Waste-to-Energy Technical Assistance for Local Governments [Slides]

The Bioenergy Technologies Office (BETO) and the National Renewable Energy Laboratory (NREL) launched an organic Waste-to-Energy Technical Assistance Program for local governments. Organic waste streams, such as food waste and wastewater sludge, represent significant environmental, economic, and social sustainability challenges for municipalities. BETO has funded analyses assessing these waste streams and various aspects of their management, such as existing uses and costs of disposal. Given that these waste streams require local solutions, this technical assistance program provides municipalities with the most relevant data for their decision-making. BETO will fund up to 40 hours of subject matter assistance to municipalities topics. This presentation was made during an informational webinar for the DOE Bioenergy Technologies Office. Wai'anae Moku Resilience Hub Network ETIPP Deep-Dive Technical Assistance

In 2024, organizations representing communities in the Wai'anae moku, with support from the National Laboratory of the Rockies (NLR) and Hawai'i State Energy Office (HSEO) through an ETIPP Strategic Energy Planning engagement, developed the Wai'anae Moku Community Energy Plan, along with a companion report from NLR. The plan identified five priority focus areas and associated projects to support an energy vision of Wai'anae moku community representatives. The 2026 ETIPP Deep Dive Technical Assistance focuses explicitly on the project identified as highest priority in the plan: support for resilience hub network design and analysis. This fact sheet outlines the scope of technical assistance, benefits of participation the project, and roles and contact information for partners in the project.

Technical Assistance 101 - How Can the Joint Office Support You?

The Joint Office of Energy and Transportation (Joint Office), in partnership with the Federal Highway Administration (FHWA), National Renewable Energy Laboratory (NREL), the Federal Transit Administration (FTA), and the Environmental Protection Agency (EPA), provides free technical assistance on the planning, deployment, operation, and maintenance of a national network of electric vehicle chargers, zero-emission fueling infrastructure, and zero-emission transit and school buses. Evaluation Toolkit for Technical Assistance Programs

Across the United States, every home, business, industry, and government depends on abundant, reliable, and affordable electricity. Energy stakeholders have many options to improve how energy is generated, distributed, and used, but choosing the right path can be complex and challenging. To support more informed decision-making about local electricity systems, the U.S. Department of Energy (DOE) and its national laboratories provide customized technical assistance (TA) through several different programs. These TA programs are designed to support a wide range of stakeholders with a variety of needs. Technical assistance may include brief consultations with subject-matter experts, in-depth technical modeling and analysis, stakeholder engagement, and peer-to-peer exchange. Delivering effective TA is an iterative process that requires evaluation and adaptation. A comprehensive and robust evaluation framework provides the structure needed to ensure that TA programs and practitioners remain effective, responsive to industry trends, and aligned with local needs. This toolkit provides a framework—including a clear, structured process—that TA program staff can adapt to their program's goals to evaluate success.

Technical Assistance for Digital Assurance: DistribuTECH Workshop

Idaho National Laboratory, the Department of Energy’s Grid Deployment Office, and other national laboratories are collaborating to ensure the U.S. energy infrastructure is reliable, resilient, and secure. This involves strategically leveraging digital technologies to modernize the grid, enhance its resilience against all hazards and disruptions, and fortify national energy security across a diverse energy portfolio. In this workshop you will learn about Idaho National Lab’s Technical Assistance programs, where organizations will be matched with a national laboratory subject matter expert to focus on their key topical area. The technical assistance offered through this track is designed to be responsive to a rapidly changing regulatory landscape and cutting-edge technologies that enhance grid reliability and efficiency. Users will be guided through a tailored analysis and mitigation program to determine their current security posture and given assistance in evaluating supply chain and protection choices against potential consequences.

