal Regulations (CFR) Part 800. A portion of this new transmission line will cross the western perimeter of the Reynolds Electrical and Engineering Company (REECo) Maintenance Compound located in Area 6 of the NNSS. This compound with its trade shops, storage sheds, and yards served as a general construction facility that supported nuclear testing activities on the NNSS from 1967 to 1992. Although three architectural resources in the compound have previously been recorded and evaluated for the National Register of Historic Places (NRHP), other resources within it have not, nor has the compound been recorded and evaluated as a potential district. The State Historic Preservation Officer (SHPO) concurred with NNSA/NFO’s determination that the unevaluated REECo Maintenance Compound will be adversely affected by the proposed undertaking (Reed 2021). The NNSA/NFO, in consultation with the SHPO, then developed the Memorandum of Agreement DE-GM58-22NA25553 between the U.S. Department of Energy and the Nevada State Historic Preservation Officer Regarding Installation of a 138-kilovolt Transmission Line from the Mercury Switching Station to the U1a Facility and the Removal of the Historic 138-kilovolt Transmission Line from the Mercury Switching Station to the U1a Facility in Areas 1, 3, 5, 6, and 23 of the Nevada National Security Site, Nye County, hereafter referred to as the MOA. This architectural survey report was prepared in accordance with MOA Stipulation III.B. It describes the origins, history, layout, and functions of the REECo Maintenance Compound during the Cold War and identifies contributing and noncontributing resources. The report defines a district boundary based on archival research and the field survey and concludes with an appendix that presents digital color images of the compound with descriptions and a map key showing image viewpoints and directions. Although none of the architectural resources are recommended individually eligible, the district evaluation concludes the REECo Maintenance Compound is eligible as a historic district for listing in the NRHP under the Secretary of the Interior’s Significance Criteria A and C at the local level. The historic district retains all seven aspects of integrity and conveys its significance under the abovementioned criteria.

CY2020 Annual Closure Monitoring Report for Corrective Action Unit 98: Frenchman Flat, Underground Test Area, Nevada National Security Site, Nevada (January 2020–December 2020, Revision 1)

This report presents the results of monitoring conducted for water quality, water levels, and institutional controls in calendar year (CY) 2020 by the U.S. Department of Energy (DOE), Environmental Management (EM) Nevada Program’s Underground Test Area (UGTA) Activity at Corrective Action Unit (CAU) 98, Frenchman Flat (FF), at the Nevada National Security Site (NNSS), Nevada (Figure 1-1). This report also presents analytical laboratory results (including results of quality assurance/quality control samples, such as field duplicates [FDs]); and verification of use restrictions (URs), institutional controls, and water use. Groundwater samples were collected; water levels were measured; and well site surveillance was conducted in support of the Underground Test Area (UGTA) Closure Report for Corrective Action Unit 98: Frenchman Flat, Nevada National Security Site, Nevada (NNSA/NFO, 2016) and its ensuing Records of Technical Change (ROTCs).

Historic Significance and Current Condition Assessment of Building 06-CP-170, the Yucca Flat Weather Station, Area 6, Nevada National Security Site, Nye County, Nevada

This report was produced in partial fulfillment of the mitigation of adverse effects to Building 06-CP-170, the Yucca Flat Weather Station on the Nevada National Security Site (NNSS), and is intended to comply with the 2021 Memorandum of Agreement DE-GM58-21NA25543 Between the U.S. Department of Energy and the Nevada State Historic Preservation Officer Regarding Demolition of Fourteen Buildings and Structures in Area 6 of the Nevada National Security Site, Nye County, Nevada (hereafter referred to as the MOA). This MOA was executed to resolve adverse effects from the U.S. Department of Energy (DOE) plan to demolish 14 architectural resources at the Control Point and in the vicinity in Area 6 of the NNSS. The management and operations contractor for the NNSS identified these 14 architectural resources as environmental hazards unsafe for human occupation due to deterioration and rodent infestation. Building 06-CP-170 is scheduled for demolition as part of this undertaking. Building 06-CP-170 was originally recorded in 2018 during a Section 106 cultural resources inventory for a proposed installation of a 138-kilovolt transmission line on the NNSS. The building was determined individually eligible by the DOE, in consultation with the Nevada State Historic Preservation Office, for inclusion in the National Register of Historic Places under the Secretary of the Interior’s Significance Criterion A because of its association with nuclear testing. Pursuant to Stipulation III.D.3 of the MOA, this report provides a summary of the historic significance of Building 06-CP-170 and a description of its current condition and accessory resources. In addition, an updated Architectural Resource Assessment (ARA) form with new information and photographs is included in the appendix in fulfillment of Stipulation III.D.2.

