A Summary of Two Recent UAS Command and Control (C2) Communications Feasibility Studies

In Spring of 2015, the NextGen Institute conducted two UAS C2 Communications Feasibility Studies on behalf of the FAA UAS Integration Office to develop two limited UAS C2 operational examples, each involving low-altitude BLOS (Beyond Line of Sight) Line of Communication (LOC) UAS applications, as part of assessing the myriad practical UAS C2 deployment challenges associated with these approaches. The studies investigated the feasibility of "Point-to-Point" (PTP) and "Network" approaches to UAS C2 to better understand potential user needs and to explore evolutionary paths to establishing a nation-wide system for delivering UAS C2 communications. This paper will summarize the solicitation, approach and results of the two studies teams led by Aviation Management Associates, Inc. and Exelis Inc.

Picosecond Clock Synchronization Across A 7-Node Metropolitan Scale Quantum Network

Quantum networking protocols relying on interference and precise time-of-flight measurements require high precision clock synchronization. This study describes the design, implementation, and characterization of two optical time transfer methods in a metropolitan-scale quantum networking research testbed. The first technique called active electronic stabilization (ELSTAB), was able to achieve sub-picosecond time deviation (TDEV) at integration times between 1 s and 105s over multiple different fiber lengths of both underground and aerial deployed fiber. The second technique, White Rabbit-Precision Time Protocol (WR-PTP), was able to achieve 10-picosecond TDEV’s over similar fiber lengths at comparable integration times. Environmental fluctuations affected the stability of clock synchronization over deployed fiber. These fluctuations resulted in path delay gradients, chromatic dispersion, polarization drift, and optical power variations. The results from this study will inform future work in the development of compensation methods essential for enabling experimental research in developing practical quantum networking protocols.

Time Synchronization Prototype, Server Upgrade Procedure Support and Remote Software Development

Networks are roadways of communication that connect devices. Like all roadways, there are rules and regulations that govern whatever (information in this case) travels along them. One type of rule that is commonly used is called a protocol. More specifically, a protocol is a standard that specifies how data should be transmitted over a network. The project outlined in this document seeks to implement one protocol in particular, Precision Time Protocol, within the Kennedy Ground Control Subsystem network at Kennedy Space Center. This document also summarizes work completed for server upgrades, remote software developer training and how all three assignments demonstrated the importance of accountability and security.