Better Buildings Workforce Accelerator – Technical Assistance Project: Northwest Energy Efficiency Council – A Replicable Analysis for Building Operator Certification Diversity, Equity, and Inclusion Objectives

The Northwest Energy Efficiency Council (NEEC) requested technical assistance through the U.S. Department of Energy (DOE) Better Buildings Workforce Accelerator (BBWA) program, with the objective of developing a replicable analytical approach to understanding Building Operator Certification (BOC) program participants and measure progress towards diversity, equity, and inclusion objectives. The technical assistance advances NEEC’s progress towards their goal of recruiting more diverse students to the BOC training and certification program. This report develops a replicable geospatial analysis of BOC program participants based on DEI indicators that can be applied at a national level, provides a step-by-step guide on repeating and updating the analysis, and presents recommendations for future data collection and analysis.

How to Design and Implement an Equitable Building Performance Standard: Lessons from the Building Performance Standards Technical Assistance Network

States and local governments seek to accomplish the intersecting goals of reducing greenhouse gas emissions, improving building operations, and bettering the daily lives of their communities. Building Performance Standards (BPS) have emerged as a critical policy lever to reach these intertwined climate and societal goals. These policies, if shaped and implemented well, have the chance to not only help reach our nation's climate, energy, and livability goals, but to do so with the active participation of those traditionally excluded from policy processes. This nascent policy movement provides jurisdictions across the country the opportunity to shape these policies from the outset to deliver comfort, health, and safety in our built environment for all. The US Department of Energy in partnership with our National Laboratories have been providing technical assistance for jurisdictions interested in, adopting, and implementing Building Performance Standards. Through this work, the BPS Technical Assistance Network (TA Network) has tracked and documented the innovative and equitable approaches to BPS across the country. The TA Network has crafted foundational technical analysis, such as building stock and emissions impacts, equity prioritization and peak load impacts, and aggregated cost benefit analysis. And by combining powerful technical analysis with dissemination of best practices resources to support equitable implementation, the TA Network provides jurisdictions with the tools and support necessary to embark on their ambitious policy goals.

Lahaina Energy Partnership: Community Priorities and Technical Assistance Scope of Work [Slides]

The Lahaina Energy Partnership (LEP) is an initiative funded by the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) to support energy planning and rebuilding efforts in Hawaii's historic town of Lahaina on Maui as the community recovers from a devastating fire on August 8, 2023, with technical assistance provided by NREL. To inform the scope of technical assistance, NREL has partnered with Hawaii-based community engagement and sustainability-focused organizations to connect with Lahaina residents, business owners to understand the community's energy priorities and vision for the future. This presentation presents a summary of the community's energy priorities and NREL's scope of work for the project, to be completed in early 2027.

National Technology & Engineering Solutions of Sandia, LLC Technical Assistance With Energy Cloud (Final CTAP Report)

Sandia provided technical assistance to Energy Cloud to support the assessment of Energy Cloud’s technology for air filtration of the SARS-CoV-2 virus. The Energy Cloud system was developed to filter the SARS-CoV-2 virus from commercial HVAC systems, ducts, and enclosed rooms without generating ozone. The project included a 3-week experimental series with aerosolized SARS-CoV-2 virus at the University of Southern California’s biosafety level 3 (BSL-3) laboratory. USC provided the facility as well as experimentally derived measurements and assessment of the Energy Cloud system efficacy for SARSCoV-2 filtration from air handling systems.

Technical assistance for law-enforcement communications: Grant summary

A summary overview of project activities and results are presented. The goals and objectives are reviewed and a description of the approaches used to attain them is given. The feedback received from the seminars conducted as part of the project, and results from a questionnaire about the project are included. Significant findings of the project in such areas as radio channel loading, dispatch system design, training and technology transfer are discussed. Several specific problem areas are identified and evaluated. Specific recommendations for future technical assistance efforts are presented along with an inventory of technical-assistance reports generated throughout the project.

NLR has partnered with Hawaii-based community organizations to engage with Lahaina the community on energy priorities and inform the technical assistance scope. This virtual workshop presentation is the second in a two-part series to provide progress updates and request community input to guide next steps. Workshop 1 on November 18 focused on hydropower resource potential, building energy modeling, and workforce development. Workshop 2 on December 11 (this presentation) will focus on microgrids, electric grid hardening, policy and regulation.