Mitigation for the demolition of the foundation of building 25-3113/3113a, area 25, Nevada national security site, NYE county, Nevada

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking that would demolish the foundation of Building 25-3113/3113A and the adjoining test pad at Test Cell A in Area 25 of the Nevada National Security Site (NNSS) in compliance with the terms of the 2024 Programmatic Agreement among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada (NNSS PA). The foundation of Building 25-3113/3113A (State Historic Preservation Office [SHPO] Resource # B2443) is a contributing element to the Nuclear Rocket Development Station (NRDS) Historic District (SHPO Resource # D424), which has been determined eligible for listing in the National Register of Historic Places (NRHP) under Criteria A, B, C, and D (Reno et al. 2023). The proposed demolition constitutes an adverse effect. The U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Field Office (NNSA/NFO) consulted with the SHPO on an adverse effect finding for the undertaking and notified the SHPO of its intent to use the standard mitigation in the NNSS PA on December 11, 2024 (Julian to Reed). The SHPO concurred on December 30, 2024 (Reed to Julian). Therefore, NNSA/NFO has prepared mitigation pursuant to the standard mitigation in the NNSS PA Appendix D.I.A for contributing elements to recorded, NRHP-eligible districts.

This report was produced in partial fulfillment of the mitigation of adverse effects to Building 06-CP-10, the first device assembly building on the Nevada National Security Site (NNSS), and is intended to comply with the 2021 Memorandum of Agreement DE-GM58-21NA25543 Between the U.S. Department of Energy and the Nevada State Historic Preservation Officer Regarding Demolition of Fourteen Buildings and Structures in Area 6 of the Nevada National Security Site, Nye County (hereafter referred to as the MOA). This MOA was executed to resolve adverse effects from the U.S. Department of Energy (DOE) plan to demolish 14 architectural resources at the Control Point and in the vicinity in Area 6 of the NNSS. The management and operations contractor for the NNSS identified these 14 architectural resources as environmental hazards unsafe for human occupation due to deterioration and rodent infestation. Building 06-CP-10 and two small magazine bunkers (06-CP-10A and 06-CP-805) associated with Building 06-CP-10 are scheduled for demolition as part of this undertaking. Building 06-CP-10 was originally recorded in 2003 during a historical evaluation of four buildings in Area 6. In consultation with the Nevada State Historic Preservation Office, the building was determined individually eligible for inclusion in the NRHP under the Secretary of the Interior’s Significance Criterion A because of its association with nuclear testing and under Significance Criterion C as a distinct type of construction associated with the nuclear industry. Building 06-CP-10A, a munitions magazine, and 06- CP-805, a cap-and-fuse bunker, have been recorded as contributing accessory resources to 06-CP-10. Pursuant to Stipulation III.C.3 of the MOA, this report provides a summary of the historic significance of Building 06-CP-10 and a description of its current condition and accessory resources. In addition, an updated Architectural Resource Assessment (ARA) form with new information and photographs is included in the appendix in fulfillment of Stipulation III.C.2.

Evaluation of Building 23-117, Administration Building, Nevada National Security Site, Nye County, Nevada

The U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Field Office (NNSA/NFO) plans to update the façade of Building 23-117, Administration Building (Nevada State Historic Preservation Office [SHPO] Resource No. B15256), at the Nevada National Security Site (NNSS) in Nye County, Nevada. The NNSA/NFO is implementing a long-term project to modernize the town of Mercury for future mission needs. The project is considered an undertaking subject to review under Title 54 of United States Code (USC) § 306108, commonly known as Section 106 of the National Historic Preservation Act, Title 54 USC § 300101, et seq., and its implementing regulations, Title 36 of the Code of Federal Regulations (36 CFR) Part 800.

Mitigation for the Demolition of Dormitory Buildings 12-32, 12-34, 12-35, and 12-37 in the Area 12 Camp Historic District, Nevada National Security Site, Nye County, Nevada

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking in compliance with the stipulations in the Programmatic Agreement DE-GM58-22NA25554 Among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada, hereafter referred to as the NNSS PA. The proposed undertaking would demolish Buildings 12-32 (State Historic Preservation Office [SHPO] Resource No. B18291), 12-34 (SHPO Resource No. B18292), 12-35 (SHPO Resource No. B18293), and 12-37 (SHPO Resource No. B18294) in the Area 12 Camp Historic District (SHPO Resource No. D372) on the Nevada National Security Site (NNSS). The Area 12 Camp Historic District has been determined eligible for listing in the National Register of Historic Places (NRHP) under Criteria A and C (Reed 2021; Reno et al. 2021).

