Expertise against politics: Technology as ideology on Capitol Hill, 1966 - 1972

Exploration of three thematic problems--the meaning of 'technology', technology as historical destiny, and the compatability of technology with democratic politics--must be a part of any effort to develop an overview of the significance of technology for twentieth-century American ideology. Ambivalence toward technology has become a well-established theme in studies of the mechanization of America. Various aspects and examples with respect to technology as ideology are presented in this historical perspective.

Where no flag has gone before: Political and technical aspects of placing a flag on the Moon

The flag on the Moon represents an important event in vexillological history. The political and technical aspects of placing a flag on the Moon, focusing on the first Moon landing, is examined. During their historic extravehicular activity, the Apollo 11 crew planted the flag of the United States on the lunar surface. This flag-raising was strictly a symbolic activity, as the United Nations Treaty on Outer Space precluded any territorial claim. Nevertheless, there were domestic and international debates over the appropriateness of the event. Congress amended the agency's appropriations bill to prevent the National Aeronautics and Space Administration (NASA) from placing flags of other nations, or those of international associations, on the Moon during missions funded solely by the United States. Like any activity in space exploration, the Apollo flag-raising also provided NASA engineers with an interesting technical challenge. They designed a flagpole with a horizontal bar allowing the flag to 'fly' without the benefit of wind to overcome the effects of the Moon's lack of an atmosphere. Other factors considered in the design were weight, heat resistance, and ease of assembly by astronauts whose space suits restricted their range of movement and ability to grasp items. As NASA plans a return to the Moon and an expedition to Mars, we will likely see flags continue to go 'where no flag has gone before'.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 37: The impact of political control on technical communications: A comparative study of Russian and US aerospace engineers and scientists

Until the recent dissolution of the Soviet Union, the Communist Party exerted a strict control of access to and dissemination of scientific and technical information (STI). This article presents models of the Soviet-style information society and the Western-style information society and discusses the effects of centralized governmental control of information on Russian technical communication practices. The effects of political control on technical communication are then used to interpret the results of a survey of Russian and U.S. aerospace engineers and scientists concerning the time devoted to technical communication, their collaborative writing practices and their attitudes toward collaboration, the kinds of technical documents they produce and use, and their use of computer technology, and their use of and the importance to them of libraries and technical information centers. The data are discussed in terms of tentative conclusions drawn from the literature. Finally, we conclude with four questions concerning government policy, collaboration, and the flow of STI between Russian and U.S. aerospace engineers and scientists.

Taking the Politics Out of Satellite and Space-Based Communications Protocols

After many years of studies, experimentation, and deployment, large amounts of misinformation and misconceptions remain regarding applicability of various communications protocols for use in satellite and space-based networks. This paper attempts to remove much of the politics, misconceptions, and misinformation that have plagued spacebased communications protocol development and deployment. This paper provides a common vocabulary for communications; a general discussion of the requirements for various communication environments; an evaluation of tradeoffs between circuit and packet-switching technologies, and the pros and cons of various link, network, transport, application, and security protocols. Included is the applicability of protocol enhancing proxies to NASA, Department of Defense (DOD), and commercial space communication systems.

Techno-Political Space Cooperation: A Longitudinal Analysis of NASA's Bilateral and Multilateral Agreements

NASA's international programs are both numerous and successful, with over two thousand international agreements forming a foundation of U.S. government cooperation that involved over half the United Nation's membership. Previous research, by the author, into these agreements has identified five variables underlying NASA's international cooperation efforts and these variables form a framework for explaining international cooperation behavior on a macro-level. This paper builds upon that research to effectively explain lower-level patterns of cooperation in NASA's experience. Two approaches for analyzing the space agency's history are used: aggregation of all agreements and a cluster (disaggregated) analysis of four key segments. While researchers of NASA's international cooperation often considered individual cases first, and then generalize to macro-level explanations. This study, in contrast, begins by considering all agreements together in order to explain as much as possible at the macro level before proceeding to lower tier explanations. These lower tier assessments are important to understanding regional and political influences on bilateral and multilateral cooperation. In order to accomplish this lower-tier analysis, the 2000 agreements are disaggregated into logical groupings enabling an analysis of important questions and clearer focus on key patterns concerning developing states, such as the role of international institutions or privatization on international cooperation in space technology.

Transcendental Political Systems and the Gravity Model

This summer I have been working on an Army Deep Futures Model project named Themis. Themis is a JPL based modeling framework that anticipates possible future states for the world within the next 25 years. The goal of this framework is to determine the likelihood that the US Army will need to intervene on behalf of the US strategic interests. Key elements that are modeled within this tool include the world structure and major decisions that are made by key actors. Each actor makes decisions based on their goals and within the constraints of the structure of the system in which they are located. In my research I have focused primarily on the effects of structures upon the decision-making processes of the actors within them. This research is a natural extension of my major program at Georgetown University, where I am studying the International Political Economy and the structures that make it up. My basic goal for this summer project was to be a helpful asset to the Themis modeling team, with any research done or processes learned constituting a bonus.

Multidisciplinary studies of the social, economic and political impact resulting from recent advances in satellite meteorology, volume 1

The multidisciplinary studies explore and evaluate the impact of the meteorological satellite and the concomitant impact of the data derived from it on various user groups. As expected, the primary impact related to those who would use satellite data for weather prediction and related purposes. A secondary impact was in the area of international concerns where GARP and other international meteorological activities were affected and international law was developed. A tertiary impact was exemplified by satellite photographs utilized in advertisements and related materials. The case studies, supporting studies, and independent studies all emphasize the potential of the meteorological satellite.

The impact of management science on political decision making

The possible impact on public policy and organizational decision making of operations research/management science (OR/MS) is discussed. Criticisms based on the assumption that OR/MS will have influence on decision making and criticisms based on the assumption that it will have no influence are described. New directions in the analysis of analysis and in thinking about policy making are also considered.

Social, economic and political factors associated with earth resources observation and information analyses.

Discussion of some of the interest conflicts between ecology and economics that arise, particularly in riparian environments, when a population-increase entailed growth in public service requirements is met by indiscriminate technology applications. Reviewed instances of such conflicts include the aborted cross-Florida barge canal project and the Florida Power and Light Company facility at Turkey point.