Northwest Combined Heat and Power Technical Assistance Partnership: Final Scientific/Technical Report

During the years of 2018 through 2023, The Washington State University Energy Program (WSU EP) operated the Northwest Combined Heat and Power Technical Assistance Partnership under contract to the US Department of Energy’s Advanced Manufacturing Office (AMO), a part of DOE’s larger Office of Energy Efficiency and Renewable Energy. This contract provided direction and funding for providing technical outreach, information and technical/economic analysis services in support of expanding development of Combined Heat and Power (CHP) over a four state region in the Pacific Northwest. The states served included Alaska, Idaho, Oregon and Washington. During the duration of this contract, the WSU EP delivered performed specific assigned tasks and provided services of various generally prescribed types, with the overall goal of increasing adoption of CHP as an efficient heat and power supply in the region. Indications – though not formally evaluated to our knowledge – are that this goal was achieved. Over many years, the WSU team has provided support for CHP developments in these states under similar previous Department of Energy contracts, and many such projects have been built. While the early-phase outreach, education and techno-economic assessments that the NW CHP TAP provides rarely immediately result in project construction, there is no doubt that the WSU EP team has had substantial influence in the construction of a number of important CHP projects in the region. Examples of projects implemented directly under the current team’s guidance and services during this contract cycle include an 875 kilowatt biomass fueled CHP system installed at the University of Idaho, and 5 megawatt natural gas fueled CHP system at the University of Montana ( UM Breaks Ground on New Power Facility, Slashes Emissions 30% (umt.edu) ). Many other CHP systems recently installed are also either directly or at least partially the result of information and technical services provided by the team. Finally, though much more difficult to quantify and less glamorous, the team has helped countless organizations to understand CHP and determine whether and how CHP may be a fit for them, before they consider paying for engineering services. Whether the ultimate outcome has been to include CHP or not, the expert skills provided by the NW CHP TAP team have provided real value to these organizations considering this relatively complex technology. Over the duration of the contract our team provided 71 Initial Technical Assessments and 17 Advanced Technical Assessments; 53 End-User Engagements and 33 Stakeholder Engagements of various types; 42 Technical Profiles (Project Profiles, Program Profiles and Policy Profiles), and produced 14 technical articles for the Department of Energy. Unfortunately, these quantities provide no measure of the value that the team has provided. Only our clients can judge that, and we are confident that they are pleased with the benefits we have offered them.

Technical Assistance for RingIR Aerosol Penetration Study with RingIR

Sandia provided technical assistance to RingIR to test and evaluate of the RingIR molecular detector. The detector can identify gas phase species using molecular fingerprinting and has potential application for SARS-CoV-2 detection in near real time. As part of the development process Sandia will utilize the biological aerosol test bed deployed at the Aerosol Complex to evaluate the penetration of MS2 bacteriophage aerosol through the RingIR system. The objective of this project is to provide experimentally derived measurements of the RingIR molecular detector penetration efficiency, including external exhaust filter for mitigation of exhaust aerosol and operation using MS2 bacteriophage as a biological surrogate to the SARS-CoV-2 virus.

Ahtna Tribal Energy Planning and Technical Assistance Project (Final Report)

Ahtna Intertribal Resource Commission (AITRC) provided technical assistance and capacity building activities for eight (8) tribal communities in the Ahtna region to: 1. reduce energy costs; 2. improve community wildfire readiness and biomass utilization; 3. provide local food security; and 4. reduce unemployment, poverty and outmigration in the Ahtna villages. AITRC provided community education on energy needs, conservation and efficiency, issues and options, assisted the tribes in identifying appropriate renewable energy systems, and increased their capacity to implement successful energy projects that employed local tribal members. AITRC also successfully assisted the member Tribes and Alaska Native Corporations in pursuing additional funding to advance their energy goals and projects, including Tribal Resiliency Planning, community biomass heating and wood resource assessment projects, and hydroelectric.
