Overview of Fish Passage Facilities at Hydropower Developments across the Conterminous United States

This dataset contains geo-referenced information on the presence and types of fish passage facilities at hydropower developments across the conterminous United States (CONUS) presented in the ORNL Hydropower Fish Passage Database Webmap (https://www.ornl.gov/project/quantifying-national-fish-passage-data/webmap). It was developed through collaborative partnerships with fish passage engineers and biologists at both the US Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS), and hydropower experts at the Low Impact Hydropower Institute (LIHI). Information contained within this dataset has been provided by many different sources, including State and Federal resource management agencies, non-governmental organizations, hydropower industry members, and published datasets=. This dataset is intended to provide a high-level overview of the distribution of fish passage infrastructure at hydropower developments across CONUS; a more comprehensive database is anticipated to be released later in 2025. This dataset contains one data file in comma-separate (*.csv) format and the information within it was last updated on 24 March 2025.

Existing Hydropower Assets (EHA) Hawaii Plant Database Extension

This dataset is an extension and subset of the Existing Hydropower Assets (EHA) Plant Database, 2025, released by Oak Ridge National Laboratory through HydroSource covering hydropower plants in Hawaii. The extension enhanced EHA to support modeling performed under the Department of Energy Hydropower Office's SECURE Water Act Section 9505 Fourth Assessment (9505). Included is a spatial dataset containing the location of the powerhouse and plant characteristics and a spatial dataset containing the location of the point-of-diversion and plant characteristics. Enhancements made in this dataset from EHA include updating plant’s spatial locations to explicitly represent the location of the powerhouse; identifying a plant’s point-of-diversion (source of water) spatial location; adding Intertie Region as and attributes, and revising the County, Pt_Own, OwType, and Dam_Own attributes with updated information.

Comprehensive Database of Environmental Mitigations Extracted from FERC-Licensed Hydropower Projects Using Artificial Intelligence Techniques, 1998-2023

This dataset provides a comprehensive inventory of environmental mitigation measures required by Federal Energy Regulatory Commission (FERC) licensed hydropower facilities from 461 licenses that were issued from 1998 to 2023. These licenses constitute 446 of the 1015 FERC projects that were active at the end of 2023. 17,612 mentions of environmental mitigations were identified and categorized in 128 unique categories. Mitigations were identified using a Natural Language Processing (NLP) approach, specifically with a Bidirectional Encoder Representations from Transformer (BERT) model. Model-derived results were then reviewed and updated by a subject matter expert as needed. This dataset introduces important enhancements to previous efforts to inventory environmental mitigations, such as including associated license text for each mitigation, tracking the number of instances a mitigation was identified within a license, and providing improved location information. These enhancements significantly expand the dataset's utility, offering greater analytical capabilities and ensuring reproducibility. GODEEEP-hydro: Historical and projected power system ready hydropower data for the United States

Hydropower is a critical electricity resource in the United States which, in addition to low-cost electricity generation, provides valuable ancillary grid services, and supports the integration of nondispatchable weather-dependent resources (e.g., wind and solar). Despite its value to the grid, there are very few comprehensive datasets available from which to study both historical and future impacts of climate, weather driven energy droughts, and integration of other weather driven generation. In this paper, we present a hydropower generation dataset covering 1,452 hydroelectric plants in the contiguous U.S. The dataset contains monthly and weekly hydropower generation estimates for both historical (1982–2019) and future (2020–2099) periods which includes 4 future climate scenarios. In addition, this dataset provides weekly and monthly constraints such as minimum and maximum power which are particularly useful in power system models which are used to study grid reliability, transmission planning and capacity expansion.

CONUS-wide Projected Flood Frequency and Uncertainty Estimates, Version 1.0

This dataset presents a large-ensemble of CONUS-wide projected flood frequency and uncertainty estimates across ~2.7 million NHDPlusV2 river reaches over the CONUS. The framework producing this dataset leverages a multi-model, uncertainty-aware modeling framework that allows evaluating shifts in flood frequences at the stream reach level across the CONUS. CONUS-wide ensemble streamflow projections generated from hydrologic simulations driven by downscaled and bias-corrected Coupled Model Intercomparison Project Phase 6 (CMIP6) outputs are used to derive these flood frequency and uncertainty estimates over the period 1980 - 2099. A spatially consistent regional L-moment algorithm is applied across clusters defined by the US Hydrologic Unit Code Subregions (HUC4s and HUC8s) and NHDPlusV2 stream orders to estimate flood frequencies. The dataset also includes at-site based flood estimates that allow for the comparison between local and regional approach-based estimates, assess projected changes, and characterize their uncertainties. For more reliable estimation of rare flood frequencies such as 500 and 1000-year return periods, super-ensemble based estimates are also included in the dataset. This dataset is derived to support the "Impact-Informed Dam Safety Risk Assessment for Securing Hydropower Assests" project for the US Department of Energy (DOE) Hydropower and Hydrokinetic Office (H2O). Existing Hydropower Asset (EHA) Annual Net Generation is a geospatial point-level dataset containing annual net generation over time (2003-2024) and key characteristics of operational U.S. hydropower plants with 1 megawatt or greater of nameplate capacity. EIA 923 and EHA are the primary sources of the derived data. Pumped storage and hybrid plants are excluded.

