Development of the Table of Initial Isolation and Protective Action Distances for the 2024 Emergency Response Guidebook

The transportation of hazardous materials creates numerous opportunities for the release of toxic substances into the environment, whether caused by traffic accidents, train derailments, equipment failures, or human error. Such releases can pose acute hazards to the general public and to emergency response personnel who are the first to arrive at the scene. To help first responders determine whether a shipment is potentially hazardous and decide what actions should be taken if a toxic spill does occur, the Emergency Response Guidebook (ERG) is published by the U.S. Department of Transportation (DOT), Transport Canada, and the Secretariat of Transport and Communications of Mexico; with contributions from Centro de Informaciòn Quìmica para Emergencias of Argentina. The most recent version is the 2024 edition of the ERG (ERG 2024), titled 2024 Emergency Response Guidebook (ERG2024). The ERG provides essential information about firefighting, spill response, and potential public health effects. For chemicals that are toxic by inhalation (TIH) and chemicals that produce TIH gases upon reaction with water (TIH by water reactivity or TIHWR), the ERG provides initial isolation distances (IIDs) and protective action distances (PADs). The IID defines the radius of the zone around the spill that should be accessed solely by people who are directly involved in emergency response. The PAD is the distance downwind of the source of the release within which persons should be either evacuated or sheltered in place, depending on the severity of the incident and the nature of the population (e.g., density, age, health).

Commercial and Industrial Energy Procurement in Nigeria: A Consumer's Guidebook

Across Africa, countries have incorporated a variety of new energy sources into their energy mix to account for increasing demand. In Nigeria, electricity consumption per capita has grown nearly 50% in the past 20 years. To address rising demand for energy in Nigeria, the country has passed several recent policies and regulations aimed at increasing energy generation across the country, improving the country's transmission infrastructure, and ensuring that electricity reliably reaches end users, including commercial and industrial (C&I) customers. This guidebook is designed for C&I customers in Nigeria to use in the consideration of procuring such onsite, captive energy systems to supplement their energy needs. Each section of this guidebook touches on a step of the procurement process and details the relevant stakeholders, processes, and data needed to make decisions during that step.

Software Program: Software Management Guidebook

The purpose of this NASA Software Management Guidebook is twofold. First, this document defines the core products and activities required of NASA software projects. It defines life-cycle models and activity-related methods but acknowledges that no single life-cycle model is appropriate for all NASA software projects. It also acknowledges that the appropriate method for accomplishing a required activity depends on characteristics of the software project. Second, this guidebook provides specific guidance to software project managers and team leaders in selecting appropriate life cycles and methods to develop a tailored plan for a software engineering project.

Human Landing System Lunar Thermal Analysis Guidebook

The purpose of the Human Landing System (HLS) Lunar Thermal Analysis Guidebook (L-TAG) is to provide guidance to experienced thermal engineering personnel on how to conduct worst-case hot and cold lunar thermal analyses for the design of HLS hardware in both lunar orbit and lunar surface environments. The HLS L-TAG will include pointers to the Cross-Program Design Specification for Natural Environments (DSNE), SLS-SPEC-159, and best practices/approaches for interpreting and complying with the DSNE lunar thermal environments in the analysis of HLS spacecraft, vehicles and systems. The HLS L-TAG is a reference document that is available to all HLS thermal analysts. In the event of a conflict with the descriptions provided herein, the DSNE takes precedence. This document represents the best available information at the time of publication and will undergo updates as the HLS program evolves. Feedback from the user community is encouraged to support further refinement of the Guidebook.

Distributed Wind Guidebook [Slides]

Distributed wind energy technologies generate clean, carbon-free power close to the point of electrical consumption (i.e., close to people and their energy needs). Distributed wind energy can help individuals and communities meet their unique goals, such as reducing impacts on climate change, decreasing electricity bills, boosting energy independence or autonomy from the electric grid, and enhancing grid reliability and resiliency. This guidebook is designed to support individuals and communities in deploying distributed wind energy technologies by providing fundamental information needed for success. Each section is framed around a key question in the journey to deployment and offers resources to help you answer it.

Aerodynamic design of electric and hybrid vehicles: A guidebook

A typical present-day subcompact electric hybrid vehicle (EHV), operating on an SAE J227a D driving cycle, consumes up to 35% of its road energy requirement overcoming aerodynamic resistance. The application of an integrated system design approach, where drag reduction is an important design parameter, can increase the cycle range by more than 15%. This guidebook highlights a logic strategy for including aerodynamic drag reduction in the design of electric and hybrid vehicles to the degree appropriate to the mission requirements. Backup information and procedures are included in order to implement the strategy. Elements of the procedure are based on extensive wind tunnel tests involving generic subscale models and full-scale prototype EHVs. The user need not have any previous aerodynamic background. By necessity, the procedure utilizes many generic approximations and assumptions resulting in various levels of uncertainty. Dealing with these uncertainties, however, is a key feature of the strategy.

Guidebook for analysis of tether applications

This guidebook is intended as a tool to facilitate initial analyses of proposed tether applications in space. The guiding philosophy is that a brief analysis of all the common problem areas is far more useful than a detailed study in any one area. Such analyses can minimize the waste of resources on elegant but fatally flawed concepts, and can identify the areas where more effort is needed on concepts which do survive the initial analyses. The simplified formulas, approximations, and analytical tools included should be used only for preliminary analyses. For detailed analyses, the references with each topic and in the bibliography may be useful.
