Use Attainability Analysis for Upper Sandia Canyon

This document presents a use attainability analysis (UAA) for the perennial segment of Upper Sandia Canyon, which is located within the Los Alamos National Laboratory (LANL) property near Los Alamos, New Mexico.1 This UAA is consistent with 20.6.4.15 New Mexico Administrative Code (NMAC) (New Mexico Environment Department [NMED] 2011c), which describes the perennial segment as “Sandia Canyon from Sigma Canyon upstream to LANL [National Pollutant Discharge Elimination System] NPDES outfall 001.” The perennial segment’s designated uses are coldwater aquatic life, livestock watering, wildlife habitat, and secondary contact. 40 Code of Federal Regulations (CFR) § 131.10(g) permits a state to remove a designated use that is not an existing use (as defined in 40 CFR §131.3), if a UAA demonstrates that naturally occurring pollutant concentrations prevent the attainment of the use or if physical conditions related to the natural features of the water body preclude the attainment of the aquatic life protection use. This UAA considers whether natural physical conditions in Upper Sandia Canyon, specifically air and/or water temperatures, prevent the designated aquatic life use water temperature limits (i.e., coldwater) from being attained in the perennial segment. The weight of evidence presented in this UAA supports the conclusion that, based on air-water temperature modeling and instream thermograph data, the coolwater aquatic life designated use is currently the attainable use. Accordingly, it is recommended that the coolwater aquatic life designated use replace the coldwater aquatic life designated use in the Upper Sandia Canyon assessment unit (AU).

Sandia National Laboratories FY21 Progress Report

The Energetic Neutrons campaign led by Sandia National Laboratories (SNL) had a successful year testing electronic devices and printed circuit boards (PCBs) under 14 MeV neutron irradiation at OMEGA. During FY21 Sandia’s Neutron Effects Diagnostics (NEDs) and data acquisition systems were upgraded to test novel commercial off-the-shelf and Sandia-fabricated electronic components that support SNL’s National Security mission. The upgrades to the Sandia platform consisted of new cable chains, sample mount fixtures and a new fiber optics platform for testing optoelectronic devices.

100% Carbon-Free Electricity for Sandia NM and KAFB Using Concentrating Solar Power (CSP) (SAND Report)

This report provides a design study to produce 100% carbon-free electricity for Sandia NM and Kirtland Air Force Base (KAFB) using concentrating solar power (CSP). Annual electricity requirements for both Sandia and KAFB are presented, along with specific load centers that consume a significant and continuous amount of energy. CSP plant designs of 50 MW and 100 MW are then discussed to meet the needs of Sandia NM and the combined electrical needs of both Sandia NM and KAFB. Probabilistic modeling is performed to evaluate inherent uncertainties in performance and cost parameters on total construction costs and the levelized cost of electricity. Total overnight construction costs are expected to range between ~$300M - $400M for the 50 MW CSP plant and between ~$500M - $800M for the 100 MW plant. Annual operations and maintenance (O&M) costs are estimated together with potential offsets in electrical costs and CO 2 emissions. Other considerations such as interconnections, land use and permitting, funding options, and potential agreements and partnerships with Public Service Company of New Mexico (PNM), Western Area Power Administration (WAPA), and other entities are also discussed.

Sandia Optical Fringe Analysis Slope Tool (SOFAST) Improvement Effort (Final Report)

The Sandia Optical Fringe Analysis Slope Tool (SOFAST) is a tool that has been developed at Sandia to measure the surface slope of concentrating solar power optics. This tool has largely remained of research quality over the past few years. Since SOFAST is important to ongoing tests happening at Sandia as well as an interest to others outside Sandia, there is a desire to bring SOFAST up to professional software standards. The goal of this effort was to make progress in several broad areas including: code quality, sample data collection, and validation and testing. During the course of this effort, much progress was made in these areas. SOFAST is now a much more professional grade tool. There are, however, some areas of improvement that could not be addressed in the timeframe of this work and will be addressed in the continuation of this effort.

Sandia Image Labeling Tool (SILT)

SAND2025-01840O Sandia Image Labeling Tool (SILT) is a Python tool that labels images for machine learning and other applications. SILT uploads JSON files to create a template for labeling an image. SILT can then upload images, including images that are tens of GB large and dynamically loads them in a manner that a user, with a very modest spec laptop, can handle. It then saves the label as a JSON using the template. Sandia National Laboratories is a multimission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC, a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy’s National Nuclear Security Administration under contract DE-NA0003525.