Forty-year hydropower generation reanalysis for Conterminous United States

First published in 2022, the RectifHyd dataset provides hydrologically consistent estimates of monthly net generation for approximately 1,500 hydropower plants in the United States, addressing a gap in industrial surveys that have collected monthly generation data from only ~10% of plants post-2003. Here we present RectifHydPlus—an extended and enhanced dataset that improves on both the proxy information and temporal downscaling methodology adopted in RectifHyd. In addition to providing updated estimates of historical monthly generation for 590 plants with >10 MW nameplate capacity from 1980 through 2019, RectifHydPlus adds a hydrological control dataset that isolates the influence of historical water availability on generation. The new hydrological control dataset is suited to applications seeking to represent the capabilities of the contemporary fleet subject to historical interannual variability in climate. RectifHydPlus also includes a forty-year, daily-resolution, spill-adjusted water release time series for each dam, allowing users to aggregate generation estimates to the desired temporal resolution.

A census of fish passage facilities at US hydropower developments across the conterminous United States

Hydropower provides reliable and secure electricity and contributes significantly to the flexibility and stability of the US electricity grid. Hydropower dams generally are aquatic barriers and hazards to migratory fish in rivers. Fish passage facilities mitigate risks from hydropower to migratory fish, but information on these facilities is incomplete for the conterminous United States (CONUS). Here, we present the first CONUS-scale dataset of fish passage facilities at US hydropower developments in over 30 years. The existence of fish passage facilities (presence or absence) was specified for 1909 hydropower features, 390 of which had at least one facility. Most features had a single passage facility that provided passage in only one direction, with downstream being more common than upstream passage. Bypasses and ladders accounted for 60 % of the fish passage facility types. While we documented 659 fish passage facilities across CONUS, facilities were most common in the New England, Pacific Northwest, Mid-Atlantic, and Great Lakes regions. In general, fish passage facilities were more common at features that were closer to the ocean, at lower elevations, and at shorter dams, but not related to installed electrical generation capacity. Hydrologic sub-basins containing salmonids also contained the largest number of hydropower features, but the proportion of features with passage was generally higher in sub-basins containing multiple migratory taxa. This census provides valuable information on existing fish passage mitigation and is a benchmark to gauge progress toward a modernized hydropower fleet that provides affordable, reliable energy while protecting fishery resources and river ecosystems.

US Hydropower & Environmental Mitigations: A 1998-2023 inventory of mitigation measures inside licensing documents

Federal Energy Regulatory Commission (FERC) license documents mandate environmental mitigation requirements to reduce potential environmental damage caused by non-federal hydropower facilities. This StoryMap showcases a dataset that leveraged Natural Language Processing (NLP) to inventory environmental mitigations from 465 FERC licenses that were issued from 1998-2023 (Ruggles et al, 2025). Users can explore trends in mitigation requirements over time and space with interactive maps and are presented with a demonstration use case.

Hydropower Fish Passage Webmap

The National Fish Passage Webmap application provides an environment that allows users to visualize information information on fish passage facility existence, type, and direction at hydropower developments across the conterminous United States. It was developed through collaborative partnerships with fish passage engineers and biologists at both the US Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS), and hydropower experts at the Low Impact Hydropower Institute (LIHI). Data on fish passage facilities at hydropower features were compiled from numerous sources including published and non-published datasets, published reports, email communications with federal and state resource managers and hydropower operators, and by extracting information from regulatory documents within the FERC eLibrary. The number of sources for a given feature varied, which occasionally resulted in conflicting information regarding the existence of fish passage facilities or in the type or sub-type of passage technologies. Such discrepancies were reviewed and resolved individually, based on the weight of evidence or, when available, on direct observations from information providers or aerial imagery.

Existing Hydropower Asset (EHA) Annual Capacity is a geospatial point-level dataset containing annual capacity over the years (2005-2024) and key characteristics of operational U.S. hydropower plants with 1 megawatt or greater of nameplate capacity. EIA form 860 and EHA are the primary sources of the derived data.