Mitigation documentation for the removal of hazardous materials from the engine installation vehicle and manned control car area 25, Nevada national security site, NYE county, Nevada

The purpose of this letter report is to document the mitigation of adverse effects of a proposed undertaking that would remove hazardous materials from the Engine Installation Vehicle (EIV) in Area 25 of the Nevada National Security Site (NNNSS) in compliance with Section 106 of the National Historic Preservation Act (NHPA) and the terms of the 2024 Programmatic Agreement among the U.S. Department of Energy and the Nevada State Historic Preservation Officer and the Advisory Council on Historic Preservation Concerning the Protection of Historic Properties on the Nevada National Security Site, Nye County, Nevada, hereafter referred to as the NNSS PA. The EIV (State Historic Preservation Office [SHPO] Resource No. S3057) has been determined individually eligible for listing in the National Register of Historic Places (NRHP) under Criteria A and C and as a contributing element to the Nuclear Rocket Development Station (NRDS) Historic District, which is eligible for the NRHP under all four Significance Criteria (Reno et al. 2023; Reed 2024).

Where does the dust deposited over the Sierra Nevada snow come from?

Abstract. Mineral dust contributes up to one-half of surface aerosol loading in spring over the southwestern United States, posing an environmental challenge that threatens human health and the ecosystem. Using self-organizing map (SOM) analysis with dust deposition and flux data from WRF-Chem and Modern-Era Retrospective analysis for Research and Applications, Version 2 (MERRA-2), we identify four typical dust transport patterns across the Sierra Nevada, associated with the mesoscale winds, Sierra barrier jet (SBJ), North Pacific High (NPH), and long-range cross-Pacific westerlies, respectively. We find that dust emitted from the Central Valley is persistently transported eastward, while dust from the Mojave Desert and Great Basin influences the Sierra Nevada during mesoscale transport occurring mostly in winter and early spring. Asian dust reaching the mountain range comes either from the west through straight isobars (cross-Pacific transport) or from the north in the presence of the NPH. Extensive dust depositions are found on the west slope of the mountain, contributed by Central Valley emissions and cross-Pacific remote transport. In particular, the SBJ-related transport produces deposition through landfalling atmospheric rivers, whose frequency might increase in a warming climate.

Underground Test Area (UGTA) Sampling Plan for Corrective Action Units 101 and 102: Central and Western Pahute Mesa, Nevada National Security Site, Nevada, Revision 2

The purpose of this groundwater sampling plan (referred to herein as “the Plan”) is to describe the approach for collecting and analyzing groundwater samples to meet the objectives of the U.S. Department of Energy (DOE), Environmental Management (EM) Nevada Program’s Underground Test Area (UGTA) Activity. The Plan is focused on the Central and Western Pahute Mesa corrective action units (CAUs 101 and 102), which are currently in the Corrective Action Decision Document (CADD)/Corrective Action Plan (CAP) stage of the Federal Facility Agreement and Consent Order (FFACO) UGTA Strategy. The remaining UGTA CAUs are in the final stage of the UGTA strategy (Closure Report [CR] stage), and monitoring requirements for these CAUs are described in the Federal Facility Agreement and Consent Order Nevada National Security Site Use Restriction Management Plan (DOE/EMNV, 2024a). The Plan supersedes the Nevada National Security Site Integrated Groundwater Sampling Plan and its ensuing Record of Technical Change (ROTC) (DOE/EMNV, 2019b).

Calendar Year 2024 Underground Test Area Annual Sampling Letter Report, Nevada National Security Site, Nevada, Rev. 1

The Underground Test Area (UGTA) Sampling Plan for Corrective Action Units (CAUs) 101 and 102: Central and Western Pahute Mesa, Nevada National Security Site (NNSS), Nevada (referred to herein as “the Plan”) (DOE/EMNV, 2025) describes the approach for collecting and analyzing groundwater samples to meet the objectives of the U.S. Department of Energy (DOE), Environmental Management (EM) Nevada Program’s UGTA Activity.
